But after decades of violence that, most recently, led to the murder of two Catholic priests, will Mexicans ever be ready to forgive?<\/em><\/p>\n<p>It is about 90 seconds into what is a typical ranchera-homage, or <em>narcocorrido<\/em>, of Ovidio Guzm\u00e1n &#8212; one of three brothers known collectively as the <a target=\"_blank\" href=\"https:\/\/insightcrime.org\/mexico-organized-crime-news\/los-chapitos\/\" rel=\"noreferrer noopener\">Chapitos<\/a>, a faction of the modern-day iteration of the powerful <a target=\"_blank\" href=\"https:\/\/insightcrime.org\/mexico-organized-crime-news\/sinaloa-cartel\/\" rel=\"noreferrer noopener\">Sinaloa Cartel<\/a> &#8212; when the lead singer of the group, C\u00f3digo FN, suddenly feels the need for an aside.<\/p>\n<p>\u201cOh, and by the way, I would like to apologize for the <em>Culiacanazo<\/em>,\u201d he hums, making reference to the violent October 2019 upheaval against authorities that followed Guzm\u00e1n\u2019s <a target=\"_blank\" href=\"https:\/\/insightcrime.org\/news\/analysis\/el-chapo-son-detained-freed-after-cartel-mobilization-mexico\/\" rel=\"noreferrer noopener\">brief detention<\/a> in Culiac\u00e1n, the city that has long served as the Chapitos\u2019 headquarters.<\/p>\n<p>\u201cI didn\u2019t fight,\u201d the singer\u00a0continues on behalf of Guzm\u00e1n in the video in which he is frequently surrounded by burning vehicles. \u201cThe wellbeing of my daughters comes first.\u201d<\/p>\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\">\n<p>\n<iframe loading=\"lazy\" title=\"C\u00f3digo FN - Soy El Rat\u00f3n (Video Oficial)\" width=\"640\" height=\"360\" src=\"https:\/\/www.youtube.com\/embed\/E55mKXPgWgU?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/p>\n<\/figure>\n<p>The Culiacanazo paralyzed the city for more than five hours. Amidst the chaos, the government backed down and freed Guzm\u00e1n. But for the traffickers, there was still a need for atonement. During the fighting, between <a target=\"_blank\" href=\"https:\/\/www.elfinanciero.com.mx\/nacional\/2022\/07\/15\/culiacanazo-asi-fue-detencion-y-liberacion-de-ovidio-guzman-en-2019\/\" rel=\"noreferrer noopener\">eight<\/a> and <a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2019\/10\/20\/world\/americas\/culiacan-mexico-chapo-son.html\" rel=\"noreferrer noopener\">14 people died<\/a>, and many others were injured. Cars were burned to hem in government forces, and gunfights put hundreds at risk and closed businesses and schools.<\/p>\n<p>Perhaps even worse, armed men invaded the local army barracks and <a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2019\/10\/18\/world\/americas\/mexico-cartel-chapo-son-guzman.html?action=click&amp;module=RelatedLinks&amp;pgtype=Article\" rel=\"noreferrer noopener\">kidnapped several family members<\/a> of army personnel, crossing a symbolic line that has long been respected by both sides (and kept an unwritten d\u00e9tente between them in place in areas like Culiac\u00e1n).<\/p>\n<p>However, that code, which ostensibly includes leaving \u201ccivilians\u201d (and even soldiers\u2019 families housed in enemy territory) alone, has never been particularly clear and is harder to enforce. This was <a target=\"_blank\" href=\"https:\/\/insightcrime.org\/news\/have-mexicos-cartels-stopped-respecting-the-catholic-church\/\" rel=\"noreferrer noopener\">evident<\/a> most recently in northern Mexico where two priests and a tourism guide were killed in late June, allegedly by drug traffickers who chased the guide into a church where he\u2019d sought refuge.<\/p>\n<blockquote class=\"wp-block-quote\">\n<p><mark style=\"background-color:rgba(0, 0, 0, 0);color:#b40026\" class=\"has-inline-color\"><strong>SEE ALSO:<\/strong> <\/mark><a target=\"_blank\" href=\"https:\/\/insightcrime.org\/news\/have-mexicos-cartels-stopped-respecting-the-catholic-church\/\" rel=\"noreferrer noopener\">Have Mexico&#8217;s Cartels Stopped Respecting the Catholic Church?