{"id":28675,"date":"2022-02-11T22:54:47","date_gmt":"2022-02-11T22:54:47","guid":{"rendered":"https:\/\/cjstudents.com\/?p=28675"},"modified":"2022-02-11T22:54:47","modified_gmt":"2022-02-11T22:54:47","slug":"this-is-sedition-ottawa-insurrection-has-roots-in-pro-pipeline-pro-fossil-convoy","status":"publish","type":"post","link":"https:\/\/cjstudents.com\/index.php\/2022\/02\/11\/this-is-sedition-ottawa-insurrection-has-roots-in-pro-pipeline-pro-fossil-convoy\/","title":{"rendered":"\u2018This Is Sedition\u2019: Ottawa Insurrection Has Roots in Pro-Pipeline, Pro-Fossil Convoy"},"content":{"rendered":"<p> [ad_1]<\/p>\n<div>\n<p>With the illegal insurrection in Canada\u2019s capital now entering its third week, close observers are linking the occupation to past protests supporting pipelines and fossil fuels, digging into the white supremacist funding and logistics behind the convoy, and spotlighting the increasingly serious health impacts for downtown Ottawa residents exposed to round-the-clock noxious diesel fumes, deafening truck horns, and random harassment and intimidation in their neighbourhoods.<\/p>\n<p>The wall-to-wall news coverage is picking up the complexity of an urban invasion that produced three starkly different storylines:<\/p>\n<p>\u2022 The <a target=\"_blank\" href=\"https:\/\/thecjn.ca\/perspectives\/swastikas-and-other-symbols-of-hate-displayed-at-ottawa-protest-arent-just-offensive-but-dangerous-says-andrea-freedman-ceo-of-ottawas-jewish-federation\/\" rel=\"noopener\">Nazi<\/a>, <a target=\"_blank\" href=\"https:\/\/twitter.com\/coteau\/status\/1489320881427988481\" rel=\"noopener\">Confederate<\/a>, and <a target=\"_blank\" href=\"https:\/\/www.splcenter.org\/fighting-hate\/extremist-files\/group\/three-percenters\" rel=\"noopener\">Three Percenter<\/a> flags paraded through downtown Ottawa in the early days of the occupation, combined with the <a target=\"_blank\" href=\"https:\/\/www.cbc.ca\/news\/canada\/convoy-protesters-police-tactical-knowledge-1.6345854\" rel=\"noopener\">paramilitary tone and efficiency<\/a> of the occupiers\u2019 <a target=\"_blank\" href=\"https:\/\/theline.substack.com\/p\/dispatch-from-the-ottawa-front-sloly\" rel=\"noopener\">supply and logistics camp<\/a>, set up in a baseball stadium parking lot six kilometres from Parliament Hill;<\/p>\n<p>\u2022 The continuing siege that has driven many downtowners out of their homes, with protesters taking shifts to blare air horns around the clock until an interim <a target=\"_blank\" href=\"https:\/\/www.cbc.ca\/news\/canada\/ottawa\/zexi-li-ottawa-injunction-trucker-protest-convoy-1.6344503\" rel=\"noopener\">court injunction<\/a> shut them down for 10 days;<\/p>\n<p>\u2022 The feeling of <a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2022\/02\/10\/world\/canada\/ottawa-truckers-protest.html\" rel=\"noopener\">giddy celebration<\/a> surrounding the <a target=\"_blank\" href=\"https:\/\/www.cbc.ca\/news\/canada\/ottawa\/ottawa-police-update-convoy-february-8-protest-1.6343814\" rel=\"noopener\">more than 400 trucks<\/a> still gathered in the immediate vicinity of Parliament Hill earlier in the week\u2014about one-quarter of them occupied by families that had brought their children along.<\/p>\n<p>Within a week of the convoy\u2019s arrival, Ottawa\u2019s EnviroCentre had begun adding up the carbon dioxide and particulate emissions assaulting residents of the city\u2019s Centretown, Lowertown, and ByWard Market neighbourhoods, with irate truckers idling their vehicles for 16 or more hours per day. Health professionals pointed out that the price of convoy participants\u2019 \u201cfreedom\u201d would soon be measured in respiratory and heart disease, hearing loss, and potentially long-lasting emotional trauma for the citizens in their path, not to mention the children in their midst.