Thank you. <\/p>\n<p>Well, Madam Lieutenant Governor, it\u2019s nice to be able to say this on International Womens day, it\u2019s great to be able to say, thank you Madam Lieutenant Governor for that introduction.\u00a0\u00a0<\/p>\n<p>Speaker Rendon and Pro Tem Atkins, thank you as always for being here.\u00a0\u00a0\u00a0<\/p>\n<p>And to members of the Legislature and other state officials, thank you for joining us this evening.\u00a0\u00a0<\/p>\n<p>And of course to my remarkable wife, Jennifer, the First Partner of the State of California. Thank you for not only being the heart of our family, and for everything you do for the people of California.\u00a0<\/p>\n<p>It goes without saying, given the state of our world, I don\u2019t imagine there are many people outside these walls waiting on the words that will be said here tonight.\u00a0\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em><em>Interesting oratorical approach to emphasize how unimportant your speech is.<\/em><\/em><br \/><strong>\u2014 <em><em><em>Ben Christopher<\/em><\/em><\/em><\/strong><\/p>\n<p>But it\u2019s important, as the rabbi said, for us to come together, nonetheless.\u00a0<\/p>\n<p>Not just to mark how far we\u2019ve come in the fight against COVID, but also to reaffirm our commitment to democratic institutions.\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>If you want to relive the last two years of California\u2019s fight against COVID, check out <a target=\"_blank\" href=\"https:\/\/calmatters.org\/health\/coronavirus\/2020\/04\/gavin-newsom-coronavirus-updates-timeline\/\" rel=\"noopener\">CalMatters\u2019 timeline<\/a>. <strong>\u2014\u00a0Richard Procter<\/strong><\/em><\/p>\n<p>As the people of Ukraine continue to come under assault, 2 million by the way, 2 million people already displaced from their homes, we take strength from their contagious courage as well as their willingness to fight for their freedom.\u00a0\u00a0<\/p>\n<p>So tonight is a moment, a moment to reflect not just on what\u2019s happening overseas but it\u2019s a moment to reflect on what it means to live in a society where elected leaders still settle our disagreements by and large with civility and compromise.\u00a0\u00a0<\/p>\n<p>And how we derive strength from a government that reflects the people we represent.\u00a0Just think about it. \u00a0<\/p>\n<p>Our Speaker,\u00a0<a target=\"_blank\" href=\"https:\/\/speaker.asmdc.org\/biography\" rel=\"noreferrer noopener\">son of working-class parents<\/a>\u00a0and grandson of Mexican immigrants, worked his way through California\u2019s public education system, earning a Ph.D. from UC Riverside. Now, committed to ensuring every child has access to early learning.\u00a0<\/p>\n<p>Our Pro Tem,<a target=\"_blank\" href=\"https:\/\/m.facebook.com\/SDToni\/photos\/a.178546558568\/10161231815153569\/?type=3\" rel=\"noreferrer noopener\">\u00a0born in poverty in Virginia<\/a>, she came to California and became a champion for housing and equal rights for all. <a target=\"_blank\" href=\"https:\/\/sd39.senate.ca.gov\/about-senator-toni-g-atkins#:~:text=In%20January%202018%2C%20after%20just,lead%20the%20Legislature's%20upper%20house.\" rel=\"noreferrer noopener\">The first openly-gay woman to lead both<\/a>\u00a0the Assembly and the state Senate.\u00a0<\/p>\n<p>Our Chief Justice, public school graduate,\u00a0<a target=\"_blank\" href=\"https:\/\/www.calbarjournal.com\/December2010\/TopHeadlines\/TH1.aspx\" rel=\"noreferrer noopener\">descendant of migrant farmworkers,<\/a>\u00a0speaking out consistently against income inequality and tackling the cost of justice for people in poverty.\u00a0\u00a0<\/p>\n<p>And take our constitutional officers here tonight \u2014 think about this \u2014 they include the daughter of an Arkansas sharecropper, an immigrant from the Philippines, the daughter of parents born in China and Greece, one raised by a teacher from Panama, and the proud son of undocumented Mexican immigrants.<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>Newsom has made the elevation of under-represented Californians to positions of power and influence a hallmark of his governorship. Sen. <a target=\"_blank\" href=\"https:\/\/calmatters.org\/politics\/2021\/01\/interview-alex-padilla-senate\/\" rel=\"noopener\">Alex Padilla<\/a>, Secretary of State <a target=\"_blank\" href=\"https:\/\/calmatters.org\/politics\/2020\/12\/newsom-big-picks-california-history\/\" rel=\"noopener\">Shirley Weber<\/a>, Attorney General <a target=\"_blank\" href=\"https:\/\/calmatters.org\/politics\/2021\/03\/newsom-picks-rob-bonta-as-californias-new-attorney-general\/\" rel=\"noopener\">Rob Bonta<\/a> and State Supreme Court Justice <a target=\"_blank\" href=\"https:\/\/calmatters.org\/justice\/2020\/10\/california-supreme-court-justice\/\" rel=\"noopener\">Martin Jenkins<\/a> are all demographic firsts and Newsom appointees. <strong>\u2014 Ben Christopher<\/strong><\/em><\/p>\n<p>\u00a0Thank you all for your remarkable service to our state.\u00a0<\/p>\n<p>California does democracy like nowhere else in the world. No other place offers opportunity to so many from so many different backgrounds. But we can\u2019t take our democracy for granted.\u00a0\u00a0<\/p>\n<p>Authoritarian and illiberal impulses aren\u2019t just rising overseas. They\u2019ve been echoing here at home for some time. We might not have strongmen quite literally waging war in our country, we are plagued by agents of a national anger machine, fueling division, weaponizing grievance.\u00a0\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>Newsom ran to an easy victory in both 2018 and during last year\u2019s recall by presenting himself as the antidote to Donald Trump and \u201cTrumpism.