in coastal Orange County remained under evacuation orders on Friday, as a brush fire that has already destroyed 20 homes continued to blaze for a third consecutive day.\u00a0<\/p>\n<p>With the\u00a0<a target=\"_blank\" could spread further.<\/p>\n<p><strong>What has happened thus far?<\/strong>\u00a0The blaze, dubbed the Coastal Fire, has devastated mansions along the hillside streets of Laguna Niguel \u2014 a city with some of the state\u2019s wealthiest neighborhoods, according to CNN.\u00a0\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\">\n<\/aside>\n<p>Laguna Niguel is about 60 miles southeast of Los Angeles.\u00a0<\/p>\n<p>The blaze has thus far destroyed 20 homes, damaged at least 11 others and scorched about 200 acres, CNN reported, citing Orange County officials.\u00a0\u00a0<\/p>\n<p><strong>What was the source?\u00a0<\/strong>The fire started with a flareup in the\u00a0<a target=\"_blank\" href=\"https:\/\/nxslink.thehill.com\/click\/27712797.18011\/aHR0cHM6Ly93d3cub2NwYXJrcy5jb20vYWxpc293b29kP2VtYWlsPWJiODdjNzk2MzMyNGIwOTQ1ODAzZmJiOGQ3OGIwN2JiNWI1MzNiOWUmZW1haWxhPTMxNTRkZTQ3NTYyMzFhOTcxY2M4OTZmZTEwYWM1NDYxJmVtYWlsYj1jNjgzODZhNmIzZTQyNjNlNzcyMzZmMDUwNDk2NTY2ZGQ2ZGRmNWQ0YmYwZDkxZTc4OTk1NmRhNjA0OTMzNDc1\/6230d8bcb246d104952d89dbB3e11f866\" rel=\"noopener\">Aliso and Wood Canyons Wilderness Park<\/a>, in Laguna Niguel, on Wednesday afternoon.\u00a0\u00a0\u00a0<\/p>\n<p>The blaze began burning much earlier than usual for the region\u2019s fire season, which tends to peak in the late summer and fall, according to CNN.\u00a0\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\">\n<\/aside>\n<p><strong>\u2018An unlucky combination of factors\u2019:<\/strong>\u00a0Moderate winds, drought-ravaged vegetation and the area\u2019s steep topography likely contributed \u201c<a target=\"_blank\" rel=\"noopener\">to an unlucky combination of factors<\/a>\u201d that led to the sudden eruption, the Los Angeles Times reported.\u00a0\u00a0<\/p>\n<p>\u201cWithin a few hours, multiple homes were ablaze and spewing hot embers as the Coastal fire chewed methodically through an upscale development overlooking the Pacific Ocean,\u201d the Times noted.\u00a0\u00a0<\/p>\n<p>Many of these homes had been constructed before stricter, fire-protective building codes were in place, according to the newspaper.\u00a0<\/p>\n<p><strong>A \u2018self-propagating force\u2019:<\/strong>\u00a0\u201cThat\u2019s not atypical, for a fire to happen when those pieces start to align \u2014 not aligned in our favor but aligned against us,\u201d Orange County Fire Authority spokesperson Sean Doran told the Times.\u00a0\u00a0<\/p>\n<p>\u201cAs they start to stack, it becomes a more self-propagating force,\u201d Doran added.\u00a0<\/p>\n<p><strong>\u2018A FIRE SEASON THAT NEVER ENDS\u2019<\/strong><\/p>\n<p>Amid the ongoing blaze, local experts are considering what the continued impacts of climate change and extreme drought will mean for year-round wildfire risk.<\/p>\n<p><strong>A ramp up, not a beginning:\u00a0<\/strong>\u201cSummer in California no longer means the beginning of fire season,\u201d Bill Deverell, director of the Huntington-University of Southern California Institute on California and the West (ICW), said in\u00a0<a target=\"_blank\" href=\"https:\/\/nxslink.thehill.com\/click\/27712797.18011\/aHR0cHM6Ly9uZXdzLnVzYy5lZHUvMTk5NTg0L2xhZ3VuYS1uaWd1ZWwtZmlyZS1zaWduYWxzLXN0YXJ0LW9mLWEtbG9uZy13aWxkZmlyZS1zZWFzb24taW4tY2FsaWZvcm5pYS8_ZW1haWw9YmI4N2M3OTYzMzI0YjA5NDU4MDNmYmI4ZDc4YjA3YmI1YjUzM2I5ZSZlbWFpbGE9MzE1NGRlNDc1NjIzMWE5NzFjYzg5NmZlMTBhYzU0NjEmZW1haWxiPWM2ODM4NmE2YjNlNDI2M2U3NzIzNmYwNTA0OTY1NjZkZDZkZGY1ZDRiZjBkOTFlNzg5OTU2ZGE2MDQ5MzM0NzU\/6230d8bcb246d104952d89dbBace05284\" never ends,\u201d added Deverell, who heads the ICW\u2019s\u00a0The West on Fire project.<\/p>\n<p><strong>What can be done?