<\/p>\n<p>Some of the participants digging in for a long-term occupation, fed up with two years of pandemic restrictions, are describing this event as the most important moment they\u2019ve ever been a part of. Equally fed-up local residents say the estimated 100 children in the crowd amount to a human shield, <a target=\"_blank\" href=\"https:\/\/www.cbc.ca\/news\/canada\/ottawa\/ottawa-police-update-convoy-february-8-protest-1.6343814\" rel=\"noopener\">impeding efforts<\/a> to shut down a radical right leadership pursuing a <a target=\"_blank\" href=\"https:\/\/www.aljazeera.com\/news\/2022\/2\/7\/canada-ndp-leader-trucker-convoy-aims-to-overthrow-govt\" rel=\"noopener\">delusional bid<\/a> to get Governor General Mary May Simon to dissolve a duly-elected government. (Children were being deployed more obviously at the heavily-travelled Ambassador Bridge between Ontario and Michigan\u2014<a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=9Sh1yBOb7uM&amp;t=2369s&amp;ab_channel=TheDeanBlundellShow\" rel=\"noopener\">video image at 39:36<\/a>.)<\/p>\n<h2 id=\"carney-this-is-sedition\">Carney: \u2018This Is Sedition\u2019<\/h2>\n<p>Ottawa resident Mark Carney, the former Bank of Canada and Bank of England governor now serving as UN special envoy for climate finance, was uncompromising in his assessment of the occupation.<\/p>\n<p>\u201cNo one should have any doubt,\u201d he <a target=\"_blank\" href=\"https:\/\/www.theglobeandmail.com\/opinion\/article-mark-carney-end-freedom-convoy-ottawa-state-of-emergency\/\" rel=\"noopener\">wrote<\/a> in the Globe and Mail earlier this week. \u201cThis is sedition. That\u2019s a word I never thought I\u2019d use in Canada. It means \u2018incitement of resistance to or insurrection against lawful authority.\u2019\u201d<\/p>\n<p>On the first weekend after the convoy arrived, it was \u201cunderstandable that many would want to come to Ottawa to protest\u201d after two years of pandemic restrictions, and \u201cmany Canadians who joined the demonstrations undoubtedly had peaceful objectives,\u201d Carney said. But that was before two weeks of blocked streets, harassment, intimidation, alleged assaults on downtown residents wearing masks, and one group of protesters allegedly trying to <a target=\"_blank\" href=\"https:\/\/twitter.com\/TiMunoz\/status\/1490473045965815812\" rel=\"noopener\">set fire to a 100-unit apartment building<\/a> with barbecue briquettes at around 4:00 AM and nearly succeeding. At last report, the local arson squad was investigating.<\/p>\n<p>\u201cFrom now on, those who are occupying the downtown of our country\u2019s capital should be in no doubt,\u201d Carney wrote. \u201cThey are no longer simply advocating a different strategy to end COVID-19. They are not patriots. This is not about \u2018restoring freedom\u2019 but beginning anarchy. This isn\u2019t getting carried away at a rally. It\u2019s not a rush of blood to the head. It\u2019s deliberate and calculated, and because of that, they must know that from now on, there will be consequences for their actions.\u201d<\/p>\n<p>Looking back, \u201cthe goals of the leadership of the so-called freedom convoy were clear from the start: to remove from power the government that Canadians elected less than six months ago,\u201d Carney added. <\/p>\n<h2 id=\"peaceful-overthrow-of-a-government\">\u2018Peaceful Overthrow\u2019 of a Government<\/h2>\n<p>\u201cTheir blatant treachery was dismissed as comic, which meant many didn\u2019t take them as seriously as they should have,\u201d he added. \u201cCertainly not our public safety authorities, whose negotiations facilitated the convoy\u2019s entry into the heart of our capital and have watched as its dangerous infrastructure has been steadily reinforced\u2014a policy of engagement that has amounted to a reality of appeasement.