\u201d He doesn\u2019t say the \u201cT\u201d word in this speech, but it\u2019s still a contrast he\u2019s only too happy to invoke.<\/em><strong><em>\u00a0<\/em><\/strong><br \/><strong><em>\u2014 Ben Christophe<\/em>r<\/strong><\/p>\n<p>Powerful forces and loud voices \u2013- stoking fear and seeking to divide us, weakening the institutions of our democracy.\u00a0\u00a0<\/p>\n<p>Counting on complacency to erode voting rights, scapegoating vulnerable minorities.\u00a0\u00a0<\/p>\n<p>Conjuring conspiracies and promoting otherness.\u00a0<\/p>\n<p>Actively exploiting\u00a0<a target=\"_blank\" href=\"https:\/\/www.noemamag.com\/beware-of-a-return-to-the-status-quo-ante\/\" rel=\"noreferrer noopener\">the \u201canger of the anxious.<\/a>\u201d\u00a0<\/p>\n<p>Anger, by the way, that finds a home when people feel understandably disconnected from each other and our collective future \u2014 when that future doesn\u2019t look as bright as the past \u2014 making them more susceptible to the siren calls of those trying to tear us apart.\u00a0\u00a0<\/p>\n<p>Foundationally, this is a threat we must all face, together, and prove there\u2019s\u00a0a better way \u2013 a California Way \u2013 forward.\u00a0<\/p>\n<p>The California Way. <\/p>\n<p>The California Way means rejecting old binaries and finding new solutions to big problems.<\/p>\n<h4 id=\"h-touting-climate-giving-californians-gas-money\">Touting climate; giving Californians gas money?\u00a0\u00a0<\/h4>\n<p>Take for example, the speaker was talking about, climate policy. California has no peers.\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>Assembly Speaker Anthony Rendon might disagree with that statement: \u201cI don\u2019t at all feel that we are leading the world anymore\u201d on climate, <a target=\"_blank\" href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2021\/11\/california-climate-change-newsom\/\" rel=\"noopener\">he said in November<\/a>. <br \/><strong>\u2014 Emily Hoeven<\/strong><\/em><\/p>\n<p>For years,\u00a0<a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2022\/02\/15\/climate\/california-waiver-emissions.html\" rel=\"noreferrer noopener\">we\u2019ve set the rules, and others have followed.<\/a>\u00a0But over time, we\u2019ve learned we can\u2019t solve big problems like climate change situationally, with short-term thinking.<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>One of the state\u2019s landmark programs may not be working that well. Experts <\/em><a target=\"_blank\" href=\"https:\/\/calmatters.org\/environment\/2022\/02\/california-climate-cap-trade\/\" rel=\"noopener\"><em>warned lawmakers <\/em><\/a><em>that the market-based cap-and-trade program is unlikely to achieve 2030 greenhouse gas targets. <strong>\u2014 Rachel Becker<\/strong><\/em><\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>The University of California is a research juggernaut, including in climate change. Newsom is <a target=\"_blank\" href=\"https:\/\/lao.ca.gov\/reports\/2022\/4538\/UC-Climate-Related-021622.pdf\" rel=\"noopener\">seeking an additional $185 million<\/a> in climate change research, technology development and workforce development for the UC.<br \/><strong>\u2014 Mikhail Zinshteyn<\/strong><\/em><\/p>\n<p>Look, no one\u2019s naive about the moment we\u2019re living in with high gas prices. And the geopolitical uncertainty that\u2019s fueling them.\u00a0\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>California continues to <a target=\"_blank\" href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2022\/03\/california-gas-prices\/\" rel=\"noopener\">post the highest gas prices in the nation<\/a>, a political liability for Democrats who increased the state gas tax in 2017. <strong>\u2014 Emily Hoeven<\/strong><\/em><\/p>\n<p>In January, we\u00a0<a target=\"_blank\" href=\"https:\/\/fox5sandiego.com\/news\/politics\/california-gas-tax-holiday-newsom-proposes-pause-on-upcoming-increase\/\" rel=\"noreferrer noopener\">proposed a pause to the gas tax increase<\/a>.\u00a0\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>The state gas tax has been inching up every year since 2017 when the Legislature passed a $5 billion per year transportation funding bill. Republicans and low tax advocates <\/em><a target=\"_blank\" href=\"https:\/\/elections.calmatters.org\/2018\/california-ballot-measures\/proposition-6-gas-tax-repeal\/\" rel=\"noopener\"><em>put a repeal on the ballot<\/em><\/a><em> the following year, but voters overwhelmingly shot it down. <strong>\u2014 Ben Christopher<\/strong><\/em><\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>The governor\u2019s January proposal was very modest: it amounts to the <\/em><a target=\"_blank\" href=\"https:\/\/lao.ca.gov\/Publications\/Report\/4528\" rel=\"noopener\"><em>prevention of a 3 cent tax increase<\/em><\/a><em> on gas suppliers for one year. <\/em>\u2013<strong> <em>Grace Gedye<\/em><\/strong><\/p>\n<p>But now, it\u2019s clear we have to go farther.\u00a0<\/p>\n<p>And that\u2019s why \u2013 working with legislative leadership \u2013 I\u2019ll be submitting a proposal to put money back in the pockets of Californians to address rising gas prices.\u00a0\u00a0\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>Details are still sparse on this proposal \u2014 the only fresh one in tonight\u2019s speech. What we know so far: This will be a general tax rebate, not tied to a person\u2019s gas spending, but targeted at car owners. <strong>\u2014 Ben Christopher<\/strong><\/em><\/p>\n<p>But I want to make this clear. At a time when we\u2019ve been heating and burning up, one thing we cannot do is repeat the mistakes of the past. By embracing polluters. Drilling even more oil, which only leads to even more extreme weather, more extreme drought, and more wildfire.