Gen Martin Steele said at the hearing. \u201cI also believe we have failed to do so for a very long time. Reversing these trends require bold but thoughtful and strategic action.\u201d<\/p>\n<p>Meanwhile, Gov. Ned Lamont (D) signed a bill last year that includes language requiring the state to <a target=\"_blank\" href=\"https:\/\/www.marijuanamoment.net\/connecticut-governor-signs-psychedelics-study-measure-as-he-awaits-marijuana-legalization-bill\/\" rel=\"noopener\">carry out a study into the therapeutic potential<\/a> of psilocybin mushrooms. A <a target=\"_blank\" href=\"https:\/\/portal.ct.gov\/DMHAS\/Newsworthy\/News-Items\/Psilocybin-Study-Workgroup\" rel=\"noopener\">workgroup<\/a> has since been meeting\u00a0to investigate the issue.<\/p>\n<p>The new legislation would require the state Department of Mental Health and Addiction Services to launch a \u201cpsychedelic-assisted therapy pilot program to provide qualified patients with the funding\u201d to receive MDMA- or psilocybin-assisted therapy as part of FDA\u2019s expanded access program, the text of the bill states.<\/p>\n<p>The pilot program would cease \u201cwhen MDMA and psilocybin have been approved to have a medical use by the Drug Enforcement Administration (DEA), or any successor agency.\u201d At that point, state statute on the substances would be aligned with the federal government\u2019s.<\/p>\n<p><span class=\"embed-youtube\" style=\"text-align:center; display: block;\"><iframe loading=\"lazy\" title=\"Public Health Committee Public Hearing\" width=\"640\" height=\"360\" src=\"https:\/\/www.youtube.com\/embed\/X0B9r6FP36Y?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/span><\/p>\n<p>In the interim, the bill would further establish a Qualified Patients for Approved Treatment Sites Fund (PAT Fund) to provide \u201cgrants to qualified applicants to provide MDMA-assisted or psilocybin assisted therapy to qualified patients under the pilot program.\u201d<\/p>\n<p style=\"padding-left: 40px;\">\u201cApproved treatment sites shall collect and submit data to the Department of Mental Health and Addiction Services, including, but not limited to, its protocols for the provision of MDMA-assisted and psilocybin-assisted treatment, training on the facilitation of such treatment, implementation of facility standards, strategies for patient protection and mitigation of drug diversion.\u201d<\/p>\n<p>The <a target=\"_blank\" href=\"https:\/\/www.cga.ct.gov\/asp\/cgabillstatus\/cgabillstatus.asp?selBillType=Bill&amp;bill_num=HB05396&amp;which_year=2022\" rel=\"noopener\">bill<\/a> would further create a Connecticut Psychedelic Treatment Advisory Board under the department. Legislative leaders and the governor would be empowered to appoint members of the board.<\/p>\n<p>\u201cThe guiding rule here is: Let\u2019s get the right treatment for the right patient at the right time,\u201d Stephen Xenakis, a retired U.S. Army brigadier general, said at the hearing. \u201cWe need to have a broad array of services available\u2014and now we have the capability to do that with the developments that have come in understanding the benefits that comes from MDMA and psilocybin and other such agents.\u201d<\/p>\n<p>The board would be tasked with making recommendation on the \u201cdesign and development of the regulations and infrastructure necessary to safely allow for therapeutic access to psychedelic-assisted therapy upon the legalization of MDMA, psilocybin and any other psychedelic compounds.\u201d<\/p>\n<p>There would be seven key areas that the board would be responsible for advising the department on:<\/p>\n<ol>\n<li>Reviewing and considering the data from the psychedelic-assisted therapy pilot program\u2026to inform the development of such regulations<\/li>\n<li>Advising the department on the necessary education, training, licensing and credentialing of therapists and facilitators, patient safety, harm reduction, the establishment of equity measures in both clinical and therapeutic settings, cost and insurance reimbursement considerations and standards of treatment facilities<\/li>\n<li>Advising the department on the use of group therapy and other therapy options to reduce cost and maximize public health benefits from psychedelic treatments<\/li>\n<li>Monitoring updated federal regulations and guidelines for referral and consideration by the state agencies of cognizance for implementation of such regulations and guidelines.