\u201d<\/p>\n<p>Occupation leaders <a target=\"_blank\" href=\"https:\/\/canada-unity.com\/mou\/\" rel=\"noopener\">withdrew<\/a> their 15-page \u201cmemorandum of understanding\u201d February 8, claiming that it \u201cdoes not reflect the spirit and intent\u201d of the occupation and \u201cwe do not want any unintended interpretations to continue\u201d. But the document, still available online, clearly lays out its authors\u2019 intention to replace the Canada\u2019s national government with a \u201cCitizens of Canada Committee\u201d with representation from Simon, the Senate, and Canada Unity, the main organizing group behind the convoy.<\/p>\n<p>Just days before Canada Unity took down the document, a news site from Thunder Bay, Ontario reported that the group was \u201cadvocating a peaceful overthrow of the Trudeau government\u201d and \u201cactually looking for help from the Senate and Governor General in order to achieve that goal.\u201d<\/p>\n<p>That cause \u201chas attracted the company of far right, anti-government, and other fringe groups in Canada,\u201d the New York Times <a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2022\/02\/10\/world\/canada\/ottawa-truckers-protest.html\" rel=\"noopener\">writes<\/a>. \u201cIn the first days, in Ottawa, at least two flags with Nazi swastikas fluttered in the crowd. Many demonstrators were draped in flags that told Prime Minister Justin Trudeau where to go, rudely. They demanded Parliament be dissolved, and Mr. Trudeau be removed from office.\u201d<\/p>\n<p>As the second week of the insurrection dragged on, occupiers shifted their demands, with spokesperson Tom Marazzo <a target=\"_blank\" href=\"https:\/\/www.ctvnews.ca\/politics\/trucker-convoy-organizers-coalition-proposal-a-non-starter-expert-says-1.5773297\" rel=\"noopener\">proposing<\/a> that the Opposition Conservatives, New Democrats, and Bloc Qu\u00e9b\u00e9cois form a coalition to negotiate with a core group of convoy organizers. Michael Kempa, associate professor of criminology at the University of Ottawa, declared that plan a \u201cnon-starter\u201d, since \u201cno other external party can become part of a coalition government. That\u2019s just not how a constitutional democracy works.\u201d<\/p>\n<p>Marazzo\u2019s spectacle had Ottawa Mayor Jim Watson saying the protesters were embarrassing themselves with scenes out of a Monty Python sketch, and urged them to just go home.<\/p>\n<h2 id=\"from-pipeline-backers-to-insurrectionists\">From Pipeline Backers to Insurrectionists<\/h2>\n<p>By the time the convoy rolled into town January 28, The Canadian Press had already connected some of its main organizers to a <a target=\"_blank\" href=\"https:\/\/www.theenergymix.com\/2019\/01\/16\/fossil-funded-pipeline-convoy-folds-leaving-supremacist-affiliated-yellow-vests-in-charge\/\" rel=\"noopener\">fossil-funded white supremacist event<\/a> three years ago, where hundreds of trucks mobilized by the Yellow Vest movement came to town for a much shorter, more temporary Parliament Hill protest that <a target=\"_blank\" href=\"https:\/\/www.theenergymix.com\/2019\/02\/21\/pro-pipeline-convey-delivers-toxic-mixed-message-as-white-nationalists-take-centre-stage\/\" rel=\"noopener\">drew then-Conservative leader Andrew Scheer as a speaker<\/a>. \u201cThe convoy is mainly organized by a movement known as Canada Unity, which launched on Facebook in February 2019, when the United We Roll convoy <a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=VsMXLVkhUkA&amp;ab_channel=GlobalNews\" rel=\"noopener\">protested on Parliament Hill<\/a> <em\/>, demanding more oil pipelines and an end to the carbon price,\u201d CP <a target=\"_blank\" href=\"https:\/\/www.thestar.com\/politics\/2022\/01\/28\/parliament-hill-girds-for-massive-truck-convoy-protest.html\" rel=\"noopener\">wrote<\/a>.<\/p>\n<p>Signage at the time also opposed <a target=\"_blank\" href=\"https:\/\/www.theenergymix.com\/2019\/06\/06\/canadian-senate-passes-tanker-ban-bill-massively-amends-impact-assessment-act\/\" rel=\"noopener\">legislation<\/a> that was then pending to ban oil tanker traffic along the ecologically sensitive north coast of British Columbia and enact the new federal <em>Impact Assessment Act<\/em>.