Bobby Rush\u2019s likely successor in representing the deep-blue South Side district.<\/p>\n<p>With 93 percent of precincts reporting, <a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/jonathanjacksonforcongress.com\/\">Jackson<\/a>, an activist and businessman, received 27.8 percent of the vote, according to unofficial returns. He\u2019s the son of civil rights icon the Rev. Jesse Jackson and brother of disgraced former U.S. Rep. Jesse Jackson Jr.<\/p>\n<p><a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/www.illinoisfordowell.com\/\">Pat Dowell<\/a>, Chicago\u2019s 3rd Ward alderman, garnered 19 percent of the vote. Dowell announced her congressional campaign\u00a0<a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/blockclubchicago.org\/2022\/01\/05\/ald-pat-dowell-announces-run-for-rushs-congressional-seat-leaving-behind-secretary-of-state-bid\/\">one day after Rush revealed he\u2019d step down<\/a>, shifting her focus from running for Secretary of State.<\/p>\n<p>Karin Norington-Reaves, former CEO of the Chicago Cook Workforce Partnership and Rush\u2019s pick to replace him, was in third with 14.2 percent of the vote. Trailing her was State Sen. <a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/chicago.suntimes.com\/columnists\/2022\/3\/3\/22960766\/state-sen-jacqueline-collins-launches-run-for-congress-bobby-rush-seat-backed-by-father-mike-pfleger\">Jacqueline Collins<\/a> with 12.1 percent, pastor <a target=\"_blank\" rel=\"noreferrer noopener\" href=\"http:\/\/electchrisbutler.com\/\">Chris Butler<\/a> with 5.7 percent and My Block, My Hood, My City founder <a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/blockclubchicago.org\/2021\/02\/22\/jahmal-cole-my-block-my-hood-my-city-founder-hopes-to-take-bobby-rushs-seat-in-congress\/\">Jahmal Cole<\/a> with 4.9 percent, according to unofficial totals. <\/p>\n<p>Jonathan Swain, owner of the Kimbark Beverage Shoppe in Hyde Park and founder of the\u00a0<a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/blockclubchicago.org\/2022\/03\/02\/hyde-park-summer-fest-is-back-with-lupe-fiasco-busta-rhymes-marsha-ambrosius-headlining\/\">Hyde Park Summer Fest<\/a>, <a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/www.fec.gov\/data\/elections\/house\/IL\/01\/2022\/\">raised the most in the race as of June 8<\/a> with $543,199. State St., in Bronzeville on Jan. 4, 2022.<\/figcaption><\/figure>\n<p>Army veteran\u00a0<a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/www.ericcarlsonforcongress.com\/\">Eric Carlson<\/a>, gun store owner\u00a0<a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/regnierforcongress.com\/\">Jeff Regnier<\/a>, former 7th Ward committeeperson\u00a0<a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/philaniseforcongress.com\/\">Philanise White<\/a>\u00a0and\u00a0<a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/genoyoung.com\/\">Geno Young<\/a> squared off in Tuesday\u2019s Republican primary for the 1st District seat. Carlson was found guilty in 1995 of criminal sexual assault and served nearly six years in prison, <a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/www.chicagotribune.com\/politics\/elections\/ct-republican-congressional-candidate-sexual-assault-20220621-zarvzxg53nf3rpxwdabxseg7s4-story.html\">the Tribune reported last week<\/a>.<\/p>\n<p>In 1929, Oscar Stanton De Priest became the first Black person elected to Congress in the 20th century. The district has been represented by Black men ever since \u2014 including Harold Washington, who resigned in 1983 after he was elected Chicago\u2019s first Black mayor.<\/p>\n<p>A Republican has not held the 1st District seat since De Priest lost his reelection bid in 1934.<\/p>\n<h2>Replacing Rush<\/h2>\n<p>Rush, 75, <a target=\"_blank\" href=\"https:\/\/blockclubchicago.org\/2022\/01\/04\/bobby-rush-is-leaving-congress-after-16-terms-but-hes-not-retiring-his-next-mission-will-be-to-lead-his-bronzeville-church\/\" rel=\"noopener\">announced Jan. 4<\/a> he would step down when his 15th term in the House of Representatives ends next year. Norington-Reaves announced her candidacy Jan. 9 and received Rush\u2019s endorsement days later.<\/p>\n<p>Rush was re-elected to the 1st District seat 14 consecutive times with few serious challenges. His only election loss in the last 30 years came in 1999, when he ran for mayor against incumbent Richard M. Daley.