Those council members are signaling they could vote against the hires.<\/p>\n<p class=\"gnt_ar_b_p\">Nelson and Flores had not yet taken office when council unanimously approved the $14.5 million police plan on Dec. 1.<\/p>\n<p class=\"gnt_ar_b_p\">At least four members of City Council must approve the hirings.<\/p>\n<p class=\"gnt_ar_b_p\">Council meets Wednesday at 7:30 p.m. in the Bagnoni Council Chambers at City Hall, 626 State St.<\/p>\n<p class=\"gnt_ar_b_p\">&#8220;I&#8217;m not complaining about the work or services of the EPD, good and hard-working men and women,\u201d Nelson wrote in a Sunday e-mail to his City Council colleagues and other city officials. \u201cI&#8217;m complaining about the cost efficiencies.\u201d<\/p>\n<p class=\"gnt_ar_b_p\"><strong class=\"gnt_ar_b_al\">Juvenile violence:<\/strong><a target=\"_blank\" href=\"\/story\/news\/crime\/2022\/04\/22\/erie-school-shooting-leaders-urge-unified-approach-antonio-yarger\/65351262007\/\" rel=\"noopener\" data-t-l=\":b|e|spike click:13|${u}\" class=\"gnt_ar_b_a\">Erie leaders urge unified approach amid crime surge<\/a><\/p>\n<figure class=\"gnt_em gnt_em_img\"><img class=\"gnt_em_img_i\" style=\"height:464px\" data-g-r=\"lazy\" src=\"https:\/\/www.gannett-cdn.com\/presto\/2021\/03\/29\/NETN\/c18f27c9-35fc-49cc-a65f-ef7f68e131cd-Chuck_Nelson_Photo.jpg?crop=1063,747,x269,y443&amp;width=660&amp;height=464&amp;format=pjpg&amp;auto=webp\" decoding=\"async\" alt=\"Erie City Councilman Chuck Nelson.\"\/><\/figure>\n<p class=\"gnt_ar_b_p\">Nelson said that, according to his research, Erie already spends nearly 40% of its yearly budget on its police force, a percentage he believes is too high given the city\u2019s population, finances and how much money similar-sized cities allocate for police annually.<\/p>\n<p class=\"gnt_ar_b_p\">The 173-member Erie Bureau of Police is budgeted at $39.6 million for 2022.<\/p>\n<p class=\"gnt_ar_b_p\">Nelson told the Times-News he plans to vote against the hirings on Wednesday.<\/p>\n<aside aria-label=\"advertisement\" class=\"gnt_m gnt_x gnt_x__lbl gnt_x__al\"\/>\n<p class=\"gnt_ar_b_p\">\u201cI just want to make sure the taxpayers are getting good, cost-efficient services,\u201d Nelson said.<\/p>\n<p class=\"gnt_ar_b_p\">Flores said she also plans to vote &#8220;no&#8221; on Wednesday. She and Nelson have said previously they want to see more of the city&#8217;s ARP funding allocated to youth programs that keep young people away from crime and negative influences.<\/p>\n<p class=\"gnt_ar_b_p\"><strong class=\"gnt_ar_b_al\">Erie activist:<\/strong><a target=\"_blank\" href=\"\/story\/news\/local\/2022\/04\/22\/activist-eries-good-kids-deserve-major-community-commitment\/65350731007\/\" rel=\"noopener\" data-t-l=\":b|e|spike click:21|${u}\" class=\"gnt_ar_b_a\">&#8216;Good kids&#8217; deserve major community commitment<\/a><\/p>\n<p class=\"gnt_ar_b_p\">\u201cI cannot in good faith vote in favor of something that we can\u2019t really afford,\u201d Flores said. \u201cJust because we have the ARP funds now doesn\u2019t mean we\u2019re always going to have them to fund these positions.<\/p>\n<aside class=\"gnt_em gnt_em_anc\" id=\"gnt_atomsnc\" data-g-r=\"lazy\" data-gl-method=\"loadAnc\" aria-label=\"Newsletter signup form\"\/>\n<p class=\"gnt_ar_b_p\">\u201cAnd our youth need investment and encouragement, not more police,\u201d Flores said. \u201cWe are in a crisis in this community and I honestly believe it is because we have prioritized enforcement and our police. And what City Council voted on in December has nothing to do with what I\u2019m voting on Wednesday.\u00a0I wasn\u2019t sworn in until January.\u201d<\/p>\n<p class=\"gnt_ar_b_p\">There is support for the new hires.<\/p>\n<p class=\"gnt_ar_b_p\">Council President Liz Allen and colleagues Mel Witherspoon and Michael Keys have told the Erie Times-News they will support the hirings.<\/p>\n<figure class=\"gnt_em gnt_em_img\"><img class=\"gnt_em_img_i\" style=\"height:386px\" data-g-r=\"lazy\" src=\"https:\/\/www.gannett-cdn.com\/presto\/2021\/07\/09\/NETN\/d4cc8fbe-4824-439f-9b0d-681786d4223f-p3keys071321.jpg?width=660&amp;height=386&amp;fit=crop&amp;format=pjpg&amp;auto=webp\" srcset=\"https:\/\/www.gannett-cdn.com\/presto\/2021\/07\/09\/NETN\/d4cc8fbe-4824-439f-9b0d-681786d4223f-p3keys071321.jpg?width=1320&amp;height=772&amp;fit=crop&amp;format=pjpg&amp;auto=webp 2x\" decoding=\"async\" alt=\"Erie City Councilman Michael Keys supports hiring nine new city police officers.