{"id":27956,"date":"2022-01-21T05:34:57","date_gmt":"2022-01-21T05:34:57","guid":{"rendered":"https:\/\/cjstudents.com\/?p=27956"},"modified":"2022-01-21T05:34:57","modified_gmt":"2022-01-21T05:34:57","slug":"opinion-why-are-so-many-americans-killing-one-another","status":"publish","type":"post","link":"https:\/\/cjstudents.com\/index.php\/2022\/01\/21\/opinion-why-are-so-many-americans-killing-one-another\/","title":{"rendered":"Opinion | Why Are So Many Americans Killing One Another?"},"content":{"rendered":"<p> [ad_1]<\/p>\n<div>\n<p class=\"css-axufdj evys1bk0\">Balko believes this can help explain why murder \u2014 which tends to be fueled by domestic violence, gang conflicts and drug trading \u2014 increased while other crimes more dependent on public interactions fell. \u201cOfficials in cities that saw some of the largest murder surges in 2020 and 2021 \u2014 including <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.krqe.com\/plus\/data-reporting\/2021-albuquerque-homicide-rate-outpacing-previous-years-the-numbers-behind-the-rise\/\" title=\"\" rel=\"noopener noreferrer\">Albuquerque<\/a>, <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/fox59.com\/news\/indycrime\/gangs-groups-linked-to-roughly-half-of-all-shootings-in-indy-impd-empowering-young-people-to-resist\/\" title=\"\" rel=\"noopener noreferrer\">Indianapolis<\/a>, <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/abc7chicago.com\/chicago-crime-fbi-police-homicide\/11054083\/\" title=\"\" rel=\"noopener noreferrer\">Chicago<\/a>, <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/abc7chicago.com\/chicago-crime-fbi-police-homicide\/11054083\/\" title=\"\" rel=\"noopener noreferrer\">Los Angeles<\/a> and <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.wsj.com\/articles\/gang-violence-drives-rise-in-murder-rates-in-some-u-s-cities-11629486712\" title=\"\" rel=\"noopener noreferrer\">others<\/a> \u2014 all have said much of the spike could be attributed to drug- and gang-related murders,\u201d he <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.washingtonpost.com\/opinions\/2021\/09\/30\/homicide-rate-fbi-fewer-witnesses\/\" title=\"\" rel=\"noopener noreferrer\">writes<\/a>. \u201cSo the events of 2020 produced conditions that both encouraged turf wars and gang rivalries, and at the same time undermined the single biggest deterrent to public violence \u2014 the presence of witnesses, whether they were police or bystanders.\u201d<\/p>\n<p class=\"css-axufdj evys1bk0\"><strong class=\"css-8qgvsz ebyp5n10\">General anomie.<\/strong> Another theory about the rise in murders contends that the pandemic accelerated (but did not necessarily initiate) an unraveling of the social contract. Murder is on the rise, but so too are <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.slowboring.com\/p\/all-kinds-of-bad-behavior-is-on-the\" title=\"\" rel=\"noopener noreferrer\">other, less extreme manifestations of antisocial behavior<\/a>, like reckless driving, aggression from airplane passengers and disruptive conduct in schools.<\/p>\n<p class=\"css-axufdj evys1bk0\">Aside from the pandemic, the proposed causes for anomie are legion, including the decline in church and union membership, the rise of social media and <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/twitter.com\/equalityAlec\/status\/1436053960608059396\" title=\"\" rel=\"noopener noreferrer\">deepening socioeconomic inequality<\/a> <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.ojp.gov\/ncjrs\/virtual-library\/abstracts\/inequality-welfare-state-and-homicide-further-support-institutional\" title=\"\" rel=\"noopener noreferrer\">in a diminished welfare state<\/a>. Whatever the reason, the Times columnist David Brooks <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2022\/01\/13\/opinion\/america-falling-apart.html\" title=\"\" rel=\"noopener\">concludes<\/a> that \u201cover the past several years, and over a wide range of different behaviors, Americans have been acting in fewer pro-social and relational ways and in more antisocial and self-destructive ways.\u201d<\/p>\n<h2 class=\"css-ow6j0y eoo0vm40\" id=\"link-7a529a48\">What\u2019s to be done?