<\/strong>\u00a0Deverell stressed the importance of fire management practices, such as prescribed burns that can help reduce the fuel to emerging fires.\u00a0\u00a0<\/p>\n<p>He warned, however, that such changes can take time to implement.\u00a0\u00a0<\/p>\n<p>\u201cWhat we need is more fire on the brain: We have to talk about it more, we have to study it more, and we have to try to understand it better, even as the \u2018fire regimes\u2019 of the American West are changing year to year,\u201d Deverell said.\u00a0<\/p>\n<p><strong>Dangers of smoke downwind:<\/strong>\u00a0With a long-term surge in wildfires also comes increasing health impacts from smoke and particulate matter, Ed Avol, an expert on smoke toxicity at USC\u2019s Keck School of Medicine, said in\u00a0<a target=\"_blank\" href=\"https:\/\/nxslink.thehill.com\/click\/27712797.18011\/aHR0cHM6Ly9uZXdzLnVzYy5lZHUvMTk5NTg0L2xhZ3VuYS1uaWd1ZWwtZmlyZS1zaWduYWxzLXN0YXJ0LW9mLWEtbG9uZy13aWxkZmlyZS1zZWFzb24taW4tY2FsaWZvcm5pYS8_ZW1haWw9YmI4N2M3OTYzMzI0YjA5NDU4MDNmYmI4ZDc4YjA3YmI1YjUzM2I5ZSZlbWFpbGE9MzE1NGRlNDc1NjIzMWE5NzFjYzg5NmZlMTBhYzU0NjEmZW1haWxiPWM2ODM4NmE2YjNlNDI2M2U3NzIzNmYwNTA0OTY1NjZkZDZkZGY1ZDRiZjBkOTFlNzg5OTU2ZGE2MDQ5MzM0NzU\/6230d8bcb246d104952d89dbCace05284\" Avol suggested that residents keep N95 masks ready at home and consider investing in home purifiers.\u00a0<\/p>\n<p><strong>Be prepared:<\/strong>\u00a0\u201cThe resulting poor air quality can affect your physical, mental and psychological health, so plan in advance for what you might do in case an event occurs where you live or work,\u201d Avol added.\u00a0<\/p>\n<h2>Trump v. the Climate Caucus<\/h2>\n<p>This year\u2019s GOP primaries could help shape the future of conservative efforts to turn climate change from a marginal issue to a key selling point for Republican energy policies.<\/p>\n<p>In a number of races, Trump-backed candidates are challenging incumbents that have been more open to talking about the issue of climate than many others in their party.\u00a0<\/p>\n<p><strong>Seats on the line include:\u00a0<\/strong>Rep. Nancy Mace (R-S.C.) and Sen. Lisa Murkowski (R-Ala.).<\/p>\n<p>There is also a cohort of freshmen lawmakers from the Conservative Climate Caucus fighting to keep their seats.\u00a0<\/p>\n<p><strong>Implications:\u00a0<\/strong>While Republicans are expected to make gains in the November midterms, the question of what politics a potential Republican majority might support remains up for grabs, Heather Reams, head of the conservative nonprofit group Citizens for Responsible Energy Solutions (CRES), told Equilibrium.<\/p>\n<p>A more conservative electorate might \u201cchange the dynamics of what flavor of Republicans come back\u201d in November, said Reams, whose group lobbies GOP lawmakers.<\/p>\n<p><strong>An early loss:\u00a0<\/strong>Tuesday\u2019s defeat of Conservative Climate Caucus member Rep. David McKinley (R-W.Va.) by Trump-endorsed Rep. Alex Mooney (R-W.Va.) marks an early loss for that effort, potentially weakening the Republican caucus that supports the so-called \u201call of the above\u201d energy strategy for the coming Congress.\u00a0<\/p>\n<p><strong>What is \u2018all-of-the-above\u2019?\u00a0<\/strong>In McKinley\u2019s case, it means unflagging support for coal and methane \u2014 which he wanted to mitigate by using still-emerging carbon capture technology to capture emissions.