\"\/><\/figure>\n<p class=\"gnt_ar_b_p\">&#8220;I plan to vote in the affirmative,&#8221; Keys said. &#8220;I hope that having the extra officers on the street is a benefit to the city.&#8221;<\/p>\n<p class=\"gnt_ar_b_p\">Councilmen Ed Brzezinski and Maurice Troop could not be reached for comment.<\/p>\n<p class=\"gnt_ar_b_p\">The nine probationary city police officers City Council could vote on Wednesday are:<\/p>\n<ul class=\"gnt_ar_b_ul\">\n<li class=\"gnt_ar_b_ul_li\">Joshua Nelson<\/li>\n<li class=\"gnt_ar_b_ul_li\">Terrance Dawdy<\/li>\n<li class=\"gnt_ar_b_ul_li\">Jeffrey Parker<\/li>\n<li class=\"gnt_ar_b_ul_li\">Luigi Yates<\/li>\n<li class=\"gnt_ar_b_ul_li\">Destiny Glass<\/li>\n<li class=\"gnt_ar_b_ul_li\">Rebecca Gross<\/li>\n<li class=\"gnt_ar_b_ul_li\">William Barber<\/li>\n<li class=\"gnt_ar_b_ul_li\">Ryan Oakley<\/li>\n<li class=\"gnt_ar_b_ul_li\">Alex Miller<\/li>\n<\/ul>\n<p class=\"gnt_ar_b_p\">They would each earn an initial yearly salary of $50,205.<\/p>\n<h2 class=\"gnt_ar_b_h2\">Public safety pitch<\/h2>\n<p class=\"gnt_ar_b_p\">Schember and Erie Bureau of Police Chief Dan Spizarny pushed hard for the $14.5 million policing proposal approved by City Council in December.<\/p>\n<p class=\"gnt_ar_b_p\">The plan uses a portion of the city\u2019s $76 million ARP allocation. It would reinstate the police&#8217;s Juvenile Crime Unit at a time when juvenile crime is surging in the city and is being debated in the aftermath of the April 5 shooting at Erie High School that injured one student and the fatal April 14 shooting of 7-year-old Antonio Yarger Jr. near his Downing Avenue home.<\/p>\n<aside aria-label=\"advertisement\" class=\"gnt_m gnt_x gnt_x__lbl gnt_x__al\"\/>\n<p class=\"gnt_ar_b_p\">The police bureau\u2019s juvenile unit went away in 2005 because of city budget issues that led to the elimination of the jobs of 40 city officers.<\/p>\n<p class=\"gnt_ar_b_p\"><strong class=\"gnt_ar_b_al\">Erie High shooting:<\/strong><a target=\"_blank\" href=\"\/story\/news\/crime\/2022\/06\/07\/erie-high-shooting-defendant-agrees-to-have-case-moved-to-adult-court\/65359251007\/\" rel=\"noopener\" data-t-l=\":b|e|spike click:39|${u}\" class=\"gnt_ar_b_a\">Defendant agrees to have case moved to adult court<\/a><\/p>\n<p class=\"gnt_ar_b_p\"><strong class=\"gnt_ar_b_al\">Fatality:<\/strong><a target=\"_blank\" href=\"\/story\/news\/crime\/2022\/05\/02\/erie-man-teen-charged-fatal-shooting-7-year-old-antonio-espn-yarger-jr\/65353062007\/\" rel=\"noopener\" data-t-l=\":b|e|spike click:40|${u}\" class=\"gnt_ar_b_a\">Charges filed in 7-year-old Antonio Yarger Jr.&#8217;s shooting death<\/a><\/p>\n<p class=\"gnt_ar_b_p\">Further, the ARP-funded plan calls for reinstating the bureau&#8217;s crisis car, to handle crisis calls related to mental health, homeless and domestic incidents; adding officers to the police bureau&#8217;s Neighborhood Action Team and the Police Athletic League and Community Outreach Program, and providing equipment and vehicles to those officers.<\/p>\n<p class=\"gnt_ar_b_p\">Spizarny pointed out that between 2000 and 2005, there were 25 homicides in the city and none involved juveniles \u2014 suspects\/defendants or victims who were under the age of 18.<\/p>\n<p class=\"gnt_ar_b_p\">However, between 2015 and June of this year the city has seen 69 homicides, and 13 involve juvenile suspects\/defendants, according to Erie police data. Four of those homicide victims were juveniles.<\/p>\n<p class=\"gnt_ar_b_p\">&#8220;The lack of a juvenile unit &#8220;to hold children accountable for minor crimes and divert them from criminal activity appears to be a factor in the clearly visible increase homicides, juvenile suspects and juvenile victims,&#8221; Spizarny said.<\/p>\n<p class=\"gnt_ar_b_p\">Renee Lamis, Schember&#8217;s chief of staff, added: \u201cWe\u2019re not just giving $14.5 million to the police department.\u00a0This is about addressing specific issues.