{"id":28349,"date":"2022-02-01T22:46:29","date_gmt":"2022-02-01T22:46:29","guid":{"rendered":"https:\/\/cjstudents.com\/?p=28349"},"modified":"2022-02-01T22:46:29","modified_gmt":"2022-02-01T22:46:29","slug":"1-4m-in-grants-will-help-cops-on-mental-health-calls-divert-offenders-to-drug-treatment","status":"publish","type":"post","link":"https:\/\/cjstudents.com\/index.php\/2022\/02\/01\/1-4m-in-grants-will-help-cops-on-mental-health-calls-divert-offenders-to-drug-treatment\/","title":{"rendered":"$1.4M in grants will help cops on mental health calls, divert offenders to drug treatment"},"content":{"rendered":"<p> [ad_1]<\/p>\n<div>\n<p class=\"article__paragraph article__paragraph--left\" id=\"THC5YKUMJRAR7GWOVQCJRTQCMM\">The Cumberland County Prosecutor\u2019s Office will use more than $1 million in federal grants to provide local police with tools to de-escalate encounters with those suffering from mental illness, and to steer offenders struggling with addiction out of the criminal justice system and into treatment.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"7XEMNUFYCJEIFMXQTARIQEGKNI\">Details of the two new grants, which total more than $1.4 million, were announced during a virtual press conference Tuesday morning featuring county Prosecutor Jennifer Webb-McRae, acting Attorney General Andrew Bruck, political leaders and representatives from local law enforcement and health care agencies.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"OSGAXNE3XFHG5DBNQJD7GBS35Y\">A $543,046 Law Enforcement Behavioral Health Responses grant will focus on how police can best interact with someone suffering from mental illness, including cases involving substance abuse.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VI25EZWVHRAN3BIUF4AQO3WULA\">Under the program, law enforcement will partner with Inspira Health to embed a social worker in the Millville Police Department \u201cto increase access to justice through appropriate clinical care,\u201d Webb-McRae said.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"BBWHACBVBRD4LF3TZUDM3CFJAY\">This will build on work Millville is already doing to assist its homeless and at-risk populations, she said. Additional funds will be sought to pair social workers with Bridgeton and Vineland police departments, the prosecutor added.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ZUOQS5FNNJCRVGOO233WTU5NE4\">The program also includes countywide training of officers in crisis intervention and deescalation. This training will give officers the tools to know when a mental health professional is needed, while also ensuring safety for those experts.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5TTJO7S3QVAIDKGH4Q4PIZCI5E\">\u201cWe don\u2019t intend to put any lay worker into harm\u2019s way,\u201d McRae said. \u201cWhen we train and we work with our mental health professionals, and we allow them to train us, we all can have a better response.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"6RZA5MANDBAARBG7TLKJPRVJTQ\">Another element of the effort is creating a 24\/7 on-call crisis response team that would assist police and protect the public during incidents involving mental health.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"I7FKGRKQURCKFJCDSLX6EJLVWE\">\u201cWe\u2019ve had some critical incidents in Cumberland County that we know were the result of mental health,\u201d Webb-McRae said, adding that she wants to ensure any officer responding to a scene has the resources available when a call involves mental health.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5BD3XEHEMFAVHI6PISYTONFREM\">All police officers statewide are being trained in de-escalation techniques, she noted, and the new local effort will take this process a step further.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"2ZGYYJLP4ZB2XMJWDS5H54W3TI\">\u201cIt will be of particular interest to me to see how having mental health professionals available to them on call at any time will enhance our responses to calls for crisis that are actually mental health cries or help,\u201d Webb-McRae said.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ND3GL6KNLVDCLFBQUXPNGCGSRU\">She thanked local police chiefs, some of whom attended the press conference, for embracing the notion of police as \u201cguardians\u201d of their communities.