The court system has started moving through the cases, but Plotkin said for many counties it could take years to address the backlog.\u00a0<\/p>\n<\/div>\n<div class=\"lee-article-text\">\n<p>\u201cThere\u2019s so many pending and backlogged cases, but there aren\u2019t enough existing resources to deal with it,&#8221;
