Platkin<\/a> on Friday reminded law enforcement leaders of a policy barring \u201cracially-influenced policing.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"CAUZ53BIYRBIXKE2WLD5BYTYDI\">In a letter to all law enforcement agency executives, Platkin said he would not comment on the specifics of the Bridgewater case. Platkin cited a 2005 attorney general\u2019s directive that banned sworn or civilian members of law enforcement from considering race or ethnicity in deciding if the person was involved in criminal activity.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"CAXHEM6JYRDNRK3M7VOHP6MNIE\">\u201cThis week, a video recording of police officers in New Jersey breaking up a fight between two teenagers circulated widely in the media. Many have commented on the appearance of racially disparate treatment of the two teens by the officers involved. I will not comment on the specifics of the recording here,\u201d Platkin wrote.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5KBDLRCIZBCZTILTBJC72AN7OQ\">\u201cRegardless of that investigation\u2019s outcome, even the appearance of racially disparate treatment is detrimental to community and law enforcement relations, and to public confidence in the criminal justice system,\u201d he wrote.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VGIDR3MWEBCWZALDMIPUWSEVOA\">As acting attorney general, Platkin has wide authority over local, county and state law enforcement agencies. The office sets statewide directives, which are policies that police agencies must follow.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"QZCJ7RF4CBGPPPNNLVPTRNZSCU\">Issued on June 28, 2005, the attorney general\u2019s directive created a statewide policy related to the practice of \u201cracially-influenced policing.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"RA27VMH3BFAS5DMROIXC4EASJ4\">\u201cThe Directive prohibits sworn officers and civilian employees of law enforcement agencies in the State of New Jersey from considering a person\u2019s race or ethnicity as a factor in drawing an inference or conclusion that the person may be involved in criminal activity or as a factor in exercising police discretion as to how to stop or otherwise treat the person,\u201d Platkin\u2019s letter said.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"OS2FA6IV4VDSVFETYQI3JR53UE\">Meanwhile, officials said the Somerset County Prosecutor\u2019s Office was <a target=\"_blank\" href=\"https:\/\/www.facebook.com\/BridgewaterPD\/posts\/310367967782338\" rel=\"noopener\">investigating the circumstances<\/a> surrounding the police response at the Bridgewater Commons mall.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"JQJIUHJXLFAVNL6G7ED7HSWFXI\">The video, which was shared on social media, showed a Black teen and a white teen arguing before a fight breaks out between the two. The Black teen can be heard saying, \u201cyou gotta stop right now\u201d before the white teen points his finger in the other teen\u2019s face, the video shows.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"TYABFBWFA5ANTCKQFEQEHENX2A\">The 56-second clip shows the Black teen swatting the white teen\u2019s hand away, then the other teen can be seen pushing him with both hands. Both teens traded blows, scuffled and fell over mall furniture before two Bridgewater police officers intervened. The other teen is seen over top of the Black teen, who is on the floor, when police pull them apart.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"Z4R3WQMDZJC27LJDJ2JKD2CWDE\">Each officer grabbed a teen. The Black teen was taken to the ground by an officer while the white teen was pulled to a couch.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"UQM2QYZAIFAZDOZVAVKKY4VPQA\">The NAACP-New Jersey State Conference this week called on the Bridgewater Police Department to remove the officers involved in the fight from duty as investigators review the incident.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"MLNVU3G7TZE4DLQEV4J5USSIUQ\">\u201cWhen Bridgewater police found two youths fighting, the immediate reaction was to aggressively throw the black child to the ground, knee placed around the neck area and cuffed behind the back,\u201d the NAACP said in a statement. \u201cAt the same time, the white youth, at least equally at fault for the fight as his black counterpart, was carefully eased onto a couch and treated like a victim.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"DPXWWWL6KRDWFK7XNCKMHFSH4E\">Gov. Phil Murphy said he was \u201cdeeply disturbed\u201d by what the video showed.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"XOWBBEWZBRCQFEDZP3TS36SPOM\">\u201cAlthough an investigation is still gathering the facts about this incident, I\u2019m deeply disturbed by what appears to be racially disparate treatment in this video,\u201d Murphy said on Twitter. \u201cWe\u2019re committed to increasing trust between law enforcement and the people they serve.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"42IRAR6KFJA23EQYE6FJXB6CTA\"><a target=\"_blank\" href=\"http:\/\/connect.nj.com\/user\/AAttrino\/posts.html\" rel=\"noopener\"><i>Anthony G.