\u00a0<\/p>\n<p><strong>That\u2019s one slim area of potential agreement:\u00a0<\/strong>Last week, the Biden administration\u2019s Department of Energy\u00a0<a target=\"_blank\" href=\"https:\/\/nxslink.thehill.com\/click\/27712797.18011\/aHR0cHM6Ly93d3cuZW5lcmd5Lmdvdi9hcnRpY2xlcy9iaWRlbi1oYXJyaXMtYWRtaW5pc3RyYXRpb24tYW5ub3VuY2VzLW92ZXItMjMtYmlsbGlvbi1pbnZlc3RtZW50LWN1dC11cy1jYXJib24tcG9sbHV0aW9uP2VtYWlsPWJiODdjNzk2MzMyNGIwOTQ1ODAzZmJiOGQ3OGIwN2JiNWI1MzNiOWUmZW1haWxhPTMxNTRkZTQ3NTYyMzFhOTcxY2M4OTZmZTEwYWM1NDYxJmVtYWlsYj1jNjgzODZhNmIzZTQyNjNlNzcyMzZmMDUwNDk2NTY2ZGQ2ZGRmNWQ0YmYwZDkxZTc4OTk1NmRhNjA0OTMzNDc1\/6230d8bcb246d104952d89dbB2c7440a5\" rel=\"noopener\">announced $2.3 billion<\/a>\u00a0in funding for carbon capture initiatives, ranging from \u201cpoint-source\u201d solutions for smokestacks to direct air capture to remove carbon dioxide from the atmosphere.\u00a0<\/p>\n<p>That funding came out of the 2021 bipartisan infrastructure bill which McKinley supported and Mooney opposed.\u00a0Mooney\u2019s victory also likely means one less Republican vote for any such future measure.\u00a0<\/p>\n<p><strong>FINDING \u2018RELIGION\u2019 ON CLEAN ENERGY<\/strong><\/p>\n<p>Climate issues still aren\u2019t very important for most Republican voters, Republican strategist Doug Heye told Equilibrium.\u00a0<\/p>\n<p>But the development of local clean energy industries \u2014 from solar panels to domestic battery supply chains to electric vehicles \u2014 has the potential to change that, he said.\u00a0<\/p>\n<p><strong>Jobs, not carbon:\u00a0<\/strong>If members \u201ccan talk about jobs \u2014 especially if we\u2019re talking manufacturing jobs \u2014 then they\u2019re less concerned about what the widget that is being manufactured is,\u201d Heye explained.\u00a0<\/p>\n<p><strong>Climate groups aren\u2019t convinced:\u00a0<\/strong>While progressive climate groups say there is some overlap with progressives on, for example, innovation in new forms of batteries or carbon capture, they say Republican overtures amount to little more than a \u201cnarrative solution\u201d aimed at giving young conservative voters talking points.\u00a0<\/p>\n<p><strong>Distinction without difference:\u00a0<\/strong>The difference between a member like McKinley and one like Mooney \u201clargely does not matter,\u201d argued Jamal Raad, of progressive climate group Evergreen Action.\u00a0<\/p>\n<p>\u201cThere\u2019s no real Republican congressional support for climate action, at any level, anything close to the level of the scale and the scope of the crisis,\u201d Raad told Equilibrium.\u00a0<\/p>\n<p><strong>But things may be shifting:<\/strong>\u00a0Like Heye, Raad believes this lack of support is slowly changing.\u00a0\u00a0<\/p>\n<p class=\"has-text-align-right\"><strong><em>\u201cGiven the growth of the renewable energy industry and jobs on rural communities and in their congressional districts, eventually Republicans will find religion on the clean energy transition, because it will be happening and building political power in their communities, and they will need to reflect\u201d those trends,\u00a0<\/em><\/strong>says GOP strategist Doug Heye<\/p>\n<p>Raad acknowledged that some Republican solutions around measures like carbon capture \u201cmay actually turn into real things down the line,\u201d adding,\u00a0\u201cBut unfortunately, we don\u2019t have enough time for that to happen.\u201d<\/p>\n<p><a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/nxslink.thehill.com\/click\/27712797.18011\/aHR0cHM6Ly90aGVoaWxsLmNvbS9wb2xpY3kvZXF1aWxpYnJpdW0tc3VzdGFpbmFiaWxpdHkvMzQ4Nzg4Ny1nb3AtcHJpbWFyaWVzLWNvdWxkLWhlbHAtc2hhcGUtbmFzY2VudC1jb25zZXJ2YXRpdmUtY2xpbWF0ZS1wdXNoLz9lbWFpbD1iYjg3Yzc5NjMzMjRiMDk0NTgwM2ZiYjhkNzhiMDdiYjViNTMzYjllJmVtYWlsYT0zMTU0ZGU0NzU2MjMxYTk3MWNjODk2ZmUxMGFjNTQ2MSZlbWFpbGI9YzY4Mzg2YTZiM2U0MjYzZTc3MjM2ZjA1MDQ5NjU2NmRkNmRkZjVkNGJmMGQ5MWU3ODk5NTZkYTYwNDkzMzQ3NQ\/6230d8bcb246d104952d89dbB536ec243\">Read the full story here.<\/a><\/p>\n<p><strong>VIRTUAL EVENT INVITE<\/strong><\/p>\n<p><strong>The Opioid Crisis &amp; the Criminal Justice System, Wednesday, May 18 at 1 p.m. ET<\/strong><\/p>\n<p>According to SAMHSA, nearly 20 percent of incarcerated individuals have reported regular opioid use.
