{"id":34033,"date":"2022-07-22T03:29:00","date_gmt":"2022-07-22T03:29:00","guid":{"rendered":"https:\/\/cjstudents.com\/index.php\/2022\/07\/22\/juvenile-offenders-dont-belong-in-angola-advocates-warn\/"},"modified":"2022-07-22T03:29:00","modified_gmt":"2022-07-22T03:29:00","slug":"juvenile-offenders-dont-belong-in-angola-advocates-warn","status":"publish","type":"post","link":"https:\/\/cjstudents.com\/index.php\/2022\/07\/22\/juvenile-offenders-dont-belong-in-angola-advocates-warn\/","title":{"rendered":"Juvenile offenders don&#8217;t belong in Angola, advocates warn"},"content":{"rendered":"<p> [ad_1]<\/p>\n<p>Criminal justice advocates say holding youth at the state&#8217;s prison will lead to worse outcomes.<\/p>\n<div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>NEW ORLEANS \u2014 Thursday night members of the community stood outside the front entrance of the Bridge City Youth Center, opposing <a target=\"_blank\" href=\"https:\/\/www.wwltv.com\/article\/news\/crime\/baton-rouge-not-ready-house-juveniles\/289-3fbfffa0-99ff-48e4-95bb-2850066a7ffa\" rel=\"noopener noreferrer\">Governor Edward&#8217;s decision to send youth to the Louisiana State Penitentiary.<\/a><\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>The governor announced this week that about half the youth will be moved from Bridge City Youth Center to the state&#8217;s prison. Upwards of 20 people Thursday night, including criminal justice advocates, said youth should not be housed in an adult facility, period.<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>Gina Womack, Executive Director at <a target=\"_blank\" href=\"https:\/\/www.fflic.org\/\" rel=\"noopener\">Families and Friends of Louisiana&#8217;s Incarcerated Children<\/a>, says the decision is directly impacting Black and brown youth, because Angola was once a plantation.<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p><strong class=\"cms__embed-related-story\">RELATED: <a target=\"_blank\" class=\"cms__embed-related-story__link\" href=\"https:\/\/www.wwltv.com\/article\/news\/crime\/baton-rouge-not-ready-house-juveniles\/289-3fbfffa0-99ff-48e4-95bb-2850066a7ffa\" rel=\"noopener\">&#8220;We were kind of blindsided by this decision&#8221; &#8211; Baton Rouge says they&#8217;re not ready to house juveniles<\/a><\/strong><\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>&#8220;The majority of the children incarcerated are Black and brown young people and it&#8217;s completely outrageous to then further traumatize these young people whose families have been seeking support and services, to now move them to a plantation,&#8221; Womack said.<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_embed\">\n<blockquote class=\"twitter-tweet\" data-dnt=\"true\" align=\"center\">\n<p lang=\"en\" dir=\"ltr\">Youth justice advocates are against the Governor\u2019s decision to send children to Angola <a target=\"_blank\" href=\"https:\/\/twitter.com\/WWLTV?ref_src=twsrc%5Etfw\" rel=\"noopener\">@WWLTV<\/a> <a target=\"_blank\" href=\"https:\/\/t.co\/JtvJo761yV\" rel=\"noopener\">pic.twitter.com\/JtvJo761yV<\/a><\/p>\n<p>\u2014 Eleanor Tabone (@EleanorTabone) <a target=\"_blank\" href=\"https:\/\/twitter.com\/EleanorTabone\/status\/1550266367206690820?ref_src=twsrc%5Etfw\" rel=\"noopener\">July 21, 2022<\/a><\/p><\/blockquote><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>The Louisiana State Penitentiary, which is also known as Angola, is a maximum security prison some consider the toughest, bloodiest prison in America.<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>Federal law requires incarcerated youth be held separately from adult inmates. The governor said this law will be followed, but the question criminal justice advocates are asking is how it will be done.<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p><strong class=\"cms__embed-related-story\">RELATED: <a target=\"_blank\" class=\"cms__embed-related-story__link\" href=\"https:\/\/www.wwltv.com\/article\/news\/crime\/bridge-city-juvenile-center-governor-john-bel-edwards-plans-announcement-tuesday\/289-f9678338-6b3e-4c2c-bc6d-4fcc5a7dba74\" rel=\"noopener\">Governor to remove violent offenders from Bridge City center, state senator says<\/a><\/strong><\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>Rachel Gassert from the <a target=\"_blank\" href=\"https:\/\/lakidsrights.org\/\" rel=\"noopener\">Louisiana Center for Children\u2019s Rights<\/a>, is one of them.<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>She fears the only way that\u2019s going to happen is by keeping kids in solitary.<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>&#8220;We do not believe its going to be possible to keep the kids separated from the adults at Angola,&#8221; Gassert said. \u201cThey can\u2019t see them, they can\u2019t hear them and that is going to be very difficult in a prison that is entirely run by the people that are incarcerated there &#8230; They virtually can never leave the building that they\u2019re being held in.&#8221;<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>Clinical Assistant Professor at Tulane University, Reggie Parquet says if the Governor can build a 12-foot fence around Bridge City, he can implement rehabilitative programs for the youth there, and those held at Angola.<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>\u201cIf we respond that quickly, I think we should also respond with building programs that will help them be successful once they return to their communities,&#8221; he said.<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>He went on to explain sending youth to an adult prison will lead to worse outcomes.<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>\u201cThey will be returned to a juvenile facility, they will be angrier, they\u2019re going to be more interested in lashing out,&#8221; Parquet said.<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>Hector Linares, Professor in Youth Justice at Loyola University agrees.<\/p>\n<\/p><\/div>\n<div class=\"article__section article__section_type_text utility__text\">\n<p>\u201cAside from the legal concerns, just a policy decision we have this hole history in Louisiana of moving away from reform of the adult correctional model and this is a giant step backwards,&#8221;
