He has practiced law in New York City, including as a homicide prosecutor in Brooklyn. He has been a visiting professor at Ural State Law University in Yekaterinburg, Russia, and he started the department of law at the National Military Academy of Afghanistan (Kabul). He has been a visiting scholar or researcher at Columbia Law School, the Australian National University College of Law, the University of Sydney Law School, and the University of Cambridge.