<\/p>\n<p>\u201cWhile the grievances fuelling drivers vary, virtually all are united in opposition to an energy policy they believe will dampen the oil and gas sector,\u201d the Star Edmonton <a target=\"_blank\" href=\"https:\/\/www.thestar.com\/news\/canada\/2019\/02\/14\/one-convoy-to-pool-them-all-pro-oil-caravan-sets-course-for-ottawa.html?fbclid=IwAR0cBVjHQ3jElWX31t-aVW6RUWSIqN19ieBWczniKbbFu1zCPJusMri3r-Y\" rel=\"noopener\">wrote<\/a>. \u201cIn addition to gripes with federal carbon pricing, which took effect this year, the convoy riders are opposed to Bill C-69 and Bill C-48, which would revamp the National Energy Board and the approval process for energy projects, and ban oil tanker traffic on British Columbia\u2019s northern coast, respectively.\u201d<\/p>\n<p>Fast forward three years, and the capital city of a G-7 country has been <a target=\"_blank\" href=\"https:\/\/theline.substack.com\/p\/dispatch-from-the-ottawa-front-sloly\" rel=\"noopener\">brought to its knees<\/a> by a group of far right insurgents masquerading as truckers, even though <a target=\"_blank\" href=\"https:\/\/twitter.com\/OmarAlghabra\/status\/1486791464248123393\" rel=\"noopener\">almost 90%<\/a> of the country\u2019s big rig drivers are vaccinated and their biggest union has <a target=\"_blank\" href=\"https:\/\/teamsters.ca\/en\/blog\/2022\/02\/07\/the-real-enemy-for-truckers-is-covid-19\/\" rel=\"noopener\">disavowed the convoy<\/a>.<\/p>\n<p>Press Progress, a news site maintained by the Broadbent Institute, has compiled a comprehensive list of the \u201c<a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2022\/feb\/08\/canada-ottawa-trucker-protest-extremist-qanon-neo-nazi\" rel=\"noopener\">extremists and social media influencers<\/a>\u201d behind the occupation. The list includes:<\/p>\n<p>\u2022 Canada Unity founder and \u201cmemorandum of understanding\u201d co-author James Bauder, a Yellow Vest supporter and <a target=\"_blank\" href=\"https:\/\/twitter.com\/_tomfreda\/status\/1490209204241526786\" rel=\"noopener\">apparent adherent<\/a> to the massive <a target=\"_blank\" href=\"https:\/\/www.cbsnews.com\/news\/what-is-the-qanon-conspiracy-theory\/\" rel=\"noopener\">QAnon conspiracy theory<\/a>, last seen <a target=\"_blank\" href=\"https:\/\/pressprogress.ca\/anti-vax-convoy-organizers-previously-targeted-striking-oil-refinery-workers-in-alberta\/\" rel=\"noopener\">targeting workers<\/a> on a picket line outside an oil refinery in Alberta;<\/p>\n<p>\u2022 Benjamin Dichter, a failed Conservative and People\u2019s Party of Canada candidate who Press Progress says welcomed the Confederate flag to Ottawa, and is said to believe the federal Liberal party is \u201cinfested with Islamists\u201d;<\/p>\n<p>\u2022 Far right broadcaster Pat King, who frets about \u201cdepopulation of the Caucasian race\u201d and joined the convoy with the <a target=\"_blank\" href=\"https:\/\/twitter.com\/justin_ling\/status\/1487126263735197696\" rel=\"noopener\">prediction<\/a> that \u201cthe only way that this is going to be solved is with bullets\u201d;<\/p>\n<p>\u2022 Renegade Independent Ontario MPP Randy Hillier, who told convoy supporters on Parliament Hill that \u201cthis is the hill we die on\u201d;<\/p>\n<p>\u2022 Tamara Lich, a member of Wexit, \u201ca far-right secessionist movement that seeks to break away Alberta, Saskatchewan, and other western provinces from the rest of Canada\u201d.