News broadcasts and newspaper headlines are dominated by a recent pair of unprovoked attacks: the <a target=\"_blank\" href=\"https:\/\/www.wweek.com\/news\/courts\/2022\/07\/13\/the-release-of-a-hate-crime-suspect-raises-difficult-questions-for-the-multnomah-county-criminal-justice-system\/\" rel=\"noopener\">racist assault of a Japanese American family over the 4th of July holiday weekend<\/a>, and the killing last week of <a target=\"_blank\" href=\"https:\/\/www.oregonlive.com\/news\/2022\/07\/82-year-old-killed-in-unprovoked-attack-was-an-oregon-state-professor.html\" rel=\"noopener\">an 82-year-old Oregon State University professor attacked at a bus stop<\/a>. Both assaults were allegedly committed by men living on the streets.<\/p>\n<p class=\"default__StyledText-xb1qmn-0 eUHuvW body-paragraph\">Violent crime rates are rising across the country, and the trend is making people feel unsafe in their cities\u2014and, by extension, threatening progressive efforts to reform the criminal justice system in Portland and major cities across the country.<\/p>\n<p class=\"default__StyledText-xb1qmn-0 eUHuvW body-paragraph\">But are progressive reforms and activist politicians to blame for the latest crime wave? That question was posed by a <a target=\"_blank\" href=\"https:\/\/www.brennancenter.org\/our-work\/research-reports\/myths-and-realities-understanding-recent-trends-violent-crime\" rel=\"noopener\">timely report<\/a> published last Tuesday by researchers at the Brennan Center for Justice in the New York University School of Law.<\/p>\n<p class=\"default__StyledText-xb1qmn-0 eUHuvW body-paragraph\">Their conclusion: There just isn\u2019t enough evidence to establish a link between increased violence and progressive policies. \u201cWe\u2019re seeing narratives about crime and public safety being used to rollback gains in the reform movement\u2014largely without evidentiary basis,\u201d Ames Grawert, an author of the report and senior counsel at the Brennan Center, told WW.<\/p>\n<p class=\"default__StyledText-xb1qmn-0 eUHuvW body-paragraph\">The problem is real: the nation\u2019s murder rate rose by nearly 30 percent in 2020 alone, the report notes. In Chicago, murders increased 57% from the prior year. In Portland, there was an <a target=\"_blank\" href=\"https:\/\/www.wweek.com\/news\/2021\/09\/29\/new-fbi-figures-show-portland-is-way-above-average-in-its-increased-rate-of-homicides\/\" rel=\"noopener\">83% jump<\/a> in homicides.<\/p>\n<p class=\"default__StyledText-xb1qmn-0 eUHuvW body-paragraph\">But, Grawert said, it\u2019s \u201cnot a blue state problem.\u201d The pandemic-fueled crime wave is hitting red and blue states, progressive cities and <a target=\"_blank\" href=\"https:\/\/www.wsj.com\/articles\/violent-crime-rural-america-homicides-pandemic-increase-11654864251?mod=e2tw\" rel=\"noopener\">conservative rural counties<\/a>. It\u2019s difficult to pinpoint a specific cause, according to the Brennan Center analysis, but \u201cthe evid\u00adence points to broad national causes driv\u00ading rising crime.\u201d<\/p>\n<p class=\"default__StyledText-xb1qmn-0 eUHuvW body-paragraph\">Furthermore, violent crime is up\u2014but nowhere near the highs seen in the 1980s and \u201890s when tough-on-crime policies were in vogue. And, according to the report, studies trying to link rising crime with police pullbacks in the wake of mass protests have failed to withstand scrutiny.<\/p>\n<p class=\"default__StyledText-xb1qmn-0 eUHuvW body-paragraph\">Grawert and his coauthor Noah Kim marshal research from across the country to make their argument, but researchers in Portland have come to similar conclusions.<\/p>\n<p class=\"default__StyledText-xb1qmn-0 eUHuvW body-paragraph\">Chris Campbell, a PSU professor who has studied Oregon\u2019s criminal justice system extensively, was critical of addressing violent crime with more punitive policies. \u201cWe\u2019ve never seen that actually work to reduce crime,\u201d he said, unless it\u2019s accompanied by significant investments in social services.<\/p>\n<p class=\"default__StyledText-xb1qmn-0 eUHuvW body-paragraph\">Still, the electorate\u2019s appetite for criminal justice reform appears to be waning. New York Governor Kathy Hochul recently rolled back aspects of major bail reform legislation passed in the state in 2019. And in San Francisco, a progressive district attorney was ousted from office following backlash over the city\u2019s lack of progress in addressing persistent low-level crime.<\/p>\n<p class=\"default__StyledText-xb1qmn-0 eUHuvW body-paragraph\">Grawert offered some policy suggestions, but little optimism.