\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>Record-setting <\/em><a target=\"_blank\" href=\"https:\/\/calmatters.org\/california-drought-water\/\" rel=\"noopener\"><em>drought continues to grip California<\/em><\/a><em>, and shows little hope of abating as the <\/em><a target=\"_blank\" href=\"https:\/\/calmatters.org\/environment\/2022\/02\/california-water-climate-change-snowpack\/\" rel=\"noopener\"><em>snowpack dwindles<\/em><\/a><em>. <strong>\u2014 Rachel Becker<\/strong><\/em><\/p>\n<p>What more evidence, what more evidence do you<strong> <\/strong>need than our own state?\u00a0<\/p>\n<p>Just think about this. In the past few years, we\u2019ve seen whole communities nearly wiped off the map.\u00a0\u00a0<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=r-0RgdXEUzw\" rel=\"noreferrer noopener\">Greenville<\/a>.\u00a0<a target=\"_blank\" href=\"https:\/\/en.wikipedia.org\/wiki\/Camp_Fire_(2018)\" rel=\"noreferrer noopener\">Paradise<\/a>.\u00a0<a target=\"_blank\" href=\"https:\/\/www.kcra.com\/article\/caldor-fire-video-grizzly-flats-neighborhood-damaged-el-dorado-county\/37361951\" rel=\"noreferrer noopener\">Grizzly Flats<\/a>.\u00a0<\/p>\n<p>How many more are we willing to sacrifice?\u00a0<\/p>\n<p>We need to be fighting polluters, not bolstering them. And in the process of doing so, freeing us once and for all from the grasp of petro-dictators.\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>New oil and gas well development near schools, hospitals and homes would be banned under <\/em><a target=\"_blank\" href=\"https:\/\/calmatters.org\/environment\/2021\/10\/newsom-oil-wells-rules\/\" rel=\"noopener\"><em>a draft state rule.<\/em><\/a><em> Newsom also <\/em><a target=\"_blank\" href=\"https:\/\/calmatters.org\/environment\/2021\/04\/newsom-ban-new-oil-fracking\/\" rel=\"noopener\"><em>called for an end <\/em><\/a><em>to new oil fracking permits by 2024. <strong>\u2014 Rachel Becker<\/strong><\/em><\/p>\n<p>But this conversation can\u2019t just be about supply, can\u2019t just be about oil supply. Daily life still demands too much fossil fuel.\u00a0\u00a0<\/p>\n<p>That too has to change.\u00a0\u00a0<\/p>\n<p>Underscoring the importance of accelerating California\u2019s leadership in clean technology, this is not just a national security and an environmental justice imperative \u2013 clean energy is this generation\u2019s greatest economic opportunity.\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>This speaks to an increasingly tender sore point within the California Democratic Party between environmentalists and labor. Exhibit A: <a target=\"_blank\" href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2022\/03\/california-democrats-divisions\/\" rel=\"noopener\">This weekend\u2019s party convention<\/a>. <strong>\u2014 Ben Christopher<\/strong><\/em><\/p>\n<p>A perfect example by the way, a perfect example of that is our\u00a0<a target=\"_blank\" href=\"https:\/\/www.gov.ca.gov\/2022\/02\/25\/california-leads-the-nations-zev-market-surpassing-1-million-electric-vehicles-sold\/#:~:text=Over%20the%20past%2010%20years,duty%20vehicle%20sales%20last%20year.\" rel=\"noreferrer noopener\">dominance in electric vehicle sales and manufacturing<\/a>.\u00a0<\/p>\n<p>It was, by the way,\u00a0<a target=\"_blank\" href=\"https:\/\/www.gov.ca.gov\/2020\/09\/23\/governor-newsom-announces-california-will-phase-out-gasoline-powered-cars-drastically-reduce-demand-for-fossil-fuel-in-californias-fight-against-climate-change\/\" rel=\"noreferrer noopener\">California policies<\/a>\u00a0that created this market.\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>California has been a leader for decades in <\/em><a target=\"_blank\" href=\"https:\/\/calmatters.org\/explainers\/california-auto-emissions-standards-fight-with-donald-trump-explained\/\" rel=\"noopener\"><em>requiring low-emission and zero-emission cars<\/em><\/a><em> and other vehicles, and it is now <\/em><a target=\"_blank\" href=\"https:\/\/calmatters.org\/environment\/2021\/11\/cars-trucks-climate-international-california-mandates\/\" rel=\"noopener\"><em>developing regulations<\/em><\/a><em> to ban all new gas-powered cars by 2035. <strong>\u2014 Rachel Becker<\/strong><\/em><\/p>\n<p>Now, we have the opportunity to extend this leadership, to secure a critical component of the supply chain for batteries, by tapping one of the world\u2019s largest lithium reserves \u2013 right here in California. In Imperial Valley. And you consider this, our nation-leading climate investments\u00a0 \u2013\u00a0<a target=\"_blank\" href=\"https:\/\/www.latimes.com\/environment\/newsletter\/2022-01-13\/heres-how-california-plans-to-spend-22-billion-fighting-climate-change-boiling-point\" rel=\"noreferrer noopener\">some $38 billion<\/a>\u00a0\u2013 will ensure that other innovations will surely follow not by re-creating the 20th century, by extracting more oil, but by extracting new ideas,\u00a0drilling for new talent by running our economy on a carbon-free engine.\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>The California Energy Commission doled out $16 million in grants in 2020 to a handful of companies to determine if it\u2019s feasible <\/em><a target=\"_blank\" href=\"https:\/\/calmatters.org\/environment\/2021\/02\/california-desert-lithium-valley\/\" rel=\"noopener\"><em>to extract lithium from brine in the Salton Sea area.<\/em><\/a><em> <strong>\u2014 Rachel Becker<\/strong><\/em><\/p>\n<p>That\u2019s the California Way.