<\/a><\/p>\n<\/blockquote>\n<p>In response, Mexico\u2019s Archdiocese, in a rare confrontational editorial in its weekly publication, <a target=\"_blank\" href=\"https:\/\/cem.org.mx\/mensaje-de-los-obispos-de-mexico-por-la-paz\/\" rel=\"noreferrer noopener\">c<\/a><a target=\"_blank\" href=\"https:\/\/cem.org.mx\/mensaje-de-los-obispos-de-mexico-por-la-paz\/\" rel=\"noopener\">alled<\/a> on President Andr\u00e9s Manuel L\u00f3pez Obrador to \u201cexamine the security strategies.\u201d And while the Catholic Church hierarchy may not speak for the entire Catholic clergy (in years past, other prominent priests, such as Alejandro Solalinde Guerra, have asked for \u201c<a target=\"_blank\" href=\"https:\/\/www.elsiglodedurango.com.mx\/noticia\/2011\/solalinde-pide-perdon-a-narcos.html\" rel=\"noreferrer noopener\">forgiveness<\/a>\u201d from the <em>narcos<\/em>, who he considers victims of neoliberal economics and corrupt politics), it remains an important barometer. \u00a0\u00a0<\/p>\n<p>The \u201cstrategies\u201d are popularly known as <em>abrazos no balazos<\/em> (hugs, not bullets), a reference to something L\u00f3pez Obrador floated during his presidential campaign but has only partially followed as president. The idea is to ratchet down the tensions between the government and criminal groups, and open space for reconciliation via a less repressive approach than his predecessors.<\/p>\n<p>For many, the Culiacanazo is the illustration of the strategy\u2019s abject failure. AMLO, as he is popularly known, defended his decision to release Guzm\u00e1n and withdraw the security forces, <a target=\"_blank\" href=\"https:\/\/www.milenio.com\/politica\/amlo-ordeno-liberar-ovidio-hijo-chapo-evitar-danar-civiles\" rel=\"noreferrer noopener\">telling<\/a> the media a couple of years after the event he did not want to \u201cput at risk the population\u201d or \u201ccivilians.\u201d<\/p>\n<p>But AMLO has also used the security forces to go after criminal groups in much the same way as his predecessors. He has continued to <a target=\"_blank\" href=\"https:\/\/insightcrime.org\/news\/analysis\/three-takeaways-el-marro-mexico\/\" rel=\"noreferrer noopener\">arrest<\/a> the heads of criminal organizations and <a target=\"_blank\" href=\"https:\/\/insightcrime.org\/news\/mexico-claims-premature-victory-after-troops-deployed-to-calm-nuevo-laredo\/\" rel=\"noreferrer noopener\">deploy<\/a> troops in <a target=\"_blank\" href=\"https:\/\/www.elsoldemorelia.com.mx\/local\/llegan-mas-de-900-elementos-del-ejercito-a-michoacan-8262779.html\" rel=\"noreferrer noopener\">large numbers<\/a> to quell violence and criminality.<\/p>\n<p>The results are mixed. Murder rates over the course of his administration are <a target=\"_blank\" href=\"https:\/\/www.gob.mx\/cms\/uploads\/attachment\/file\/744967\/CPM_Informe_de_Seguridad__20jul22.pdf\" rel=\"noreferrer noopener\">down only slightly<\/a> from their record high. Of course, not all of these are organized crime-related murders, but a good portion are. What\u2019s more, thousands have disappeared or fled the violence. Others have been forcibly recruited or trafficked by criminal groups. And still others have been forced out of business or school, as was clear on the day of the Culiacanazo when the city suddenly stopped.<\/p>\n<p>Criminal groups try to make up for these barbarities by issuing public statements that often blame the authorities or rival groups; by buying off the public with public works projects, large festivals, or handouts; or by calling for, and often providing vigilante justice against the perpetrators.<\/p>\n<p>Following the murder of the two priests, for instance, purported members of the Jalisco Cartel New Generation (Cartel de Jalisco Nueva Generaci\u00f3n \u2013 <a target=\"_blank\" href=\"https:\/\/insightcrime.org\/mexico-organized-crime-news\/jalisco-cartel\/\" rel=\"noreferrer noopener\">CJNG<\/a>) issued a video asking other groups not to mess with priests, doctors, or teachers.