<\/p>\n<p class=\"gnt_ar_b_p\">\u201cThe whole idea is to get new officers on the street and specially train a number of officers to work more closely with mental health providers, the (Erie) School District, juvenile probation and others, so they would have specific training to deal with homelessness, mental health issues, domestic violence and other situations,&#8221; Lamis said. &#8220;Neighborhood groups, residents and others have all been reaching out asking us for this kind of help.<\/p>\n<aside aria-label=\"advertisement\" class=\"gnt_m gnt_x gnt_x__lbl gnt_x__al\"\/>\n<p class=\"gnt_ar_b_p\">\u201cThese issues were exacerbated by the pandemic,\u201d Lamis continued. \u201cThese are all preventative strategies to get people services so that they don\u2019t end up in the criminal justice system.\u201d<\/p>\n<p class=\"gnt_ar_b_p\">Lamis added that there is racial and gender diversity among the nine officer candidates: two Black males, two white females and five white males.<\/p>\n<p class=\"gnt_ar_b_p\"><strong class=\"gnt_ar_b_al\">Joining the ranks:<\/strong><a target=\"_blank\" href=\"\/story\/news\/crime\/2022\/02\/12\/erie-police-hiring-diversity-efforts-grow-new-officers-set-hire-michael-outlaw-dan-spizarny\/6718491001\/\" rel=\"noopener\" data-t-l=\":b|e|spike click:50|${u}\" class=\"gnt_ar_b_a\">Erie police adding new officers in 2022 as officials build on diversity efforts<\/a><\/p>\n<p class=\"gnt_ar_b_p\">\u201cWe have also spent time and money vetting them,&#8221; Lamis said. &#8220;They\u2019re all ready to start on June 27 and they\u2019ve already given notice to their current employers. We would have to start all of this over if they&#8217;re not approved.&#8221;<\/p>\n<p class=\"gnt_ar_b_p\">City officials, Lamis said, also believe the long-term cost of adding new officers will be mitigated significantly by attrition.<\/p>\n<p class=\"gnt_ar_b_p\">\u201cWe have 10-plus police retirements every year,\u201d she said. \u201cAnd we&#8217;re already exploring grant funding and other sources that could potentially pay for the new officers when ARP funds are gone.\u201d<\/p>\n<h2 class=\"gnt_ar_b_h2\">&#8216;Additional resources&#8217;<\/h2>\n<p class=\"gnt_ar_b_p\">Council President Liz Allen said she believes Schember\u2019s administration and the police bureau \u201chave made their case\u201d for how the $14.5 million would be used, which is why she supported the plan in December and continues to endorse it.<\/p>\n<p class=\"gnt_ar_b_p\">\u201cThe real comparison we need to zero in on is what is happening in Erie right now in terms of crime, especially gun violence, and resources,\u201d Allen said. \u201cI like the way EPD has worked with mental health providers on this new initiative.<\/p>\n<p class=\"gnt_ar_b_p\">\u201cThis funding, for now, will give the Erie Bureau of Police the staffing and the additional resources necessary to meet the challenges we are facing right now,\u201d Allen said.<\/p>\n<p class=\"gnt_ar_b_p\">Molly Brechtel, an organizer with the local social justice group<a target=\"_blank\" href=\"https:\/\/www.facebook.com\/ErieCountyUnited\" data-t-l=\":b|e|inline click|${u}\" class=\"gnt_ar_b_a\" rel=\"noopener\"> Erie County United,<\/a> said the organization is urging its members and citizens to attend Wednesday night\u2019s City Council meeting.<\/p>\n<p class=\"gnt_ar_b_p\">Brechtel opposes the new police hires.<\/p>\n<figure class=\"gnt_em gnt_em_img gnt_em_img__inset\"><img class=\"gnt_em_img_i\" style=\"height:400px\" data-g-r=\"lazy\" begging for funding, that the city is voting on increasing the police budget,\u201d Brechtel said.<\/p>\n<p class=\"gnt_ar_b_p\">The funding plan, Bechtel said, \u201dis not going to address the root causes of violence\u201d such as poverty.<\/p>\n<p class=\"gnt_ar_b_p\">Allen said she understands that Nelson and Flores did not approve the plan in late 2021, and disagree with that vote.<\/p>\n<aside aria-label=\"advertisement\" class=\"gnt_m gnt_x gnt_x__lbl gnt_x__al\"\/>\n<p class=\"gnt_ar_b_p\">\u201cBut why would Nelson and some of my council colleagues wait until June to try to change this funding plan?\u201d\u00a0Allen said. \u201cCertainly they were aware or should have been aware that this funding was committed already.\u201d<\/p>\n<p class=\"gnt_ar_b_p\">Wednesday