\u00a0<\/p>\n<h4>Touting the economy; leaving no one behind? <\/h4>\n<p>Now, when it comes to the economy, California\u2019s unmatched.\u00a0<\/p>\n<aside><amp-analytics class=\"i-amphtml-layout-fixed i-amphtml-layout-size-defined\" style=\"width:1px;height:1px;\" i-amphtml-layout=\"fixed\"\/><\/aside>\n<p>We dominate. We dominate in research, innovation, entrepreneurialism, venture capital \u2013 and remain the\u00a0<a target=\"_blank\" href=\"https:\/\/www.forbes.com\/sites\/angelauyeung\/2021\/04\/30\/the-case-for-california-san-francisco-pandemic-exodus-economy-job\/?sh=7d6221616b37\" rel=\"noreferrer noopener\">world\u2019s fifth largest economy<\/a>. Our GDP growth, our GDP growth has consistently\u00a0<a target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/opinion\/articles\/2021-06-14\/california-defies-doom-with-no-1-u-s-economy\" rel=\"noreferrer noopener\">outpaced not only the rest of the nation \u2013 but most other large, western democracies<\/a>. Think about this. In December alone,\u00a0<a target=\"_blank\" href=\"https:\/\/www.gov.ca.gov\/2022\/01\/21\/governor-newsom-statement-on-december-jobs-report\/\" rel=\"noreferrer noopener\">25 percent of America\u2019s jobs were created right here in California<\/a>. <a target=\"_blank\" href=\"https:\/\/www.edd.ca.gov\/newsroom\/unemployment-december-2021.htm\" rel=\"noreferrer noopener\">A million new jobs just in the last 12 months<\/a>. More new business starts during the worst of the pandemic than Texas and Florida combined.\u00a0\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em><em>When it comes to getting employment back to pre-pandemic levels, California was still lagging the nation in December, according to data from the Bureau of Labor Statistics \u2014 and has one of the <\/em><a target=\"_blank\" href=\"https:\/\/calmatters.org\/economy\/2021\/12\/california-unemployment-rate\/\" rel=\"noopener\"><em>highest unemployment rates<\/em><\/a><em> in the country.\u00a0 <strong>\u2014 Grace Gedye<\/strong><\/em><\/em><\/p>\n<p>But you know what makes us so different <strong>from<\/strong> those states \u2013 besides the freedom of a woman\u2019s right to choose? \u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>With abortion rights hanging by a thread in nearly two dozen states, Newsom and top Democratic lawmakers want to make California a <a target=\"_blank\" href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2021\/12\/california-abortion-newsom\/\" rel=\"noopener\">\u201csanctuary\u201d for reproductive rights<\/a> and the 1.4 million women within driving distance of the state. <strong>\u2014<\/strong><\/em><strong> <em>Kristen Hwang<\/em><\/strong><\/p>\n<p>What makes us different is as our businesses grow, we don\u2019t leave our workers behind.<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>When lawmakers exempted small businesses from additional COVID sick leave in February, <\/em><a target=\"_blank\" href=\"https:\/\/calmatters.org\/economy\/2022\/02\/covid-paid-sick-leave\/\" rel=\"noopener\"><em>at least 1 in 4 California workers<\/em><\/a><em> were left behind.<\/em> <strong>\u2014 <em>Grace Gedye<\/em><\/strong><\/p>\n<p>Just consider what we did last year for the middle class here in our state, we sent $12 billion back \u2013 the\u00a0<a target=\"_blank\" href=\"https:\/\/www.gov.ca.gov\/2021\/08\/26\/expanded-golden-state-stimulus-the-largest-state-tax-rebate-in-american-history-to-start-reaching-californians-tomorrow\/\" rel=\"noreferrer noopener\">largest state tax rebate in American history.\u00a0<\/a>\u00a0<\/p>\n<p>We didn\u2019t stop there.\u00a0\u00a0We didn\u2019t stop there. <\/p>\n<p>We<a target=\"_blank\" href=\"https:\/\/www.dir.ca.gov\/DIRNews\/2021\/2021-121.html\" rel=\"noreferrer noopener\">\u00a0raised the minimum wage<\/a>.\u00a0<\/p>\n<p>We increased\u00a0<a target=\"_blank\" href=\"https:\/\/www.gov.ca.gov\/2022\/02\/09\/governor-newsom-signs-paid-sick-leave-extension-expanded-relief-for-small-businesses-and-historic-package-to-promote-innovation-and-entrepreneurship-in-california\/#:~:text=%E2%80%9CBy%20signing%20COVID%20paid%20sick,communities%20weather%20this%20devastating%20pandemic.%E2%80%9D\" rel=\"noreferrer noopener\">paid sick leave<\/a>.\u00a0<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/www.gov.ca.gov\/2020\/09\/17\/governor-newsom-signs-bill-extending-job-protected-family-leave-to-nearly-6-million-californians\/\" rel=\"noreferrer noopener\">We provided more paid family leave<\/a>.\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>In 2019 Newsom expanded Paid Family Leave from six to eight weeks for California workers. But last year,<a target=\"_blank\" href=\"https:\/\/calmatters.org\/politics\/2021\/07\/california-paid-family-leave\/\" rel=\"noopener\"> he vetoed a bill that would have raised the wage replacement amount<\/a> to help more low-wage workers take the benefit. A California Budget &amp; Policy Center study<a target=\"_blank\" href=\"https:\/\/calbudgetcenter.org\/resources\/paid-family-leave-program-is-out-of-reach-for-many-californians\/\" rel=\"noopener\"> found that many workers can\u2019t take advantage of the benefit<\/a> because the payments are too low to cover their expenses.\u00a0<strong> \u2014 Elizabeth Aguilera<\/strong><\/em><\/p>\n<p>We expanded\u00a0<a target=\"_blank\" href=\"https:\/\/www.gov.ca.gov\/2021\/10\/05\/governor-newsom-signs-early-childhood-legislation-highlights-transformative-investments-in-early-learning\/\" rel=\"noreferrer noopener\">child care<\/a>\u00a0to help working parents.