<\/p>\n<h2 id=\"threats-to-be-eliminated\">\u2018Threats to Be Eliminated\u2019<\/h2>\n<p>A CBC profile Thursday morning <a target=\"_blank\" href=\"https:\/\/www.cbc.ca\/news\/canada\/convoy-protesters-police-tactical-knowledge-1.6345854\" rel=\"noopener\">dug into<\/a> the military, military intelligence, and RCMP background of some of the other principal organizers. Freelancer Justin Ling, who was a constant presence on Twitter in the early days of the occupation, <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2022\/feb\/08\/canada-ottawa-trucker-protest-extremist-qanon-neo-nazi\" rel=\"noopener\">broke down<\/a> the \u201cunrivaled coordination between anti-vax and anti-government organizations \u201c for The Guardian. Blogger Brittany Bested has assembled a <a target=\"_blank\" href=\"https:\/\/mrsbrittanybested.com\/2022\/02\/03\/rotten-to-the-core\/\" rel=\"noopener\">profile<\/a> of the convoy leadership, along with a timeline behind the event.<\/p>\n<p>A question emerging in the last couple of days is whether some of the leading lights behind the Yellow Vest protests just happened to shift their focus from carbon pricing and pipelines to COVID-19 restrictions and vaccine mandates\u2014or whether they saw both as fertile ground for insurrection.<\/p>\n<p>\u201cCanada\u2019s next leader will have to deal with a mobilized, motivated minority of the population that views government and science as threats to be eliminated,\u201d behavioural psychologist Caroline Orr Bueno <a target=\"_blank\" href=\"https:\/\/twitter.com\/RVAwonk\/status\/1490813147485286400\" rel=\"noopener\">tweeted<\/a> ahead of last September\u2019s federal election. \u201cLike the Yellow Vest movement\u2014which saw oil and gas pipeline protest being used as a cover for right-wing extremist activity\u2014the anti-vaccine movement has become entangled with far-right extremism as white nationalists and other extremists use the guise of vaccine skepticism to push increasingly extreme conspiracy theories targeting Jews, immigrants, health care workers, and others.\u201d<\/p>\n<p>News reports are just beginning to follow the money trail behind the occupation, with funding through crowdfunding sites <a target=\"_blank\" href=\"https:\/\/www.thestar.com\/news\/canada\/2022\/02\/04\/gofundme-closes-freedom-convoy-fundraiser-after-reports-from-police.html\" rel=\"noopener\">GoFundMe<\/a> and <a target=\"_blank\" href=\"https:\/\/www.cbc.ca\/news\/canada\/toronto\/freedom-convoy-2022-donations-frozen-give-send-go-1.6347345\" rel=\"noopener\">GiveFundGo<\/a> shut down, hundreds of donations <a target=\"_blank\" href=\"https:\/\/www.cbc.ca\/news\/politics\/convoy-protest-vaccine-ottawa-1.6345889\" rel=\"noopener\">streaming in<\/a> from outside Canada, some of the money <a target=\"_blank\" href=\"https:\/\/www.grid.news\/story\/misinformation\/2022\/02\/08\/the-hacked-account-and-suspicious-donations-behind-the-canadian-trucker-protests\/\" rel=\"noopener\">apparently routed<\/a> through a hacked Facebook account, five major Bitcoin investors <a target=\"_blank\" href=\"https:\/\/www.thestar.com\/news\/canada\/2022\/02\/07\/this-is-just-gonna-explode-how-bitcoin-bigwigs-honkhonk-came-to-fundraise-for-canadas-freedom-convoy.html\" rel=\"noopener\">raising<\/a> about $500,000 for the convoy, and Public Safety Minister Marco Mendocino <a target=\"_blank\" href=\"https:\/\/www.theglobeandmail.com\/canada\/article-ottawa-has-ability-to-investigate-trucker-convoy-funding-public-safety\/\" rel=\"noopener\">vowing to investigate<\/a> the organizers\u2019 funding.<\/p>\n<h2 id=\"diesel-fumes-and-deafening-noise\">Diesel Fumes and Deafening Noise<\/h2>\n<p>For all that the occupation is supposed to be about a global health crisis, there\u2019s little indication that participants are terribly concerned about the health impacts they\u2019re bringing to the downtown neighbourhoods immediately south, east, and west of Parliament Hill. Air pollution readings in the area were up to 14 times above normal, and experts were warning that even short-term exposures at that level could trigger life-threatening conditions like asthma, CBC <a target=\"_blank\" href=\"https:\/\/www.cbc.ca\/news\/politics\/ottawa-air-quality-truck-protests-worsening-1.6345839\" rel=\"noopener\">reports<\/a>.