{"id":28309,"date":"2022-01-31T15:27:49","date_gmt":"2022-01-31T15:27:49","guid":{"rendered":"https:\/\/cjstudents.com\/?p=28309"},"modified":"2022-01-31T15:27:49","modified_gmt":"2022-01-31T15:27:49","slug":"report-quantifies-data-on-inequities-within-san-antonios-black-community","status":"publish","type":"post","link":"https:\/\/cjstudents.com\/index.php\/2022\/01\/31\/report-quantifies-data-on-inequities-within-san-antonios-black-community\/","title":{"rendered":"Report quantifies data on inequities within San Antonio&#8217;s Black community"},"content":{"rendered":"<p> [ad_1]<\/p>\n<div>\n<p>\t\t<iframe style=\"width: 100%; height: 175px; border: none; display: none\" data-org=\"7de3f7f22bc2e75fe17b999694f57692.e6977d\" allowfullscreen=\"false\" allowtransparency=\"\" frameborder=\"0\" id=\"ad-auris-iframe\" scrolling=\"no\"><\/iframe><\/p>\n<p>A new, comprehensive report details the opportunity gaps that San Antonio\u2019s Black community faces across business, criminal justice, education, financial and health sectors. <\/p>\n<p>The report, from the <a target=\"_blank\" href=\"https:\/\/saafdn.org\/\" rel=\"noreferrer noopener\">San Antonio Area Foundation<\/a> and the<a target=\"_blank\" href=\"https:\/\/saaaacf.org\/\" rel=\"noreferrer noopener\"> San Antonio Area African American Community Fund,<\/a> also makes several policy recommendations to reduce those inequities.<\/p>\n<p>\u201cWe\u2019re committed to making sure that this report does not sit on the shelf, that we\u2019re actively raising the community awareness around the issue so that we can create better solutions,\u201d said Patricia Mejia, vice president of Community Engagement and Impact at the Area Foundation.<\/p>\n<aside class=\"scaip scaip-1    \">\n<aside id=\"bs_zones-4\" class=\"widget-odd widget-last widget-first widget-1 bs_zones clearfix\"\/><\/aside>\n<p>\u201cHaving this report really gives us a baseline,\u201d said Bobby Blount, who chairs the African American Community Fund\u2019s board of directors. \u201cWe realize to really have an impact, we gotta have more collaboration.\u201d<\/p>\n<p>The report comes as many cities in the U.S. and around the world are considering social justice reforms in the wake of the murder of George Floyd. Work to end racial inequity has taken a center stage.<\/p>\n<p>\u201cIt\u2019s perfect timing [to] get more people who aren\u2019t doing this work day-to-day, to really understand what\u2019s happening in our communities,\u201d Mejia said.<\/p>\n<aside><amp-analytics\/><amp-layout amp-access=\"popups.id_5232055\" amp-access-hide=\"\" class=\"newspack-popup  newspack-inline-popup   newspack-lightbox-no-border \" role=\"button\" tabindex=\"0\" style=\"background-color:#FFFFFF;color:#000\" id=\"c815\"><\/p>\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large is-resized\"><a target=\"_blank\" href=\"https:\/\/www.instagram.com\/sareport\/?utm_source=sareport-org&amp;utm_medium=website&amp;utm_campaign=instagram-folo\" rel=\"noopener\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/sanantonioreport.org\/wp-content\/uploads\/2021\/06\/Follow-us-on-Instagram.png?resize=289%2C89&amp;ssl=1\" alt=\"\" class=\"wp-image-5232125\" width=\"289\" height=\"89\" data-recalc-dims=\"1\"\/><\/a><\/figure>\n<\/div>\n<p>\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/amp-layout><\/aside>\n<h4 id=\"quantifying-inequities-facing-black-residents\">Quantifying inequities facing Black residents<\/h4>\n<p>The data shows that San Antonio\u2019s Black or African American residents, compared to all or most other races, have the lowest rate of homeownership, a lower median income ($48,509) than the county average ($57,157), are more likely to be unemployed and have medical debt. They are less likely to have health insurance or own a business with employees.<\/p>\n<p>In other large urban areas, Black residents are more likely to test positive for or die from coronavirus. That\u2019s not the case in Bexar County. <\/p>\n<p>\u201cIf anything, Black or African Americans are slightly underrepresented among both<br \/>COVID-19 cases and deaths,\u201d the report notes, \u201cbut that may reflect under-diagnosis rather than a true difference.\u201d<\/p>\n<aside class=\"scaip scaip-2    \">\n<aside id=\"bs_zones-5\" class=\"widget-odd widget-last widget-first widget-1 bs_zones clearfix\"\/><\/aside>\n<p>Black residents make up 7% of San Antonio\u2019s population, which is majority Hispanic\/Latino, but are overrepresented in public housing (20% of all HUD-subsidized households) and in police arrests as well as in criminal court cases. Blacks and Latinos are the least likely to be released in <a target=\"_blank\" href=\"https:\/\/www.bexar.org\/3322\/Cite-Release\" rel=\"noreferrer noopener\">cite and release cases<\/a> for some misdemeanor offenses. <\/p>\n<p>\u201cOverall the 2021 data presents a picture of unintended but undeniable consequences for the Black and African American demographic within the criminal justice domain,\u201d Assistant District Attorney <a target=\"_blank\" href=\"https:\/\/sanantonioreport.org\/bexar-county-da-appoints-daryl-harris-to-lead-new-civil-rights-division\/\" rel=\"noreferrer noopener\">Daryl E. Harris<\/a>, chief of Bexar County District Attorney\u2019s <a target=\"_blank\" href=\"https:\/\/www.bexar.org\/3321\/Civil-Rights-Division\" rel=\"noreferrer noopener\">Civil Rights Division<\/a>, wrote in a commentary included in the report.<\/p>\n<p>\u201cRecognition of these consequences has been a motivation for many of the reform policies implemented by this administration,\u201d Harris continued, \u201cand we are committed to continuing assessment of our policies going forward with the objective of increasing public safety \u2014 in every community \u2014 while identifying those policies that have a disparate impact on select communities.