<\/li>\n<li>Developing a long-term strategic plan to improve mental health care through the use of psychedelic treatment.<\/li>\n<li>Recommending equity measures for clinical subject recruitment and facilitator training recruitment<\/li>\n<li>Assisting with the development of public awareness and education campaigns.<\/li>\n<\/ol>\n<p>Former state Rep. Jesse MacLachlan (R), who now works at the advocacy group Reason For Hope, testified in favor of the legislation. He emphasized the need to \u201cbuild a bridge of information, of infrastructure, and of more real world application of what this treatment looks like outside of the clinical trial.\u201d<\/p>\n<p>He said Connecticut needs \u201cto be ready for when the FDA does approve MDMA in 2023 and psilocybin in 2024 because, when that happens and these therapies begin to enter the mainstream, there will be a there will be a deluge of patient intake.\u201d<\/p>\n<p>\u201cYes, we need more federal testing. Yes, we need a lot more information before it becomes something that is widely used,\u201d Public Health Committee Co-chairman Jonathan Steinberg (D) said at the hearing. \u201cBut even then, we\u2019re talking about a very narrow context. When I say \u2018widely,\u2019 it\u2019s still a very small group of individuals for whom this would be an appropriate therapy, but only by our willingness to push the bounds are we going to find these kinds of options for people.\u201d<\/p>\n<p>Thomas Burr of the National Alliance on Mental Illness Connecticut said in written testimony that, \u201cfor too long Connecticut has seemingly been stuck with the standard treatment methods around mental health conditions, with correspondingly lackluster results.\u201d<\/p>\n<p>\u201cWe feel that it is far past time to study different, perhaps even unorthodox treatments, that show great promise,\u201d Burr <a target=\"_blank\" href=\"https:\/\/www.cga.ct.gov\/2022\/phdata\/tmy\/2022HB-05396-R000314-Burr,%20Thomas-NAMI%20CT-TMY.PDF\" rel=\"noopener\">said<\/a>.<\/p>\n<p>Lynnette Averill of Baylor College of Medicine said in written testimony that the bill would allow Connecticut to \u201cjump start their infrastructure building as MDMA and psilocybin both have a breakthrough therapy indication from the FDA and are expected to obtain approval within the next 2 years.\u201d<\/p>\n<p>It also \u201callows for [Connecticut] residents to perhaps receive urgently needed care who would otherwise be excluded. For example, many clinical trials exclude \u2018complex\u2019 patients as the psychiatric and medical co-morbidities, the medications, the chaotic lifestyles, etc. can \u2018muddy\u2019 the data some,\u201d she <a target=\"_blank\" href=\"https:\/\/www.cga.ct.gov\/2022\/phdata\/tmy\/2022HB-05396-R000314-Averill,%20Lynnette,%20Associate%20Professor-Baylor%20College%20of%20Medicine-TMY.PDF\" rel=\"noopener\">said<\/a>. \u201cHowever, these people are in desperate need of effective interventions and this program would support these individuals in receiving care (of course, when screened and determined to be safe and appropriate to engage in the treatment).\u201d<\/p>\n<p>Also in Connecticut, regulators announced in January that they would <a target=\"_blank\" href=\"https:\/\/www.marijuanamoment.net\/connecticut-marijuana-business-license-applications-will-be-accepted-starting-next-month-officials-announce\/\" rel=\"noopener\">start accepting certain marijuana business license applications<\/a> at the beginning of February.<\/p>\n<p>The news follows a\u00a0<a target=\"_blank\" href=\"https:\/\/portal.ct.gov\/socialequitycouncil\/Social-Equity-Council-Information\/Articles\/January-4-2022-Agenda---Council-Meeting?language=en_US\" rel=\"noopener\">meeting<\/a> of the state\u2019s Social Equity Council (SEC), where members approved a technical assistance plan for the cannabis industry that will involve outreach and providing resources to people interested in participating in the market. That plan\u2019s finalization was a necessary condition to trigger the start of the licensing process under the legalization law signed by Gov. Ned Lamont (D) last year.