<\/p>\n<p>Then-Sen. Barack Obama\u2019s only election loss came when the future president <a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/www.npr.org\/templates\/story\/story.php?storyId=125595945\">ran for Rush\u2019s seat in 2000<\/a>.<\/p>\n<p>Rush has highlighted his efforts in Congress around infrastructure, gun violence prevention and social justice as he prepares to step down.<\/p>\n<p>Among the achievements Rush has touted:<\/p>\n<ul>\n<li>His advocacy for justice in the case of\u00a0<a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/www.nytimes.com\/1995\/09\/10\/us\/in-chicago-a-homeless-man-gains-currency-in-death.html\">Joseph Gould<\/a>, a Black man experiencing homelessness who was killed by white, off-duty Chicago police officer Gregory Becker in 1995.<\/li>\n<li>The 2008 passage of the Toy Bill, which\u00a0<a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/www.nbcnews.com\/id\/wbna25959365\">banned lead in toys<\/a>\u00a0and boosted funding for the Consumer Product Safety Commission.<\/li>\n<li>Legislation to study postpartum depression and support people experiencing it. The legislation was named after Melanie Blocker Stokes, a Lake Meadows Apartments resident who died by suicide in 2001 weeks after giving birth. The bill\u00a0<a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/www.chicagotribune.com\/news\/ct-xpm-2013-01-09-ct-met-postpartum-melanie-stokes-20130109-story.html\">passed into law without funding<\/a>\u00a0in 2010 as part of the Affordable Care Act.<\/li>\n<li>Rush\u2019s 2012 protest after George Zimmerman killed Black teenager Trayvon Martin. Rush\u00a0<a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/www.washingtonpost.com\/blogs\/2chambers\/post\/rep-bobby-rush-wears-hoodie-on-house-floor-for-trayvon-martin\/2012\/03\/28\/gIQAlf8WgS_blog.html\">wore a hoodie on the House floor<\/a>\u00a0in honor of Martin before being escorted out of the session for violating a rule barring hats.<\/li>\n<\/ul>\n<p>Rush vowed in January to pass anti-lynching legislation before leaving office. That vow was fulfilled in March when <a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/www.chicagotribune.com\/nation-world\/ct-aud-nw-emmett-till-explainer-20220329-yuxc6qvbxnccflj6t5mqlmoigi-story.html\">President Joe Biden signed the Emmett Till Anti-Lynching Act<\/a> into law, making lynching a federal hate crime for the first time.<\/p>\n<p>As congressperson, Rush has \u201crepeatedly failed to pay federal, state or local taxes on time,\u201d\u00a0<a target=\"_blank\" href=\"https:\/\/www.bettergov.org\/news\/no-rush-to-payment\/\" rel=\"noreferrer noopener\">according to the Better Government Association<\/a>. Along with his second wife, Carolyn, he was\u00a0<a target=\"_blank\" href=\"https:\/\/www.chicagobusiness.com\/article\/20101104\/NEWS02\/101109915\/rep-bobby-rush-sued-by-bank-over-home-mortgages?adobe_mc=MCMID%3D90309760758725284174653625405822994284%7CMCORGID%3D138FFF2554E6E7220A4C98C6%2540AdobeOrg%7CTS%3D1641340267&amp;CSAuthResp=1%3A%3A888561%3A359%3A24%3Asuccess%3A4DEAFBE83FAB3084A25C8590F17E1D78\" rel=\"noreferrer noopener\">sued over home mortgages and unpaid property taxes<\/a>\u00a0in 2010.<\/p>\n<p>Rush was also found\u00a0<a target=\"_blank\" href=\"https:\/\/chicago.suntimes.com\/2018\/3\/15\/18355718\/judge-duns-u-s-rep-bobby-rush-for-delinquent-loan-taps-his-congressional-pay\" rel=\"noreferrer noopener\">liable for more than $1 million in loans<\/a>\u00a0given toward Beloved Community Church\u2019s failed church expansion, and a judge ordered his congressional paychecks garnished in an effort to pay back the loans.<\/p>\n<p>Rush\u00a0<a target=\"_blank\" href=\"https:\/\/projects.propublica.org\/explanations\/\" rel=\"noreferrer noopener\">missed more votes than any other representative<\/a>\u00a0between 2007 and 2015, a period during which he and Carolyn experienced severe health problems.<\/p>\n<p>The House ethics committee found in 2018 he broke the law by\u00a0<a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/ethics.house.gov\/sites\/ethics.house.gov\/files\/20180322%20Rep.%20Rush%20Report_Final.pdf\">accepting rent-free office space as a gift<\/a>\u00a0for more than two decades.<\/p>\n<p>Rush will remain a public figure and fight \u201cfor equity and justice\u201d in his community as pastor of the\u00a0<a target=\"_blank\" rel=\"noreferrer noopener\" href=\"https:\/\/www.belovedcommunitycogic.com\/\">Beloved Community Church of God in Christ<\/a>, he said in January.
