The General Assembly\u00a0<a target=\"_blank\" href=\"http:\/\/capitol-beat.org\/2022\/04\/gov-kemp-signs-mental-health-overhaul-bill\/\" rel=\"noopener\">adopted<\/a>\u00a0some of those recommendations during the 2022 legislative session. \u00a0<\/p>\n<p>The commission\u00a0<a target=\"_blank\" href=\"https:\/\/www.legis.ga.gov\/schedule\/house\/AQIARgAAAxpEc5CqZhHNm8gAqgAvxFoJAGeQLC1kSDdIixjC7EHFmfIAAAJaYAAAANZQGGA2fqFiaHBHrewZqJ2eET4AAhdbcesAAAAuAAADGkRzkKpmEc2byACqACGGA2fEWgMAZ5AsLWRIN0iLGMLsQcWZ8gAAAlpgAAAA\" rel=\"noopener\">met<\/a>\u00a0Thursday to check in on the progress of the reforms and plan for the next legislative session. \u00a0<\/p>\n<p>\u201cThis is one of the best budget and policy years the agency has seen in many, many years,\u201d said Caylee Noggle,\u00a0<a target=\"_blank\" href=\"https:\/\/dch.georgia.gov\/office-commissioner\" rel=\"noreferrer noopener\">commissioner of the state Department of Community Health (DCH<\/a>), which administers Georgia Medicaid and the State Health Benefit Plan covering teachers and state employees.<\/p>\n<p>Commission members identified mental health pay rates and workforce shortages, care coordination, and helping people with mental illness avoid the criminal justice system as key priorities for the next round of reforms. \u00a0<\/p>\n<div class=\"theau-subscribe\" style=\"text-align: center; \" id=\"theau-535928917\">\n<div style=\"margin-left: auto; margin-right: auto; text-align: center; \" id=\"theau-1484326125\" data-advadstrackid=\"64229\" data-advadstrackbid=\"1\" class=\"theau-target\"><a target=\"_blank\" href=\"https:\/\/theaugustapres.wpengine.com\/subscribe\/\" class=\"adv-link\" rel=\"noopener\"><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/theaugustapress.com\/wp-content\/uploads\/2022\/03\/TAP-Subscribe-ad.jpg\" alt=\"\" srcset=\"https:\/\/theaugustapress.com\/wp-content\/uploads\/2022\/03\/TAP-Subscribe-ad.jpg 940w, https:\/\/theaugustapress.com\/wp-content\/uploads\/2022\/03\/TAP-Subscribe-ad-768x643.jpg 768w, https:\/\/theaugustapress.com\/wp-content\/uploads\/2022\/03\/TAP-Subscribe-ad-150x125.jpg 150w, https:\/\/theaugustapress.com\/wp-content\/uploads\/2022\/03\/TAP-Subscribe-ad-300x251.jpg 300w, https:\/\/theaugustapress.com\/wp-content\/uploads\/2022\/03\/TAP-Subscribe-ad-696x583.jpg 696w, https:\/\/theaugustapress.com\/wp-content\/uploads\/2022\/03\/TAP-Subscribe-ad-1068x895.jpg 1068w, https:\/\/theaugustapress.com\/wp-content\/uploads\/2022\/03\/TAP-Subscribe-ad-1920x1609.jpg 1920w, https:\/\/theaugustapress.com\/wp-content\/uploads\/2022\/03\/TAP-Subscribe-ad-501x420.jpg 501w, https:\/\/theaugustapress.com\/wp-content\/uploads\/2022\/03\/TAP-Subscribe-ad-600x502.jpg 600w\" sizes=\"auto, (max-width: 940px) 100vw, 940px\" width=\"520\" height=\"366\" style=\"display: inline-block;opacity: 1 !important;\"\/><\/a><\/div>\n<\/div>\n<p><a target=\"_blank\" href=\"https:\/\/www.legis.ga.gov\/members\/house\/181?session=1029\" rel=\"noopener\">Rep. Mary Margaret Oliver<\/a>, D-Decatur, said she is concerned that Georgia\u2019s relatively low payment rates for inpatient psychiatric treatment contribute to a shortage of treatment options for Georgians. \u00a0<\/p>\n<p>Some Georgia mental health placement beds are filled by people from other states, who are sent here because of Georgia\u2019s low rates, Oliver said.\u00a0<\/p>\n<p>DCH recently\u00a0<a target=\"_blank\" href=\"http:\/\/users\/rosemary\/Downloads\/Psychiatric%20Residential%20Treatment%20Facilities%20Rate%20Adjustment%20Public%20Notice%20AMENDED%20FVDW%20(1).pdf\" rel=\"noreferrer noopener\">raised the payment rates for some inpatient psychiatric treatment facilities<\/a>. \u00a0<\/p>\n<p>\u201cThere\u2019s still a big gap there,\u201d Noggle acknowledged.\u00a0 \u00a0<\/p>\n<p>The new mental health services bill requires DCH to study and report on Georgia\u2019s reimbursement rates by the end of this year. \u00a0<\/p>\n<p>Oliver said she would be closely watching the results of that rate study. She urged Noggle to use her role to ensure the rates are increased. \u00a0<\/p>\n<p>\u201cIt starts with you,\u201d Oliver told Noggle. \u201cIt\u2019s a pretty high priority in my mind.\u201d \u00a0<\/p>\n<p>The lack of treatment options is reflected in the number of children with mental health complaints who repeatedly visit emergency rooms at Children\u2019s Healthcare of Atlanta (CHOA) hospitals, said Dr. Daniel Salinas, chief of community clinical integration for the hospital system. \u00a0<\/p>\n<p>Salinas said many of the children who repeatedly come to CHOA emergency rooms with serious mental health complaints had been in state custody and\/or had histories of physical or sexual abuse.<\/p>\n<p>Salinas said there\u2019s a lack of \u201crobust coordination\u201d of mental health treatment plans for children.<\/p>\n<p>\u201cAs an advocacy organization, we see not doing [care coordination] for children\u2019s mental health as discrimination,\u201d said Kim Jones, executive director for the\u00a0<a target=\"_blank\" href=\"https:\/\/namiga.org\/\" rel=\"noopener\">Georgia chapter of the National Alliance on Mental Illness<\/a>.<\/p>\n<p>Salinas said CHOA has set aside $170 million to develop mental health services over the next five years.
