That spotlight fell directly on Mr. Adams on Thursday, as he hosted President Biden for a summit on public safety.<\/p>\n<p class=\"css-axufdj evys1bk0\">For Mr. Adams, the moment marked a high-profile opportunity to press for federal assistance in combating gun violence, following a <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2022\/01\/24\/nyregion\/adams-crime-nypd-shooting.html\" title=\"\" rel=\"noopener\">spike in shootings<\/a> \u2014 including the <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2022\/02\/02\/nyregion\/wilbert-mora-nypd-funeral.html\" title=\"\" rel=\"noopener\">recent killing<\/a> of two on-duty police officers \u2014 that <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2022\/01\/23\/nyregion\/nypd-shooting.html\" title=\"\" rel=\"noopener\">has alarmed<\/a> many New Yorkers.<\/p>\n<p class=\"css-axufdj evys1bk0\">But for President Biden and other national Democrats, the trip had more sweeping political implications. It came as Mr. Biden faces pressure to deliver on police reforms, while simultaneously confronting Republican efforts to caricature his party as weak on handling crime \u2014 all during a midterm election environment that already appears <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2022\/01\/14\/us\/politics\/democratic-midterms.html\" title=\"\" rel=\"noopener\">brutally challenging<\/a> for Democrats.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-axufdj evys1bk0\">Hours before the president\u2019s visit, the Biden administration directed every U.S. attorney\u2019s office in the country to increase resources to bolster efforts to combat violent crime at the local level, singling out New York City\u2019s gun violence partnership as one example of effective collaboration.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-axufdj evys1bk0\">The Justice Department also began a new program to train prosecutors pursuing charges against so-called ghost guns, firearms that are easily assembled from kits but are not regulated by federal gun laws.<\/p>\n<p class=\"css-axufdj evys1bk0\">The president\u2019s trip was viewed by some in the White House as a chance to show that Mr. Biden grasps the urgency of responding to violent crime, according to current and former administration officials.<\/p>\n<p class=\"css-axufdj evys1bk0\">\u201cThe answer is not to defund the police,\u201d Mr. Biden said as he spoke at New York City Police Department headquarters on Thursday. \u201cIt\u2019s to give you the tools, the training, the funding to be partners, to be protectors.\u201d<\/p>\n<p class=\"css-axufdj evys1bk0\">Some Democrats said Mr. Biden\u2019s decision to <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.whitehouse.gov\/briefing-room\/press-briefings\/2022\/02\/01\/press-briefing-by-press-secretary-jen-psaki-february-1-2022\/\" title=\"\" rel=\"noopener noreferrer\">spend the day<\/a> with Mr. Adams, a former police captain who has battled police brutality, as well as Gov. Kathy Hochul, would accentuate that message, even as others warned against elevating heavy-handed policing tactics. <\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-axufdj evys1bk0\">\u201cI\u2019m very happy that President Biden understands how important it is to stand with the mayor of New York City right now, and with Americans all across the country who feel that public safety is a top concern,\u201d said Representative Kathleen Rice, a Democrat from Long Island. Her party recently <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2021\/11\/03\/nyregion\/republican-election-results-new-york.html\" title=\"\" rel=\"noopener\">sustained staggering losses<\/a> on her home turf as Republicans hammered on potent, if sometimes misleading, arguments about crime.<\/p>\n<p class=\"css-axufdj evys1bk0\">Many national Democrats say <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2021\/07\/26\/nyregion\/eric-adams-mayor-democrats.html\" title=\"\" rel=\"noopener\">Mr. Adams offers a template<\/a> for connecting with voters who are concerned about both crime and curbing police misconduct. Whether that enthusiasm lasts will ultimately hinge on how he governs, and the mayor has already faced several prominent controversies, including over his <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2022\/01\/27\/nyregion\/eric-adams-brother-bernard.html\" title=\"\" rel=\"noopener\">hiring<\/a> <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2022\/01\/27\/nyregion\/philip-banks-corruption-investigation.html\" title=\"\" rel=\"noopener\">decisions<\/a>.