<\/h2>\n<p class=\"css-axufdj evys1bk0\"><strong class=\"css-8qgvsz ebyp5n10\">If pandemic-related factors are to blame, the problem may partly resolve itself as the pandemic wanes and employment levels rise, <\/strong>Anthony Barr and Kristen Broady of the Brookings Institution <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.brookings.edu\/blog\/the-avenue\/2021\/11\/02\/dramatically-increasing-incarceration-is-the-wrong-response-to-the-recent-uptick-in-homicides-and-violent-crime\/\" title=\"\" rel=\"noopener noreferrer\">write<\/a>. Similarly, if the decline of \u201csentinels\u201d in public space was a major contributor to the murder spike, \u201cwe should see the numbers come down as the country returns to normal,\u201d Balko <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.washingtonpost.com\/opinions\/2021\/09\/30\/homicide-rate-fbi-fewer-witnesses\/\" title=\"\" rel=\"noopener noreferrer\">predicts<\/a>. \u201cAnd indeed, the homicide surge appears to be <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2021\/09\/22\/upshot\/murder-rise-2020.html\" title=\"\" rel=\"noopener\">slowing<\/a>, and even reversing in some cities that have opened up, such as<a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www1.nyc.gov\/assets\/nypd\/downloads\/pdf\/crime_statistics\/cs-en-us-city.pdf\" title=\"\" rel=\"noopener noreferrer\"> New York<\/a> and <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.dotnews.com\/2021\/crime-rate-continues-fall-boston\" title=\"\" rel=\"noopener noreferrer\">Boston<\/a>.\u201d<\/p>\n<p class=\"css-axufdj evys1bk0\"><strong class=\"css-8qgvsz ebyp5n10\">But if changes or deficiencies in policing are to blame, the solutions are less obvious.<\/strong> One idea, which <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/live\/2021\/06\/23\/us\/joe-biden-news\/biden-guns\" title=\"\" rel=\"noopener\">President Biden himself has embraced<\/a>, is to invest more money in police departments and to hire more officers. While the relationship between police staffing levels and crime <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2016\/09\/22\/us\/chicago-to-hire-many-more-police-but-effect-on-crime-is-debated.html\" title=\"\" rel=\"noopener\">is still debated<\/a>, there is a fairly robust body of research that shows a salutary effect.<\/p>\n<ul class=\"css-1le37cb ez3869y0\">\n<li class=\"css-o74qhc eoqvrfo0\">\n<p class=\"css-bwdy7f evys1bk0\">One recent working paper for the National Bureau of Economic Research, for example, <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.nber.org\/papers\/w28202\" title=\"\" rel=\"noopener noreferrer\">estimated<\/a> that each additional police officer abates approximately 0.1 homicides. (The researches noted, though, that the reduction was much less pronounced in cities with large Black populations.)<\/p>\n<\/li>\n<li class=\"css-o74qhc eoqvrfo0\">\n<p class=\"css-bwdy7f evys1bk0\">Another <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/direct.mit.edu\/rest\/article-abstract\/100\/1\/167\/58429\/Are-U-S-Cities-Underpoliced-Theory-and-Evidence?redirectedFrom=fulltext\" title=\"\" rel=\"noopener noreferrer\">widely cited study<\/a> found that every $1 spent on extra policing generates about $1.63 in social benefits, primarily through fewer murders. (When conducting cost-benefit analyses of public safety investments, many federal and state agencies value the average life <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2011\/02\/17\/business\/economy\/17regulation.html\" title=\"\" rel=\"noopener\">at around $7 million<\/a>.)<\/p>\n<\/li>\n<\/ul>\n<p class=\"css-axufdj evys1bk0\">\u201cI\u2019m as much a reformer as anybody, but the short-term solutions around high violence are mainly punitive,\u201d John Roman, a researcher at the University of Chicago, told Lopez. \u201cThere\u2019s no getting around that.\u201d<\/p>\n<p class=\"css-axufdj evys1bk0\"><a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.vox.com\/policy-and-politics\/2019\/2\/13\/18193661\/hire-police-officers-crime-criminal-justice-reform-booker-harris\" title=\"\" rel=\"noopener noreferrer\"><em class=\"css-2fg4z9 e1gzwzxm0\">[\u201cThe case for hiring more police officers\u201d]<\/em><\/a><\/p>\n<p class=\"css-axufdj evys1bk0\"><strong class=\"css-8qgvsz ebyp5n10\">But many disagree with an exclusively police-intensive approach. <\/strong>In <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/cjexpertpanel.org\/surveys\/policing-and-public-safety\/#q-119\" title=\"\" rel=\"noopener noreferrer\">a recent survey<\/a> of criminal justice experts, about two-thirds said that increasing police budgets <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/cjexpertpanel.org\/surveys\/policing-and-public-safety\/\" title=\"\" rel=\"noopener noreferrer\">would improve public safety<\/a>.