<\/p>\n<p>Jeffrey Brook, Scientific Director of the Canadian Urban Environmental Health Research Consortium (CANUE), said the occupation \u201cposes a number of unnecessary risks\u201d to people living in core-area neighbourhoods.<\/p>\n<p>\u201cSmall increases in air pollution exposure, which these diesel truck\/generator emissions are causing over parts of the city, can aggravate your lungs and cardiovascular system, which means already-stretched hospitals could see more emergency room visits and\/or admissions for asthma, heart attacks, and strokes,\u201d he said in an email. \u201cThe constant noise can also add to the burden on nervous and cardiovascular systems, and contribute to more stress and sleep disturbance for nearby residents.\u201d<\/p>\n<p>Carleton University environmental epidemiologist Paul Villeneuve gave CBC the litany of harmful substances contained in diesel exhaust. \u201cThose include things like arsenic, formaldehyde, benzene, and many of these have been shown to cause cancer and affect the cardiorespiratory system,\u201d he said.<\/p>\n<p>Diesel also includes nitrogen dioxide, fine particulate matter (PM 2.5), which \u201cis a noxious pollutant,\u201d said atmospheric scientist Douw Steyn, professor emeritus of air pollution meteorology at the University of British Columbia. \u201cParticles of that size tend to lodge deep inside your lungs\u201d and \u201cultimately, with long-term inhalation, can produce serious health effects.\u201d<\/p>\n<p>Steyn explained a phenomenon called the \u201curban canyon\u201d effect that keeps substances trapped in place once they\u2019re produced. \u201cUnless there is very high wind, the pollutants are going to be trapped there,\u201d he said. \u201cAnd of course, that is where people live and move and breathe.\u201d<\/p>\n<h2 id=\"diesel-exposure-increases-covid-risk\">Diesel Exposure Increases COVID Risk<\/h2>\n<p>Toronto physician Dr. Mili Roy, Ontario co-chair of the Canadian Association of Physicians for the Environment (CAPE), said air pollution in Ontario already causes more than 6,600 premature deaths per year. She <a target=\"_blank\" href=\"https:\/\/www.ctvnews.ca\/video?clipId=2376288\" rel=\"noopener\">told<\/a> CTV that exposure to traffic air pollution can trigger asthma, respiratory infections, and allergies in adults and children, while increasing the risk of chronic obstructive pulmonary disease, bronchitis, heart disease, high blood pressure, infertility, birth defects, and neurological conditions like Alzheimer\u2019s.<\/p>\n<p>Air pollution also increases the risk of COVID-19 transmission, infection, and death, she said.<\/p>\n<p>The Ottawa EnviroCentre crunched the numbers to get at the carbon dioxide emissions the occupation was generating. Using Natural Resources Canada data, Jen Stelzer, the centre\u2019s director of community sustainability program, calculated that an idling rig burns through 3.1 litres of fuel per hour, and the fuel emits 2.7 kilograms of CO2 per litre, for a total of 8.37 kilograms of CO2 per hour, or 200.38 kilos per day.<\/p>\n<p>The trucks need to be idling to sound their horns, and some news reports have had the horns sounding for 16 or more hours per day. So if, say, 200 of the more than 400 trucks still in town are semis, and the occupation was entering Day 14 as this story went to virtual press, their total emissions would hit 561,000 kilograms\u2014without accounting for the round trip from as far away as British Columbia.<\/p>\n<p>\u201cThe effects of this ongoing protest go beyond the obvious,\u201d EnviroCentre Executive Director Sharon Coward told <em>The Energy Mix <\/em>in a statement. In addition to the diesel haze in the air, \u201cparked trucks along our rivers and canal system mean that spilled diesel, oil, and other contaminants wash directly and untreated into our delicate water systems as they flow off the streets with melt water.