\u201d<\/p>\n<p>In school, black students are overrepresented in several school districts\u2019 <a target=\"_blank\" href=\"https:\/\/sanantonioreport.org\/black-students-policing-san-antonio-school-districts\/\" rel=\"noreferrer noopener\">disciplinary alternative programs and out-of-school suspensions<\/a>, while underrepresented in gifted and talented programs and career and technical education programs. <\/p>\n<p>The data research for the report was performed by local nonprofit <a target=\"_blank\" href=\"https:\/\/cinow.info\/\" rel=\"noreferrer noopener\">Community Information Now<\/a> (CI:Now), which develops data resources for the South Texas region, while the policy recommendations were developed by <a target=\"_blank\" href=\"https:\/\/www.texasappleseed.org\/\" rel=\"noreferrer noopener\">Texas Appleseed<\/a>, an Austin-based nonprofit public policy center that advocates for social, economic and racial justice.<\/p>\n<p>There are 110 indicators in the report that pull data from local, state and federal sources, said Laura McKieran, executive director of CI:Now. \u201cIt\u2019s really intended to serve as a current snapshot, not to show past trends, and certainly we can\u2019t cover every issue that matters.\u201d<\/p>\n<p>In some cases, the only data available is a few years old and the U.S. Census Bureau\u2019s five-year estimates for 2020 are still not available, McKieran said. \u201cSo it is a little bit of a smattering of different time periods. And unfortunately \u2026 a lot of it is so out of date. If we had collected data six months ago, it would have been out of date. The COVID pandemic is still changing things in ways that we don\u2019t understand.\u201d<\/p>\n<h4 id=\"data-allows-for-policy-recommendations\">Data allows for policy recommendations<\/h4>\n<p>For the first time, the community has all the most relevant data in one place, Mejia said. The report could help those \u201cwho are newer to looking at these issues, to see the interrelationship or the interconnection and how policies and funding need to reflect that connection.\u201d<\/p>\n<p>The report makes policy recommendations in three areas: criminal justice, education and financial well-being. <\/p>\n<p>\u201cWe looked at the data \u2026 and looked for inequities and disparate impacts that struck our policy team and our policy experts,\u201d said Ann Baddour of Texas Appleseed. <\/p>\n<p>Baddour\u2019s team then crafted recommendations using local, state and national policy solutions that have worked elsewhere, in addition to input from local residents through focus groups.<\/p>\n<p>Several of the report\u2019s recommendations for criminal justice aim to \u201creduce unnecessary contact with the police,\u201d Baddour said, such as restricting or eliminating a police officer\u2019s ability to search a car or make an arrest during a traffic stop or other routine stops.<\/p>\n<p>Other recommendations have to do with better data collection to, for instance, get a better understanding of the disparities in cite-and-release cases. <\/p>\n<p>Education recommendations include improving access and expanding eligibility for pre-kindergarten programs, using disciplinary programs that don\u2019t exclude the student from school and increasing the number of Black teachers. During the 2019-2020 school year, fewer than 5% of teachers in the region were Black, the report found. <\/p>\n<p>In financial well-being, the report recommends expanded efforts to enroll young adults in workforce development and training programs, support of paid sick leave, expanded lending and support services to Black small-business owners and investing in benefit navigators to help connect families to the federal child tax credit, housing assistance, or other pandemic-related services.<\/p>\n<p>The report sponsors are planning to host several community meetings to discuss the data and possible solutions, but some partnerships and initiatives have already been formed since research for the report concluded in December, Blount said.<\/p>\n<p>For example, the African American Community Fund established the <a target=\"_blank\" href=\"https:\/\/saafdn.org\/stepping-up-philanthropy\/\" rel=\"noreferrer noopener\">Social Justice Fund<\/a>, which provides bail and legal aid to those facing low-level offenses, and launched a <a target=\"_blank\" href=\"https:\/\/saafdn.org\/introducing-the-inaugural-sa-equity-fellows-class\/\" rel=\"noreferrer noopener\">San Antonio Equity Fellowship Program<\/a>, a unique professional development program to help nonprofit leaders of color.<\/p>\n<p>Additionally, the Area Foundation is partnering with Local Initiatives Support Corp. on<a target=\"_blank\" href=\"https:\/\/www.lisc.org\/media\/filer_public\/f9\/9f\/f99fd4a0-6a02-4737-8c0b-6a3dc775dd7d\/lisc_sa_media_release_11-17-2020.pdf\" rel=\"noreferrer noopener\"> a program<\/a> that focuses on equitable outcomes in affordable housing and with <a target=\"_blank\" href=\"https:\/\/uppartnership.org\/\" rel=\"noreferrer noopener\">UP Partnership<\/a> to offer national youth leadership development and workforce development grants to nonprofits that are primarily focused on helping communities of color.<\/p>\n<p>People from all sectors \u2014 educators, activists, elected officials, business leaders \u2014 have been waiting for this report, Blount said. \u201cWe see it being utilized literally by everybody.\u201d<\/p>\n<p>That includes philanthropists and organizations who work to improve outcomes for the Black community, he said. \u201cWe hope they use this as the reference guide.\u201d<\/p>\n<p>Download <a target=\"_blank\"
