{"id":27784,"date":"2022-01-15T23:21:38","date_gmt":"2022-01-15T23:21:38","guid":{"rendered":"https:\/\/cjstudents.com\/?p=27784"},"modified":"2022-01-15T23:21:38","modified_gmt":"2022-01-15T23:21:38","slug":"michigan-state-police-disproportionately-stop-black-drivers","status":"publish","type":"post","link":"https:\/\/cjstudents.com\/index.php\/2022\/01\/15\/michigan-state-police-disproportionately-stop-black-drivers\/","title":{"rendered":"Michigan state police disproportionately stop Black drivers"},"content":{"rendered":"<p> [ad_1]<\/p>\n<div id=\"post-834663\"><!-- post title --><br \/>\n<!-- \/post title --><\/p>\n<p>\t\t\t\t<!-- post thumbnail --><br \/>\n\t\t\t\t\t\t\t\t<!-- \/post thumbnail --><\/p>\n<p>The leader of the Michigan State Police pledged changes Wednesday as the agency released an independent report finding that troopers disproportionately pulled over Black drivers in 2020 traffic stops.<\/p>\n<p>African American motorists were more likely to be stopped than expected under a series of benchmarks \u2014 including population, an analysis of crash data and a comparison of stops in daylight vs. night, according to the\u00a0<a target=\"_blank\" class=\"\" href=\"https:\/\/www.michigan.gov\/documents\/msp\/Wolfe_et_al_MSP_external_benchmark_FINAL_REPORT_2021_745156_7.pdf\" rel=\"noreferrer noopener\">research<\/a>\u00a0done by the Michigan State University School of Criminal Justice. <\/p>\n<p><!-- HTML INSERTED AD --><\/p>\n<p>The review, which had been commissioned by the department after it identified potential racial disparities, also said Black and Hispanic drivers were significantly more likely than white motorists to be searched or arrested after traffic stops.<\/p>\n<figure class=\"wp-block-image alignwide size-large\"><img decoding=\"async\" loading=\"lazy\" width=\"1000\" height=\"666\" src=\"https:\/\/thegrio.com\/wp-content\/uploads\/2022\/01\/1000-8.jpeg\" alt=\"\" class=\"wp-image-834665\" srcset=\"https:\/\/thegrio.com\/wp-content\/uploads\/2022\/01\/1000-8.jpeg 1000w, https:\/\/thegrio.com\/wp-content\/uploads\/2022\/01\/1000-8-750x500.jpeg 750w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\"\/><figcaption>Michigan State Police Col. They include hiring an expert to recommend \u201csystemic\u201d policy changes, listening to communities of color and their leaders, and developing a dashboard with timely data so troopers \u201ccan learn about and adjust their own actions.\u201d<\/p>\n<p>The agency also will create a professional development bureau to train employees and issue body-worn cameras to all personnel who might come into contact with the public. Funding for the cameras is\u00a0included in the current state budget.<\/p>\n<p>The study and Gasper\u2019s announced steps are the latest following years of scrutiny related to alleged racial profiling. At the request of the American Civil Liberties Union of Michigan, the department in 2017 revised its policies to require that troopers record the race of stopped drivers. In 2020, it announced it would hire a third-party research institution to review traffic stop data after a continuing increase in the percentage of traffic stops involving African American drivers.<\/p>\n<p><!-- HTML INSERTED AD --><\/p>\n<p>Black motorists accounted for 22.1% of stops in 2020 and 13.6% of the population. Hispanic drivers were less likely to be pulled over than expected but more likely to be searched or arrested. This report and its findings speak only to the extent of racial or ethnic disparity in MSP\u2019s traffic stops. At the same time, the data do show a meaningful level of disparity that deserves more attention,\u201d said <strong>Scott Wolfe<\/strong>, a Michigan State associate professor who led the analysis.<\/p>\n<p>His team also will issue a report on 2021 data, do more rigorous analyses to fully understand the level of racial disparity and evaluate the department\u2019s internal dashboard. He said it will be a \u201cgroundbreaking\u201d study that will help the agency and other law enforcement agencies across the U.S.<\/p>\n<p>\u201cWe need further study to determine the root causes of these disparities,\u201d Gasper said.<\/p>\n<p>The Rev. <strong>Wendell Anthony<\/strong>, president of the NAACP\u2019s Detroit branch, credited Gasper for acknowledging the department\u2019s faults and being open to corrective actions unlike, he said, several of his predecessors.
