{"id":35102,"date":"2022-08-24T03:14:29","date_gmt":"2022-08-24T03:14:29","guid":{"rendered":"https:\/\/cjstudents.com\/?p=35102"},"modified":"2022-08-24T03:14:29","modified_gmt":"2022-08-24T03:14:29","slug":"houston-council-seeking-to-approve-539000-for-future-gun-buyback-programs-research-shows-it-doesnt-deter-gun-crime","status":"publish","type":"post","link":"https:\/\/cjstudents.com\/index.php\/2022\/08\/24\/houston-council-seeking-to-approve-539000-for-future-gun-buyback-programs-research-shows-it-doesnt-deter-gun-crime\/","title":{"rendered":"Houston council seeking to approve $539,000 for future gun buyback programs, research shows it doesn\u2019t deter gun crime"},"content":{"rendered":"<p> [ad_1]<\/p>\n<div id=\"\">\n<p class=\"sc-bwzfXH dist__TextBase-sc-1fnzlkn-2 hLMqRF\"><strong>HOUSTON<\/strong> \u2013 In July, Houston police collected 845 firearms during the first buyback program. <\/p>\n<p class=\"sc-bwzfXH dist__TextBase-sc-1fnzlkn-2 hLMqRF\">The city gave out $94,000 in gift cards, paid through federal grants from the American Rescue Plan. <\/p>\n<p class=\"sc-bwzfXH dist__TextBase-sc-1fnzlkn-2 hLMqRF\">On Wednesday, the council will vote on a $539,000 federal grant to Blackhawk Network Inc. to purchase gift cards for future gun buyback programs.<\/p>\n<p class=\"sc-bwzfXH dist__TextBase-sc-1fnzlkn-2 hLMqRF\">Council Member Tiffany Thomas told KPRC 2\u2032s Rilwan Balogun the next event will be in District F. She plans to support the Wednesday vote. She said gun buyback programs are tools the city needs to use to reduce gun violence.<\/p>\n<p class=\"sc-bwzfXH dist__TextBase-sc-1fnzlkn-2 hLMqRF\">\u201cTrust me, there are things that our law enforcement community does need,\u201d said at-large council member Mike Knox. \u201cThe 530,000 will be better spent on things that would actually impact crime.\u201d<\/p>\n<p class=\"sc-bwzfXH dist__TextBase-sc-1fnzlkn-2 hLMqRF\">Mayor Sylvester Turner said gun buyback programs, in addition to having more officers on the street and updating technology, among others, will help cut crime.<\/p>\n<p><span role=\"presentation\" class=\"sc-bwzfXH dist__TextBase-sc-1fnzlkn-2 fMZjuD\">Ad<\/span><\/p>\n<p class=\"sc-bwzfXH dist__TextBase-sc-1fnzlkn-2 hLMqRF\">\u201cIt\u2019s based on all of these components working in tandem with one another, and when that happens, you do have a safer city,\u201d Turner said. \u201cOne Safe Houston is costing $53 million. All of these are federal dollars that we are using to create a much safer city.\u201d<\/p>\n<p class=\"sc-bwzfXH dist__TextBase-sc-1fnzlkn-2 hLMqRF\">A 2021<a target=\"_blank\" href=\"https:\/\/www.nber.org\/system\/files\/working_papers\/w28763\/w28763.pdf\" rel=\"noopener\"> National Bureau of Economic Research study<\/a> looked at hundreds of similar programs between 1991 and 2015, researchers found no evidence buyback programs deter gun crimes.<\/p>\n<p class=\"sc-bwzfXH dist__TextBase-sc-1fnzlkn-2 hLMqRF\">\u201cThe precision of our estimates is such that, with 95 percent confidence, we can rule out decreases in the gun crime of 1.3% in the 12 months following a GBP and 2.3% a year or more after a GBP,\u201d researchers wrote.<\/p>\n<p class=\"sc-bwzfXH dist__TextBase-sc-1fnzlkn-2 hLMqRF\">\u201cI unequivocally believe that,\u201d said Greg Fremin, criminal justice professor at Sam Houston State University and a retired Houston Police Captain. \u201cDon\u2019t get me wrong, it is still a great thing. It still has a utility that we are taking weapons off the street. There are hundreds and hundreds of thousands of illegal weapons that float out on the street, so it does have an effect, but there are still a lot more weapons out there.\u201d<\/p>\n<p><span role=\"presentation\" class=\"sc-bwzfXH dist__TextBase-sc-1fnzlkn-2 fMZjuD\">Ad<\/span><\/p>\n<p class=\"sc-bwzfXH dist__TextBase-sc-1fnzlkn-2 hLMqRF\">Fremin said buyback programs are removing potential threats firearms could be used in crimes.<\/p>\n<p class=\"sc-bwzfXH dist__TextBase-sc-1fnzlkn-2 hLMqRF\">\u201cThis is a gun that\u2019s not being passed around from hand to hand, it\u2019s not going from one gang to another.