\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>Newsom<a target=\"_blank\" href=\"https:\/\/www.gov.ca.gov\/2021\/07\/23\/governor-newsom-signs-legislation-supporting-working-families-and-child-care-providers\/\" rel=\"noopener\"> signed legislation last year<\/a> to add 200,000 new child care slots for working families by the 2025-26 school year. The state promised that by 2022-23 more than half of those subsidized slots, about 145,000, will come online.\u00a0 <strong>\u2013 Elizabeth Aguilera<\/strong><\/em><\/p>\n<p>And this year, with your support, we will do something no other state in America has done \u2013\u00a0<a target=\"_blank\" href=\"https:\/\/www.gov.ca.gov\/2022\/01\/11\/in-the-central-valley-governor-newsom-highlights-nation-leading-plan-to-expand-health-care-access-for-all-californians\/\" rel=\"noreferrer noopener\">provide Health For All<\/a>, regardless of immigration status.\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>Close to 1 million undocumented people could benefit from the state\u2019s plans to expand Medi-Cal. But hundreds of thousands of others who earn above the Medi-Cal income limit <a target=\"_blank\" href=\"https:\/\/calmatters.org\/health\/2022\/02\/medi-cal-expansion-immigrants\/\" rel=\"noopener\">may still be locked out of coverage<\/a>. <strong>\u2014 Ana B. Ibarra<\/strong><\/em><\/p>\n<p>That\u2019s the California Way.\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>Single-payer health care, which would have eliminated out-of-pocket medical costs for all Californians by levying higher taxes, <a target=\"_blank\" href=\"https:\/\/calmatters.org\/politics\/2022\/02\/california-single-payer-legislature\/\" rel=\"noopener\">died without a vote<\/a> earlier this year. Newsom distanced himself from this campaign promise, instead focusing on expanding Medi-Cal. \u2014<strong> Kristen Hwang<\/strong><\/em><\/p>\n<h4>Touting health; from pandemic to endemic?<\/h4>\n<p>And speaking of not leaving people behind, no state, no state took\u00a0<a target=\"_blank\" href=\"https:\/\/news.ballotpedia.org\/2021\/03\/10\/one-year-ago-california-became-the-first-state-to-issue-a-stay-at-home-order\/\" rel=\"noreferrer noopener\">bolder steps<\/a>\u00a0to protect public health and human life\u00a0<a target=\"_blank\" href=\"https:\/\/www.gov.ca.gov\/2021\/10\/01\/california-becomes-first-state-in-nation-to-announce-covid-19-vaccine-requirements-for-schools\/#:~:text=Following%20the%20other%20first%2Din,%2C%20mumps%2C%20rubella%20and%20more.\" rel=\"noreferrer noopener\">over the last two years<\/a>.\u00a0<\/p>\n<p>Our lockdowns, distressing as they were, saved lives. Our mask mandates, our mask mandates saved lives. Your choices saved lives. California experienced far lower COVID death rates than any other large state. Fewer than Texas, Ohio. Fewer than Florida \u2013\u00a0<a target=\"_blank\" href=\"https:\/\/covid.cdc.gov\/covid-data-tracker\/#cases_deathsper100k\" rel=\"noreferrer noopener\">35 percent fewer, to be exact<\/a>.\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>COVID-19\u2019s death toll has been felt unequally, with communities of color bearing the largest share. Pacific Islanders have experienced the<a target=\"_blank\" href=\"https:\/\/calmatters.org\/california-divide\/ca-divide-health\/2020\/05\/california-pacific-islanders-hit-hard-coronavirus-overlooked\/\" rel=\"noopener\"> highest mortality rates <\/a>while Black Californians make up a <a target=\"_blank\" href=\"https:\/\/calmatters.org\/health\/coronavirus\/2022\/02\/covid-black-california-deaths\/\" rel=\"noopener\">growing share of deaths<\/a>. <strong>\u2014 Kristen Hwang<\/strong><\/em><\/p>\n<p>But mindful, even with\u00a0<a target=\"_blank\" href=\"https:\/\/covid.cdc.gov\/covid-data-tracker\/#vaccinations_vacc-people-fully-percent-pop5\" rel=\"noreferrer noopener\">three quarters<\/a>\u00a0of Californians being fully vaccinated, we\u2019re mindful that we cannot let our guard down.\u00a0\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>More than 83% of Californians are fully or partially vaccinated against COVID-19, but<a target=\"_blank\" href=\"https:\/\/calmatters.org\/health\/coronavirus\/2022\/01\/california-covid-booster-rates-lag-behind\/\" rel=\"noopener\"> booster shot uptake has lagged <\/a>far behind. In some counties, fewer than 25% of those eligible have been boosted. <strong>\u2014 Kristen Hwang<\/strong><\/em><\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>Key Democrats in the Legislature are pushing further with<a target=\"_blank\" href=\"https:\/\/calmatters.org\/health\/coronavirus\/2022\/03\/california-vaccine-laws\/\" rel=\"noopener\"> a slate of vaccine-related bills<\/a> that mandate the shots for all kids and workers in the state and aim to crack down on misinformation about the vaccine online and among doctors. <strong>\u2013 Elizabeth Aguilera<\/strong><\/em><\/p>\n<p>That\u2019s why just last month, we put out our SMARTER Plan \u2013\u00a0<a target=\"_blank\" href=\"https:\/\/apnews.com\/article\/coronavirus-pandemic-health-california-pandemics-7fe43acafdedeeb334fe1448e87fb74a\" rel=\"noreferrer noopener\">the nation\u2019s first blueprint\u00a0<\/a>to stay ahead of future variants, and seasonal surges.