A separate study from the University of Washington found Black people were <a target=\"_blank\" class=\"gtm-content-click\" data-vars-link-text=\"3.5 times more likely\" data-vars-click-url=\"https:\/\/www.thelancet.com\/journals\/lancet\/article\/PIIS0140-6736(21)01609-3\/fulltext\" data-vars-event-category=\"story\" data-vars-sub-category=\"story\" data-vars-item=\"in_content_link\" href=\"https:\/\/www.thelancet.com\/journals\/lancet\/article\/PIIS0140-6736(21)01609-3\/fulltext\" rel=\"noopener\">3.5 times more likely<\/a> than white people to be killed by police.<\/li>\n<li><a target=\"_blank\" class=\"gtm-content-click\" data-vars-link-text=\"Police killings have also been severely undercounted\" data-vars-click-url=\"https:\/\/www.axios.com\/police-killings-undercounted-report-c404baf5-c6de-4656-8966-4e667bb3b40d.html\" data-vars-event-category=\"story\" data-vars-sub-category=\"story\" data-vars-item=\"in_content_link\" href=\"https:\/\/www.axios.com\/police-killings-undercounted-report-c404baf5-c6de-4656-8966-4e667bb3b40d.html\" rel=\"noopener\">Police killings have also been severely undercounted<\/a>, with the University of Washington researchers saying that police killings, particularly of Black people, was a &#8220;public health crisis.&#8221;<\/li>\n<li>&#8220;Systemic and direct racism, manifested in laws and policies as well as personal implicit biases, result in Black, Indigenous, and Hispanic Americans being the targets of police violence,&#8221; the researchers wrote in October.<\/li>\n<\/ul>\n<p><strong>The big picture: <\/strong>Murder or manslaughter charges against officers have increased this year, but criminal charges still remain exceptionally rare.<\/p>\n<ul>\n<li>Convictions are even rarer, according to the Times&#8217; reporting. <\/li>\n<\/ul>\n<p><strong>Twenty-one officers have been charged<\/strong> with murder or manslaughter for an on-duty shooting, according to data from Philip M.