<\/p>\n<p>\u201cThe war is between us,\u201d one of the masked members <a target=\"_blank\" href=\"https:\/\/www.proceso.com.mx\/nacional\/estados\/2022\/7\/8\/el-mencho-lider-del-cjng-pide-carteles-no-meterse-con-sacerdotes-medicos-ni-maestros-video-289215.html\" rel=\"noreferrer noopener\">said<\/a>, reading from a script while surrounded by other, well-armed masked men.<\/p>\n<p>When none of this works, the criminals often ask for forgiveness.<\/p>\n<p>Guzm\u00e1n first issued a statement in 2019 on\u00a0social media, saying via Instagram that he would like \u201cto apologize for all the actions that were taken.\u201d <\/p>\n<p>By then, the passive-voice, narco-apology was a tradition of sorts. In 2013, the <a target=\"_blank\" href=\"https:\/\/insightcrime.org\/mexico-organized-crime-news\/knights-templar\/\" rel=\"noreferrer noopener\">Knights Templar<\/a> (Caballeros Templarios) asked for \u201c<a target=\"_blank\" href=\"https:\/\/aristeguinoticias.com\/1807\/mexico\/templarios-dejan-narcomantas-en-michoacan-y-ofrecen-disculpas-a-ciudadanos\/\" rel=\"noreferrer noopener\">forgiveness<\/a>\u201d following \u201ccommentary and criticism\u201d (\u201ccomentarios y criticas\u201d) in Michoac\u00e1n, their home territory, in a message scrawled on a banner. In 2015, after numerous gun battles in Jalisco, the CJNG hung <a target=\"_blank\" href=\"https:\/\/diario.mx\/Nacional\/2015-04-14_9d068dca\/con-mantas-cartel-de-jalisco-pide-disculpas-por-balaceras\/\" rel=\"noreferrer noopener\">dozens<\/a> of banners in the state promising people that the \u201cproblem is not with you.\u201d <\/p>\n<p>And in 2016, while speaking to a reporter, Rafael Caro Quintero &#8212; the long-time drug trafficker and, <a target=\"_blank\" href=\"https:\/\/insightcrime.org\/news\/rafael-caro-quintero-capture-celebrated-inconsequential\/\" rel=\"noreferrer noopener\">until recently<\/a>, Mexico\u2019s most sought-after fugitive &#8212; <a target=\"_blank\" href=\"https:\/\/panampost.com\/elena-toledo\/2016\/07\/25\/caro-quintero-el-narco-de-narcos-pide-perdon-desde-la-clandestinidad\/\" rel=\"noreferrer noopener\">asked for forgiveness<\/a> of \u201cMexican society for all the errors that I committed,\u201d as well as the family of the murdered Drug Enforcement Administration (DEA) agent for which he was once condemned to 40 years in a Mexico prison. <\/p>\n<blockquote class=\"wp-block-quote\">\n<p><mark style=\"background-color:rgba(0, 0, 0, 0);color:#b40026\" class=\"has-inline-color\"><strong>SEE ALSO:<\/strong> <\/mark><a target=\"_blank\" href=\"https:\/\/insightcrime.org\/news\/analysis\/the-churchs-ambiguous-role-in-mexico-drug-violence\/\" rel=\"noreferrer noopener\">The Church&#8217;s Ambiguous Role in Mexico Drug Violence<\/a><\/p>\n<\/blockquote>\n<p>Just how these apologies fit into AMLO\u2019s larger plan for <em>hugs, not bullets<\/em> is not clear. During his campaign, he <a target=\"_blank\" href=\"https:\/\/www.bbc.com\/mundo\/noticias-america-latina-42256245\" rel=\"noreferrer noopener\">floated<\/a> the idea of an \u201camnesty\u201d for narcos, \u201cif and when it has the support of the victims, the family members of the victims.\u201d <\/p>\n<p>But after being elected &#8212; aside from <a target=\"_blank\" href=\"https:\/\/www.forbes.com.mx\/podrian-beneficiarse-mas-de-94-mil-presos-de-la-amnistia-de-amlo\/\" rel=\"noreferrer noopener\">a reference to<\/a> the possibility of commuting the sentences of prisoners over the age of 65 who had been tortured &#8212; he has largely cloaked his idea of forgiveness in vague, quasi-religious terms. As president, he has also refused to spell out publicly if he is talking about judicial forgiveness in the form of an amnesty or pardons for narcos, religious forgiveness in the form of priestly or pastoral absolution, or narco-forgiveness of the type Guzm\u00e1n and Caro Quintero seem to be asking for.<\/p>\n<p>For many Mexicans, it may not matter.