\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>The state\u2019s <a target=\"_blank\" href=\"https:\/\/calmatters.org\/health\/coronavirus\/2022\/02\/california-covid-plans\/\" rel=\"noopener\">new endemic plan<\/a> sets goals like stockpiling 75 million masks, bringing in 30 million over-the-counter tests and increasing the state\u2019s health workforce by at least another 3,000 if there\u2019s another surge. <strong>\u2014 Ana B. Ibarra<\/strong><\/em><\/p>\n<p>And I just want to thank you. I  want to take a moment to thank all of you. To thank members of this Legislature for all you did these past two years to help keep us safe. <\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>This could be an attempt to appease lawmakers who have sometimes chafed under Newsom\u2019s COVID emergency powers \u2014 and who could vote next week <a target=\"_blank\" href=\"https:\/\/calmatters.org\/politics\/2022\/02\/california-state-of-emergency-covid\/\" rel=\"noopener\">on a proposal to end California\u2019s pandemic state of emergency<\/a>. <strong>\u2014 Emily Hoeven<\/strong><\/em><\/p>\n<h4>Touting remedies to homelessness; solutions have been elusive<\/h4>\n<p>But there\u2019s another crisis all too familiar, referenced just a moment ago. And that\u2019s the crisis of homelessness, which we know has worsened over the last decade, not only here in California, but across the nation.\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>The last time California tallied its homeless population in 2020, it found at least <a target=\"_blank\" href=\"https:\/\/www.huduser.gov\/portal\/datasets\/ahar\/2020-ahar-part-1-pit-estimates-of-homelessness-in-the-us.html\" rel=\"noopener\">161,000 people without a roof<\/a> over their heads on any given night. That count was recently repeated for the first time since COVID-19, and is expected to yield higher numbers. <strong>\u2014 Manuela Tobias<\/strong><\/em><\/p>\n<p>Just a few years ago, California lacked any comprehensive strategy. No accountability, and no meaningful state resources to solve the problem. But that\u2019s all changed.\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>Affordable housing and homelessness have suffered from decades of disinvestment, leaving lawmakers scrambling to catch up. Coordination remains an issue, though. The State Auditor\u2019s office <a target=\"_blank\" href=\"http:\/\/auditor.ca.gov\/reports\/2020-611\/index.html?utm_source=CalMatters+Newsletters&amp;utm_campaign=ea8076fbf3-WHATMATTERS&amp;utm_medium=email&amp;utm_term=0_faa7be558d-ea8076fbf3-151326976&amp;mc_cid=ea8076fbf3&amp;mc_eid=119767cb73\" rel=\"noopener\">blasted the state<\/a> for its slow distribution of federal COVID-19 homelessness dollars as recently as August. <strong>\u2014 Manuela Tobias<\/strong><\/em><\/p>\n<p>In just the past three years, we not only have a\u00a0<a target=\"_blank\" href=\"https:\/\/www.gov.ca.gov\/wp-content\/uploads\/2022\/01\/Fact-Sheet-Homelessness.pdf\" rel=\"noreferrer noopener\">comprehensive plan<\/a>, we\u2019re also requiring new accountability, and providing unprecedented investments for cities and counties on the front lines.\u00a0\u00a0\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>As the homelessness crisis worsens, state officials are <a target=\"_blank\" href=\"https:\/\/calmatters.org\/housing\/homeless\/2022\/03\/california-homeless-count\/\" rel=\"noopener\">struggling to pinpoint where billions in state spending have made an impact<\/a>. The governor and Legislature appropriated <a target=\"_blank\" href=\"https:\/\/calmatters.org\/explainers\/californias-homelessness-crisis-explained\/\" rel=\"noopener\">$12 billion dollars<\/a> to address homelessness last summer \u2013 but results may take years to materialize. <strong>\u2014 Manuela Tobias<\/strong><\/em><\/p>\n<p>And while we\u2019ve moved a record\u00a0<a target=\"_blank\" href=\"https:\/\/www.gov.ca.gov\/2022\/02\/01\/governor-newsom-announces-homekey-grants-for-new-homeless-housing-in-los-angeles-and-sacramento\/\" rel=\"noreferrer noopener\">58,000 people off the streets<\/a>, 58,000, off the streets,\u00a0since the beginning of the pandemic, we recognize, we all recognize, we have more work to do \u2013 particularly to address what\u2019s happening on our sidewalks, reaching people who need help the most.\u00a0\u00a0\u00a0\u00a0<\/p>\n<p>Those with schizophrenia spectrum and psychosis disorders, many\u00a0self-medicating with drugs or alcohol addictions.\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>Interesting that the focus on mental health in this speech is limited to this discussion of homelessness. A much broader mental health crisis is brewing, especially among young people. <strong>\u2014 Jocelyn Wiener<\/strong><\/em><\/p>\n<p>And that\u2019s precisely what our\u00a0<a target=\"_blank\" href=\"https:\/\/www.gov.ca.gov\/2022\/02\/24\/governor-newsom-awards-50-million-to-local-communities-to-tackle-encampments\/\" rel=\"noreferrer noopener\">encampment resolution grants<\/a>, and our new\u00a0<a target=\"_blank\" href=\"https:\/\/www.gov.ca.gov\/2022\/03\/03\/governor-newsom-launches-new-plan-to-help-californians-struggling-with-mental-health-challenges-homelessness\/\" rel=\"noreferrer noopener\">Care Court<\/a>, seek to address.\u00a0\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>The governor last week unveiled a proposal that would compel people with serious mental illnesses and substance use disorders into treatment. Newsom\u2019s ambitious proposal would still require legislative approval \u2013 and hefty state spending to meet the needs <a target=\"_blank\" href=\"https:\/\/calmatters.org\/health\/2022\/03\/newsom-california-mental-illness-treatment\/\" rel=\"noopener\">identified by experts on the ground<\/a>.\u00a0 <strong>\u2014 Manuela Tobias<\/strong><\/em><\/p>\n<p>Getting people off the streets, out of tents and into housing and treatment is essential, clearly essential, to making our streets safe for everyone.\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>Civil rights groups are already raising some concerns about the Care Court proposal, saying people in need of mental health treatment often can\u2019t get it. <\/em><br \/><em><strong>\u2014 Jocelyn Wiener<\/strong><\/em><\/p>\n<p>But public safety certainly isn\u2019t just about homelessness.