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"3MRAWCFEHNATBFNEBVQWEXTSGQ\">Cumberland County has the highest rate of distressed individuals in the state, and has a suicide rate that rose 40% between 2010 and 2020, Inspira Health President and CEO Amy Mansue noted. She talked about the importance of breaking down silos between mental health and law enforcement disciplines, and praised everyone getting involved in the initiative.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"4WIO3ZU7URCABAIRDFN3M6H2RA\">\u201cWe\u2019ve got to try some new and innovative ideas,\u201d she said. \u201cThis will not be solved by one of us. It will only be solved by all of us.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VYZ25XMMMBBGBB7FXKGGAQV52I\">The second grant, which totals $900,000, will offer legal diversion along with treatment services for those struggling with addiction who have been charged with a crime.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"IVFUKDJBYVGF5LVZNP3OILORVU\">While state Drug Courts, <a target=\"_blank\" href=\"https:\/\/www.njcourts.gov\/courts\/criminal\/drug.html?lang=eng\" rel=\"noopener\">recently renamed Recovery Courts<\/a>, work to help defendants charged with non-violent crimes avoid prison by seeking treatment, this new effort would work on the front end before an offender enters the court system. Eligible offenses would include simple drug possession charges, theft and shoplifting.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"JIC3UD6TGVBVXFS4PEXKQFO7X4\">\u201cWe will be able to divert individuals from the criminal justice system who are committing crimes really related to addiction and dangle the carrot of dismissing their charges over their head if they comply with the treatment recommendations,\u201d Webb-McRae said.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"NAFKGOYSIJHI3EAPJSQ5WWZM5M\">The program will work in conjunction with the county Department of Human Services through its <a target=\"_blank\" href=\"http:\/\/www.co.cumberland.nj.us\/First-Step-Clinic\" rel=\"noopener\">outpatient FirstStep Clinic<\/a> and <a target=\"_blank\" href=\"https:\/\/www.nj.com\/cumberland\/2019\/11\/cumberland-county-hopes-to-open-recovery-center-in-the-spring-of-2020.html\" rel=\"noopener\">Capital Recovery Center<\/a>.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"GDRJUWUVW5BHBD6XMC3JQVP2GA\">These new initiatives dovetail with a program the state launched last year in Cumberland County called ARRIVE Together \u2014 or \u201cAlternative Responses to Reduce Instances of Violence &amp; Escalation\u201d \u2014 Bruck noted Tuesday. <a target=\"_blank\" href=\"https:\/\/www.nj.com\/news\/2021\/11\/mental-health-experts-will-assist-state-troopers-as-they-respond-to-crisis-calls-in-groundbreaking-nj-program.html\" rel=\"noopener\">Under that program<\/a>, troopers at New Jersey State Police barracks in the county pair up with mental health professionals when responding to certain kinds of calls.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"2FSNVVPBXNBX7GGD4C6BRIP3JU\">Cumberland County was chosen because of a recognized need for these services, according to Bruck. \u201cIt\u2019s a portion of the state that\u2019s too often overlooked,\u201d he said.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"SM7C5FOYGVCBXL2TDB4NBQD5IQ\">He praised the county for leading the way on new initiatives like those presented Tuesday.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"I2JSQJ3YTNBQ5ANGAGJO6ZZNPY\">\u201cIt\u2019s no surprise that Cumberland County sought these grants and received them, because Cumberland County has been at the forefront of creative and innovative ways of using grant money in order to create a better, safer criminal justice system,\u201d he said.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"PLVYEMUWRNBDFEB7PFHR7NQHYQ\">Webb-McRae announced a year-long project in October <a target=\"_blank\" href=\"https:\/\/www.nj.com\/cumberland\/2021\/10\/year-long-study-looks-at-youth-focused-community-policing-strategies.html\" rel=\"noopener\">to improve how police address juvenile crime<\/a>, both in an effort to reduce crime, but also improve how police and the community interact.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ZK3HW4YKJFFRPENYCXSNJYAUMQ\"><i>Our journalism needs your support.