<\/p>\n<p>SEC met for the first time in March, just weeks after Lamont\u00a0<a target=\"_blank\" href=\"https:\/\/www.marijuanamoment.net\/connecticut-governor-signs-marijuana-legalization-into-law\/\" rel=\"noopener\">signed a marijuana legalization bill into law<\/a>.<\/p>\n<p>Among other agenda items, the 15-person group\u00a0<a target=\"_blank\" href=\"https:\/\/www.marijuanamoment.net\/new-connecticut-marijuana-equity-council-approves-map-of-drug-war-impacted-areas-at-first-meeting\/\" rel=\"noopener\">approved a list of geographic areas disproportionately impacted<\/a>\u00a0by the drug war, which will be used to determine eligibility for social equity business licenses. Under the state\u2019s new cannabis law, half of all licenses must go to equity applicants, who may also qualify for lower licensing fees, technical assistance, workforce training and funding to cover startup costs.<\/p>\n<p>Over the summer, Lamont also announced the launch of a new website to\u00a0<a target=\"_blank\" href=\"https:\/\/www.marijuanamoment.net\/connecticut-launches-website-on-new-marijuana-legalization-law-that-took-effect-last-week\/\" rel=\"noopener\">provide residents with up-to-date information<\/a>\u00a0on the state\u2019s new marijuana legalization law.<\/p>\n<p>As it stands, adults 21 and older are already able to possess up to 1.5 ounces of cannabis for personal use.<\/p>\n<h3>In the psychedelics space, reform is advancing in states across the country.<\/h3>\n<p>For example, the Washington State legislature last week sent a budget bill to the governor\u2019s desk that includes a proposal to <a target=\"_blank\" href=\"https:\/\/www.marijuanamoment.net\/washington-state-legislature-approves-200000-in-psilocybin-research-funding-in-budget\/\" rel=\"noopener\">direct $200,000 in funding to support a new workgroup<\/a> to study the possibility of legalizing psilocybin services in the state, including the idea of using current marijuana regulatory systems to track psychedelic mushrooms.<\/p>\n<p>A bipartisan coalition of Georgia lawmakers recently filed a resolution that <a target=\"_blank\" href=\"https:\/\/www.marijuanamoment.net\/georgia-bill-would-create-psychedelic-study-committee-to-recommend-reform-policies\/\" rel=\"noopener\">calls for the formation of a House study committee<\/a> to investigate the therapeutic potential of psychedelics like psilocybin and make recommendations for reforms.<\/p>\n<p>Last week, the Hawaii Senate approved a bill to set up a state working group to <a target=\"_blank\" href=\"https:\/\/www.marijuanamoment.net\/hawaii-senate-unanimously-approves-psilocybin-task-force-bill-with-decriminalization-measures-still-pending\/\" rel=\"noopener\">study the therapeutic benefits of psilocybin mushrooms<\/a>\u00a0and develop a \u201clong-term\u201d plan to ensure that the psychedelic is accessible for medical use for adults 21 and older.<\/p>\n<p>Also last week, the Oklahoma House of Representatives passed a bill this week to <a target=\"_blank\" href=\"https:\/\/www.marijuanamoment.net\/oklahoma-house-passes-psilocybin-decriminalization-and-research-bill-sending-it-to-senate\/\" rel=\"noopener\">decriminalize low-level possession of psilocybin<\/a>\u00a0and promote research into the therapeutic potential of the psychedelic.<\/p>\n<p>Rhode Island lawmakers introduced\u00a0<a target=\"_blank\" href=\"https:\/\/www.marijuanamoment.net\/rhode-island-lawmakers-file-psilocybin-and-broader-drug-decriminalization-bills-while-legal-marijuana-momentum-increases\/\" rel=\"noopener\">a pair of drug decriminalization bills this month<\/a>\u2014including one focused on psilocybin and buprenorphine that would authorize doctors to prescribe the psychedelic mushroom.<\/p>\n<p>Also this month, a Missouri Republican lawmaker filed a bill that would\u00a0<a target=\"_blank\" href=\"https:\/\/www.marijuanamoment.net\/gop-missouri-lawmaker-files-psychedelics-therapy-and-decriminalization-bill\/\" rel=\"noopener\">legalize a wide range of psychedelics for therapeutic use<\/a>\u00a0at designated care facilities while further decriminalizing low-level possession in general.