\u00a0<\/p>\n<aside><amp-analytics class=\"i-amphtml-layout-fixed i-amphtml-layout-size-defined\" style=\"width:1px;height:1px;\" i-amphtml-layout=\"fixed\"\/><\/aside>\n<h4>Crime: What was said and left unsaid\u00a0<\/h4>\n<p>Bobby Kennedy, just\u00a0<a target=\"_blank\" href=\"https:\/\/www.britishpathe.com\/video\/VLVA9EDI6PCYJVOFILOFQQD0RC1OL-USA-SENATOR-ROBERT-KENNEDY-CALLS-FOR-NEW-POLICE-WEAPONS\/query\/senators\" rel=\"noreferrer noopener\">six weeks before he was killed by an assassin\u2019s bullet<\/a>, reminded us that the health of a society depends on the ability of people to walk their own streets, in safety. Not to be frightened into isolation.\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>Newsom recently <a target=\"_blank\" href=\"https:\/\/www.gov.ca.gov\/2022\/01\/13\/governor-newsom-grants-executive-clemency-reverses-parole-decision-for-sirhan-sirhan\/\" rel=\"noopener\">denied parole for Kennedy\u2019s killer<\/a>, Sirhan Sirhan, reversing the Board of Parole Hearings\u2019 decision.\u00a0 <strong>\u2014 Byrhonda Lyons<\/strong><\/em><\/p>\n<p>\u201cA nation,\u201d he said, \u201cwhich surrenders to crime -\u2013 whether by indifference or\u00a0heavy-handed repression, is a society which has resigned itself to failure.\u201d\u00a0<\/p>\n<p>Our approach is to be neither indifferent to the realities of the present day, nor\u00a0revert to heavy-handed policies that have marked the failures of the past.\u00a0<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/www.gov.ca.gov\/wp-content\/uploads\/2022\/01\/Real-Public-Safety-Plan-Fact-Sheet.pdf\" rel=\"noreferrer noopener\">We\u2019re funding local law enforcement and prosecutors to investigate and solve more crimes. We\u2019re bolstering the Attorney General\u2019s Office, prosecuting organized theft rings, and getting illegal guns off our streets.<\/a>\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>Newsom\u2019s budget proposal seeks $179 million to reduce crime, particularly organized retail thefts. The Legislative Analyst\u2019s Office recently said Newsom\u2019s crime plan <a target=\"_blank\" href=\"https:\/\/lao.ca.gov\/Publications\/Report\/4546\" rel=\"noopener\">lacked clear objectives<\/a>.\u00a0 <strong>\u2014 Byrhonda Lyons<\/strong><\/em><\/p>\n<p>But we\u2019re also, we\u2019re also <a target=\"_blank\" href=\"https:\/\/www.ebudget.ca.gov\/budget\/2022-23\/#\/Agency\/5210\" rel=\"noreferrer noopener\">investing hundreds of millions of dollars in new programs<\/a>\u00a0to tackle the root causes of crime, doubling down on proven violence prevention programs.\u00a0\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>Recent <a target=\"_blank\" href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2022\/02\/california-crime-homelessness\/\" rel=\"noopener\">polling from UC Berkeley\u2019s Institute of Governmental Studies<\/a> shows that most Californians are concerned about crime. But the governor mentions the word three times in his state address \u2014 a contrast from last year, when he boasted of leading on \u201ccriminal justice reform.\u201d <strong>\u2013 Byrhonda Lyons<\/strong><\/em><\/p>\n<p>That is the California Way.\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>That\u2019s all on criminal justice issues? It\u2019s worth noting that Newsom is taking a completely different approach than President Joe Biden took during last week\u2019s State of the Union. Biden doubled down on funding the police. Newsom hasn\u2019t mentioned police. <strong>\u2013 Byrhonda Lyons<\/strong><\/em><\/p>\n<h4>Touting \u201ctransformational\u201d education reform<\/h4>\n<p>Of course, to tackle any root cause, we need to talk about education.\u00a0<\/p>\n<p>And I\u2019m not talking about that version of education \u201creform,\u201d being promoted in some states where they\u2019re\u00a0<a target=\"_blank\" href=\"https:\/\/www.nbcnews.com\/news\/us-news\/texas-books-race-sexuality-schools-rcna13886\" rel=\"noreferrer noopener\">banning, quite literally, you can\u2019t make this up, where they\u2019re banning books<\/a>,\u00a0where you can\u00a0<a target=\"_blank\" href=\"https:\/\/www.texastribune.org\/2021\/08\/03\/texas-critical-race-theory-social-studies-teachers\/\" rel=\"noreferrer noopener\">sue your history teacher,<\/a>\u00a0for teaching history and where you\u00a0<a target=\"_blank\" href=\"https:\/\/abcnews.go.com\/US\/dont-gay-bill-moves-forward-florida\/story?id=82481565\" rel=\"noreferrer noopener\">can\u2019t even say the word \u201cgay.\u201d<\/a>\u00a0\u00a0\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>This is Newsom\u2019s third unfavorable reference to to Florida in this speech. On Tuesday, the Florida Senate passed a law restricting the ability of schools to teach students about sexual orientation and gender \u2014 what critics have dubbed the \u201cDon\u2019t Say Gay bill.\u201d <strong>\u2014 Ben Christopher<\/strong><\/em><\/p>\n<p>I\u2019m talking about a real transformation of our public education system, like we\u2019re doing right here in the state California.\u00a0<\/p>\n<p>By creating choices \u2014 real choices \u2014 for parents and unprecedented support for their kids.\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>Newsom\u2019s main contenders in the failed 2021 recall supported <a target=\"_blank\" href=\"https:\/\/calmatters.org\/education\/2021\/07\/newsom-recall-candidates-education\/\" rel=\"noopener\">\u201cschool choice\u201d<\/a> measures like tuition vouchers. Months before the start of the pandemic, Newsom signed into law <a target=\"_blank\" href=\"https:\/\/calmatters.org\/education\/k-12-education\/2019\/08\/charter-school-deal-california-newsom-teachers-unions\/\" rel=\"noopener\">a controversial bill<\/a> that would restrict charter schools.