<\/p>\n<p class=\"css-axufdj evys1bk0\">For now, he appears to be forging a symbiotic relationship with Mr. Biden, with whom Mr. Adams said he has spoken four times since winning the primary last summer.<\/p>\n<p class=\"css-axufdj evys1bk0\">They are, <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2020\/03\/16\/us\/politics\/joe-biden-vp-running-mate.html\" title=\"\" rel=\"noopener\">as the president might say, simpatico<\/a> in some of their relatively moderate political instincts. Their campaigns were powered by <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2019\/11\/19\/us\/politics\/joe-biden-working-class.html\" title=\"\" rel=\"noopener\">multiracial coalitions of working-class voters<\/a>. And as Mr. Biden faces sinking <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.pewresearch.org\/politics\/2022\/01\/25\/biden-starts-year-two-with-diminished-public-support-and-a-daunting-list-of-challenges\/\" title=\"\" rel=\"noopener noreferrer\">approval ratings<\/a> and a languishing legislative agenda, Mr. Adams has exuded warmth, referring to the president as \u201c<a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/nypost.com\/2022\/01\/31\/ahead-of-meeting-adams-says-hes-bidens-favorite-mayor\/\" title=\"\" rel=\"noopener noreferrer\">my dude<\/a>.\u201d<\/p>\n<p class=\"css-axufdj evys1bk0\">On the campaign trail, they both <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2020\/06\/08\/us\/politics\/biden-defund-the-police.html\" title=\"\" rel=\"noopener\">rejected<\/a> the \u201cdefund the police\u201d movement while pledging reforms of the criminal justice system.<\/p>\n<p class=\"css-axufdj evys1bk0\">\u201cTo have a very radically practical way of dealing with gun violence as we deal with police reform, I think it\u2019s an important message for the entire country, and I think the president shares that,\u201d Mr. Adams said in an interview. \u201cWe had a real focus on reform of the criminal justice system, but while we were doing that reform, we took our eyes off the public safety ball.\u201d<\/p>\n<p class=\"css-axufdj evys1bk0\">Mr. Biden \u2014 who <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2014\/12\/28\/nyregion\/funeral-for-slain-nypd-officer-rafael-ramos.html\" title=\"\" rel=\"noopener\">spoke at a 2014 funeral<\/a> for a New York police officer \u2014 has long prided himself on connecting with both law enforcement officials and communities that fear police violence. Like Mr. Adams, he does not see the considerations of those constituencies as mutually exclusive. <\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-axufdj evys1bk0\">David Axelrod, the veteran Democratic strategist, noted that communities affected by excessive force were also worried about violent crime.<\/p>\n<p class=\"css-axufdj evys1bk0\">\u201cThere\u2019s a real concern in these communities, and Adams is speaking to that,\u201d he said. \u201cDuring the campaign those supporters were Biden\u2019s strongest supporters.\u201d<\/p>\n<p class=\"css-axufdj evys1bk0\">But in office, both executives have repeatedly been tested by harsh governing and political realities on these issues. Certainly, gun violence and homicide rates in New York and nationally are <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2022\/01\/24\/nyregion\/adams-crime-nypd-shooting.html\" title=\"\" rel=\"noopener\">far lower than<\/a> the totals of the early 1990s, and national polls show that while many Americans are deeply concerned about rising crime rates, other issues are more pressing.<\/p>\n<p class=\"css-axufdj evys1bk0\">Still, gun violence is up significantly amid the pandemic, and nowhere have the challenges of public safety been clearer recently than in New York City, where Mr. Adams recently unveiled <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2022\/01\/24\/nyregion\/adams-crime-nypd-shooting.html\" title=\"\" rel=\"noopener\">sweeping plans<\/a> to combat gun violence after a slew of <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2022\/01\/17\/nyregion\/eric-adams-crime-subway-shoving.html\" title=\"\" rel=\"noopener\">high-profile<\/a> incidents <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2022\/01\/22\/nyregion\/nypd-officers-shot-harlem.html\" title=\"\" rel=\"noopener\">unfolded<\/a> during his first month in office.