<\/p>\n<p>Last month,\u00a0<a target=\"_blank\" href=\"https:\/\/www.marijuanamoment.net\/utah-psychedelics-and-mental-health-bill-heads-to-governors-desk-after-senate-approval\/\" rel=\"noopener\">Utah lawmakers sent a bill to the governor<\/a>\u00a0that would create a task force to study and make recommendations on the\u00a0<a target=\"_blank\" href=\"https:\/\/www.marijuanamoment.net\/gop-utah-lawmaker-files-bill-to-require-task-force-study-into-psychedelic-therapy-for-mental-health\/\" rel=\"noopener\">therapeutic potential of psychedelic drugs<\/a>\u00a0and possible regulations for their lawful use.<\/p>\n<p>An Oregon Senate committee also recently advanced a bill to ensure that equity is\u00a0<a target=\"_blank\" href=\"https:\/\/www.marijuanamoment.net\/oregon-lawmakers-file-psilocybin-equity-bill-as-state-implements-legal-use-program\/\" rel=\"noopener\">built into the state\u2019s historic therapeutic psilocybin program<\/a>\u00a0that\u2019s actively being implemented following voter approval in 2020.<\/p>\n<p>A group of Maryland senators recently filed a bill that would\u00a0<a target=\"_blank\" href=\"https:\/\/www.marijuanamoment.net\/maryland-senate-bill-would-provide-cost-free-access-to-psychedelics-for-military-veterans\/\" rel=\"noopener\">create a state fund that could be used to provide free access to psychedelics<\/a>\u00a0like psilocybin, MDMA and ketamine for military veterans suffering from post-traumatic stress disorder (PTSD), while also supporting research into their therapeutic potential.<\/p>\n<p>A bill to decriminalize a wide array of psychedelics in Virginia was taken up by a House of Delegates panel in January,\u00a0<a target=\"_blank\" href=\"https:\/\/www.marijuanamoment.net\/virginia-house-committee-pushes-back-psychedelics-decriminalization-bill-until-2023-but-senate-proposal-still-pending\/\" rel=\"noopener\">only to be pushed off until 2023<\/a>. A separate Senate proposal to decriminalize psilocybin alone\u00a0<a target=\"_blank\" href=\"https:\/\/www.marijuanamoment.net\/virginia-psilocybin-decriminalization-bill-defeated-in-senate-committee-after-top-gop-lawmaker-flips-support\/\" rel=\"noopener\">was later defeated in a key committee<\/a>.<\/p>\n<p>California Sen. Scott Wiener (D) told Marijuana Moment in a recent interview that his bill to\u00a0<a target=\"_blank\" href=\"https:\/\/www.marijuanamoment.net\/california-senator-says-bill-to-legalize-psychedelics-possession-has-50-50-chance-to-pass-this-year\/\" rel=\"noopener\">legalize psychedelics possession<\/a>\u00a0stands a 50\/50 chance of reaching the governor\u2019s desk this year. It already cleared the full Senate and two Assembly committees during the first half of the two-year session.<\/p>\n<p>Washington State lawmakers\u00a0<a target=\"_blank\" href=\"https:\/\/www.marijuanamoment.net\/psilocybin-services-would-be-legalized-in-washington-state-under-new-bill\/\" rel=\"noopener\">also introduced legislation in January<\/a>\u00a0that would legalize what the bill calls \u201csupported psilocybin experiences\u201d by adults 21 and older.<\/p>\n<p>New Hampshire lawmakers filed measures to\u00a0<a target=\"_blank\" href=\"https:\/\/www.marijuanamoment.net\/new-hampshire-lawmakers-file-psilocybin-and-broader-drug-decriminalization-bills-for-2022\/\" rel=\"noopener\">decriminalize psilocybin and all drugs<\/a>.<\/p>\n<p>Legislation was <a target=\"_blank\" href=\"https:\/\/www.marijuanamoment.net\/texas-will-study-benefits-of-psychedelics-for-military-veterans-under-bill-enacted-without-governors-signature\/\" rel=\"noopener\">also enacted by the Texas legislature<\/a> last year requiring the state to study the medical risks and benefits of psilocybin, MDMA and ketamine for military veterans in partnership with Baylor College of Medicine and a military-focused medical center.<\/p>\n<p>Colorado officials last week\u00a0<a target=\"_blank\" href=\"https:\/\/www.marijuanamoment.net\/colorado-officials-clear-psychedelics-legalization-ballot-language-bringing-activists-closer-to-signature-gathering\/\" rel=\"noopener\">approved the language of two more psychedelics reform initiatives<\/a>\u00a0from the same campaign that already passed that procedural step for two separate measures it submitted late last year.