<strong> \u2014 Joe Hong<\/strong><\/em><\/p>\n<p>A whole new grade \u2014\u00a0<a target=\"_blank\" href=\"https:\/\/edsource.org\/2021\/how-californias-new-universal-transitional-kindergarten-program-will-be-rolled-out\/657818\" rel=\"noreferrer noopener\">transitional kindergarten for all<\/a>, nine hours, nine hours of enrichment a day with true universal\u00a0<a target=\"_blank\" href=\"https:\/\/www.gov.ca.gov\/wp-content\/uploads\/2022\/01\/K-12-Public-Schools-Fact-Sheet.pdf\" rel=\"noreferrer noopener\">before- and after-school programs. Expanded summer school. Universal, nutritious meals<\/a>, millions of\u00a0<a target=\"_blank\" href=\"https:\/\/www.gov.ca.gov\/2021\/07\/27\/governor-newsom-signs-legislation-to-make-college-more-affordable-and-accessible-in-california\/\" rel=\"noreferrer noopener\">new child savings account<\/a>\u00a0and\u00a0<a target=\"_blank\" href=\"https:\/\/www.gov.ca.gov\/2019\/08\/27\/as-california-students-return-to-school-governor-newsom-highlights-new-state-investments-to-make-two-years-of-community-college-tuition-free\/\" rel=\"noreferrer noopener\">free community college.<\/a><\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>\u200b\u200bNewsom\u2019s January budget proposal continues a previous commitment to <a target=\"_blank\" href=\"https:\/\/calmatters.org\/commentary\/2021\/10\/universal-transitional-kindergarten-will-be-a-game-changer\/\" rel=\"noopener\">expanding Transitional Kindergarten <\/a>for all 4-year-olds over the next four years, <a target=\"_blank\" href=\"https:\/\/www.documentcloud.org\/documents\/21177013-2022-california-budget-propsal-summary#document\/p27\/a2073513\" rel=\"noopener\">allocating $1 billion<\/a> to expand the program and to add educators to lower the student-teacher ratio. <strong>\u2013 Elizabeth Aguilera<\/strong><\/em><\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>The 2021-22 state budget included $1.8 billion for summer school and before and after-school programs. A record number of students enrolled in <a target=\"_blank\" href=\"https:\/\/calmatters.org\/author\/joe-hong\/page\/5\/#:~:text=Summer%20school%20options%3A%20California%20hits%20record%20enrollment%2C%20but%20is%20it%20enough%3F\" rel=\"noopener\">summer school<\/a> in 2021, but school administrators have struggled to staff before and after-school programs due to <a target=\"_blank\" href=\"https:\/\/calmatters.org\/education\/2022\/01\/covid-school-closings\/\" rel=\"noopener\">teacher shortages<\/a>. <strong>\u2014 Joe Hong<\/strong><\/em><\/p>\n<p>That\u2019s the California Way.\u00a0<\/p>\n<p>Look, I think all of us here can at least here agree to this, people have always looked to California for inspiration.\u00a0<\/p>\n<p>And now, in the midst of so much turmoil with stacking of stresses and dramatic social and economic change, California is doing what we have done for generations,\u00a0<a target=\"_blank\" href=\"https:\/\/en.wikipedia.org\/wiki\/Adventures_of_Huckleberry_Finn\" rel=\"noreferrer noopener\">lighting out the territory ahead of the rest<\/a>,\u00a0expanding the horizon of what\u2019s possible.\u00a0<\/p>\n<p>We know that government cannot be the entire solution, but we also know that government has always been part of the solution.\u00a0\u00a0<\/p>\n<p>By creating a platform for people, and the private sector, to thrive.\u00a0<\/p>\n<p>And as Friedman said \u2013- we have a formula, a formula for success setting rules for\u00a0risk-taking, not recklessness.\u00a0\u00a0<\/p>\n<p>Infrastructure, research and development, <a target=\"_blank\" href=\"https:\/\/www.gov.ca.gov\/wp-content\/uploads\/2022\/01\/Higher-Education-Fact-Sheet.pdf\" rel=\"noreferrer noopener\">investing in our conveyor belt for talent<\/a>\u00a0\u2013 the finest system of higher education anywhere in the world, our CSUs, UCs and community colleges. And ensuring society provides a hand up when people need help, maintaining , maintaining our\u00a0<a target=\"_blank\" href=\"https:\/\/www.gov.ca.gov\/2021\/09\/24\/governor-newsom-signs-suite-of-legislation-to-support-californias-immigrant-communities-and-remove-outdated-term-alien-from-state-codes\/\" rel=\"noreferrer noopener\">pro-immigrant policies<\/a>\u00a0and\u00a0<a target=\"_blank\" href=\"https:\/\/www.gov.ca.gov\/2021\/09\/03\/governor-newsom-legislative-leadership-take-action-to-support-afghan-refugee-arrivals-in-california\/\" rel=\"noreferrer noopener\">welcoming refugees<\/a>\u00a0from around the world.\u00a0\u00a0<\/p>\n<p class=\"cm-annotation has-background amp-wp-0d2dbd5\" data-amp-original-style=\"background-color:#fdf3c8\"><em>Last year Newsom and state lawmakers approved $47.1 billion in higher-education spending, a banner year for college and financial aid funding \u2014 including a down payment on <a target=\"_blank\" href=\"https:\/\/calmatters.org\/education\/2022\/01\/student-housing-2\/\" rel=\"noopener\">needed student housing<\/a>. Newsom\u2019s budget this year seeks to make good on some of last year\u2019s <a target=\"_blank\" href=\"https:\/\/calmatters.org\/education\/2021\/06\/california-college-budget\/\" rel=\"noopener\">unfunded promises<\/a>, including creating more slots for Californians at the UC and CSU while also expanding the <a target=\"_blank\" href=\"https:\/\/calmatters.org\/education\/higher-education\/2021\/10\/cal-grant-expansion-veto\/\" rel=\"noopener\">state\u2019s financial aid offerings<\/a>. <strong>\u2014 Mikhail Zinshteyn<\/strong><\/em><\/p>\n<p>Those are all California values.\u00a0<\/p>\n<p>Embracing diversity, but also seeking common ground.