<\/p>\n<p class=\"css-axufdj evys1bk0\">Aspects of Mr. Adams\u2019s proposal, including an anti-gun police unit \u2014 a revamped version of the plainclothes anti-crime units that <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2020\/06\/15\/nyregion\/nypd-plainclothes-cops.html\" title=\"\" rel=\"noopener\">were disbanded<\/a> in 2020 after the killing of George Floyd \u2014 sparked pushback. And he has drawn sharp criticism from the left over other issues, including a move to increase police sweeps of the subway and his <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2022\/01\/28\/nyregion\/adams-bail-police.html\" title=\"\" rel=\"noopener\">approach to<\/a> New York\u2019s bail law.<\/p>\n<p class=\"css-axufdj evys1bk0\">Representative Alexandria Ocasio-Cortez, Democrat of New York, expressed concern about a\u201cjails-and-police-centered policy\u201d and emphasized the need to address root causes of crime.<\/p>\n<p class=\"css-axufdj evys1bk0\">\u201cWe risk reverting back to a \u201890s-era, quote unquote, \u2018tough on crime\u2019 rhetoric, where policies may be rolled out to make it look like we\u2019re being responsive to public safety, but actually could potentially be making those issues worse even if they might play well politically,\u201d she said in an interview on Monday.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-axufdj evys1bk0\">The following day, in a meeting that Mr. Adams held with the congressional delegation, he said he directed Ms. Ocasio-Cortez to his ideas regarding preventing conditions that foster crime and intervening when violence unfolds.<\/p>\n<p class=\"css-axufdj evys1bk0\">\u201cWe don\u2019t hear people on the left talk about right now, what we should be doing,\u201d he said. <\/p>\n<p class=\"css-axufdj evys1bk0\">As for concerns around a Democratic return to embracing \u201ctough-on-crime\u201d attitudes, Mr. Adams stressed that <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2021\/06\/19\/nyregion\/eric-adams-nyc-police-mayor.html\" title=\"\" rel=\"noopener\">in the 1990s<\/a>, he was fighting police brutality as an officer and activist.<\/p>\n<section role=\"complementary\" class=\"css-14gh6yt\" aria-label=\"N.Y.C. White House officials say they are still revising the order.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"\/><\/div>\n<div>\n<div class=\"css-53u6y8\">\n<p class=\"css-axufdj evys1bk0\">Mr. Biden has also urged police departments to spend stimulus funds on retaining police officers and called on Congress to increase by $300 million federal grants for law enforcement agencies and another $200 million for community violence intervention programs in his budget proposal. He discussed those community-focused efforts with local leaders in Queens later Thursday.<\/p>\n<p class=\"css-axufdj evys1bk0\">To many Democrats, the idea that Mr. Biden is soft on crime is absurd. He spent much of the 2020 primary accounting for his <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2019\/06\/25\/us\/joe-biden-crime-laws.html\" title=\"\" rel=\"noopener\">central role<\/a> in the 1994 crime bill that many experts now associate with mass incarceration, before defeating law-and-order messaging from Republicans in the general election. <\/p>\n<p class=\"css-axufdj evys1bk0\">But Republicans successfully <a target=\"_blank\" class=\"css-1g7m0tk\" href=\"https:\/\/www.nytimes.com\/2020\/11\/05\/us\/house-democrats-election-losses.html\" title=\"\" rel=\"noopener\">tarred<\/a> other Democrats as anti-law enforcement that year, and they are repeating those efforts now, though many top Democratic officials have rejected far-reaching efforts to slash police budgets.<\/p>\n<p class=\"css-axufdj evys1bk0\">\u201cIf you\u2019re not willing to stand up and speak out against this \u2018defund the police\u2019 movement within your own party, you own it,\u201d said Representative Tom Emmer, the chairman of the House Republican campaign arm.<\/p>\n<p class=\"css-axufdj evys1bk0\">He had warmer words for Mr. Adams.<\/p>\n<p class=\"css-axufdj evys1bk0\">\u201cHe understands that we have government to make sure it protects people and their property,\u201d Mr. Emmer said.
