Everyone Had a Different Answer."},"content":{"rendered":"<p> [ad_1]<\/p>\n<div id=\"\">\n<p class=\"default__StyledText-xb1qmn-0 eUHuvW body-paragraph\">For nearly three decades since Oregon voters passed Measure 11, the \u201cone strike and you\u2019re out\u201d sentencing law has evoked impassioned feelings. The most impressive part of the podcast <i>Public Plea<\/i> is that it manages to include so many of them.<\/p>\n<p class=\"default__StyledText-xb1qmn-0 eUHuvW body-paragraph\">For two years, students and alumni of the University of Oregon\u2019s School of Journalism and Communication, led by Professor Ed Madison, interviewed people who shaped, and were shaped by, Measure 11. That includes both the young people sentenced under the law and the families of crime victims.<\/p>\n<p class=\"default__StyledText-xb1qmn-0 eUHuvW body-paragraph\">Reporting that balances more than one perspective is sometimes derided for false balance or \u201cbothsidesism\u201d\u2014that is, failing to take a moral stand on an issue. But in an interview with <i>WW<\/i>, Madison says he found numerous people who considered their stance on Measure 11 one of moral conviction.<\/p>\n<p class=\"default__StyledText-xb1qmn-0 eUHuvW body-paragraph\">And they were opposing stances.<\/p>\n<p class=\"default__StyledText-xb1qmn-0 eUHuvW body-paragraph\">\u201cWhat surprised me was Renita Sutton, who lost her son to gun violence, and is now a victims rights advocate\u2014but not certainly not by choice,\u201d Madison says. He asked her if her views were tempered by the disproportionate effect that mandatory minimum sentences have on communities of color. \u201cAnd she was like, \u2018No, you should know right from wrong when you\u2019re this age.\u2019\u201d<\/p>\n<p class=\"default__StyledText-xb1qmn-0 eUHuvW body-paragraph\">That\u2019s just one noteworthy moment in <a target=\"_blank\" href=\"https:\/\/www.publicplea.net\/public-plea-podcast-episodes\" rel=\"noopener\">a five-episode podcast<\/a> and an accompanying documentary that airs Monday night on Oregon Public Broadcasting.<\/p>\n<p class=\"default__StyledText-xb1qmn-0 eUHuvW body-paragraph\">The examination could hardly be better timed. Portland is enduring a rise in gunfire that is killing Black people at a rate far higher than in most American cities. That deadly trend, along with dramatic spikes in auto thefts, is fueling a law-and-order backlash that\u2019s likely to be felt at the May ballot box. Kevin Mannix, the author of Measure 11, is <a target=\"_blank\" href=\"https:\/\/www.wweek.com\/news\/state\/2022\/01\/21\/former-lawmaker-ballot-measure-author-and-almost-governor-kevin-mannix-will-run-for-the-house\/\" rel=\"noopener\">seeking elected office again<\/a>\u2014and <a target=\"_blank\" href=\"https:\/\/www.opb.org\/article\/2022\/01\/20\/2-oregon-district-attorneys-sue-gov-kate-brown-over-early-prison-releases\/\" rel=\"noopener\">organizing a lawsuit against the governor for commuting sentences.<\/a><\/p>\n<p class=\"default__StyledText-xb1qmn-0 eUHuvW body-paragraph\">That makes the kaleidoscopic angles of <i>Public Plea<\/i> especially interesting: As more Oregonians are ready get tough on crime, the podcast looks at the results from the last such effort.<\/p>\n<p class=\"default__StyledText-xb1qmn-0 eUHuvW body-paragraph\"><i><b>Related: <\/b><\/i><a target=\"_blank\" href=\"https:\/\/www.wweek.com\/news\/courts\/2020\/11\/11\/oregonians-sent-a-frightened-17-year-old-boy-to-prison-my-family-helped\/\" rel=\"noopener\"><i><b>Oregonians sent a frightened 17-year-old boy to prison. My family helped.<\/b><\/i><\/a><\/p>\n<p class=\"default__StyledText-xb1qmn-0 eUHuvW body-paragraph\">Madison says prosecutors he spoke to believe that voters are fed up with criminal justice reforms: \u201cThe pendulum will swing the other direction, and because of this significant rise in gun violence, people will once again rally behind tougher legislation. So, yes, history definitely does repeat itself.<\/p>\n<p class=\"default__StyledText-xb1qmn-0 eUHuvW body-paragraph\">\u201cThe thing I think that\u2019s different,\u201d he adds, \u201cis that the brain development science tells us things that we did not know in 1994, about young people in particular. And then there\u2019s a lot of valid research that says the tough-on-crime approach is ineffective\u2014it\u2019s not a deterrent and it doesn\u2019t work.\u201d<\/p>\n<p class=\"default__StyledText-xb1qmn-0 eUHuvW body-paragraph\">What Madison most hopes is that people who weren\u2019t old enough to vote in 1994 will listen to this podcast or watch the documentary before the next election\u2014and consider the consequences of criminal justice policies.<\/p>\n<p class=\"default__StyledText-xb1qmn-0 eUHuvW body-paragraph\">\u201cIf you\u2019re under a certain age, under 35, you may not even be aware there is a Measure 11,\u201d he says. \u201cWe want people to just be aware and to weigh in and have an opinion about it, and decide how to act accordingly.\u201d<\/p>\n<p class=\"default__StyledText-xb1qmn-0 eUHuvW body-paragraph\"><i>The documentary <\/i>Public Plea<i> airs at 9 pm Monday, Feb. 7 on Oregon Public Broadcasting.
