Both reports say there is evidence the system violates the laws of war.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p><span class=\"font--article-body font-copy hide-for-print ma-0 pb-md db italic interstitial\"><a target=\"_blank\" data-qa=\"interstitial-link\" href=\"https:\/\/www.washingtonpost.com\/world\/2022\/03\/30\/ukraine-mariupol-russia-evacuation-filtration\/?itid=lk_interstitial_manual_6\" rel=\"noopener\">Ukraine says Russia forcibly relocated thousands from Mariupol. Here\u2019s one dramatic account.<\/a><\/span><\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"font-copy font--article-body gray-darkest ma-0 pb-md\">The forcible transfer or deportation of civilians from occupied territory is prohibited under the <a target=\"_blank\" href=\"https:\/\/www.un.org\/en\/genocideprevention\/documents\/atrocity-crimes\/Doc.33_GC-IV-EN.pdf\" rel=\"noopener\">Geneva Conventions<\/a>, which regulate the conduct of armed conflict. Moscow denies allegations it has forcibly relocated residents \u2014 instead claiming that Russian forces are \u201cprotecting\u201d civilians from Ukrainian troops.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"font-copy font--article-body gray-darkest ma-0 pb-md\">\u201cWe do have information that officials from Russia\u2019s presidential administration are overseeing and coordinating these filtration operations,\u201d Emma Gilligan, a senior expert with the State Department\u2019s Office of Global Criminal Justice, told reporters Wednesday.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"font-copy font--article-body gray-darkest ma-0 pb-md\">\u201cWe also know that Russia is using advanced technology to facilitate filtration processes, including for the purposes of collecting data on Ukrainian citizens,\u201d she said.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"font-copy font--article-body gray-darkest ma-0 pb-md\">In its <a target=\"_blank\" href=\"https:\/\/www.hrw.org\/node\/382706\" rel=\"noopener\">report <\/a>released Thursday, Human Rights Watch described the filtration system in Ukraine as a \u201cmass illegal data collection exercise\u201d with \u201cno legal underpinnings.\u201d<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"font-copy font--article-body gray-darkest ma-0 pb-md\">Residents are funneled to registration sites, where they are screened and released or detained. Some Ukrainians have disappeared, according to Human Rights Watch, or were deported to Russia without identification documents.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p><span class=\"font--article-body font-copy hide-for-print ma-0 pb-md db italic interstitial\"><a target=\"_blank\" data-qa=\"interstitial-link\" href=\"https:\/\/www.washingtonpost.com\/world\/2022\/05\/06\/ukraine-mariupol-russian-filtration-camp-video\/?itid=lk_interstitial_manual_14\" rel=\"noopener\">Video shows Russian \u2018filtration camp,\u2019 Mariupol mayor\u2019s office says<\/a><\/span><\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"font-copy font--article-body gray-darkest ma-0 pb-md\">Ukrainians who go through the system have had their phone contacts downloaded, fingerprints and photographs taken and passport numbers collected, according to the Yale <a target=\"_blank\" href=\"https:\/\/hub.conflictobservatory.org\/portal\/apps\/sites\/#\/home\/pages\/filtration-1\" rel=\"noopener\">report<\/a>, which was published last week.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"font-copy font--article-body gray-darkest ma-0 pb-md\">The researchers said they found \u201cwith high confidence\u201d that Russian and allied forces in the Donetsk region of eastern Ukraine have used 21 sites for \u201cfiltration operations.\u201d<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"font-copy font--article-body gray-darkest ma-0 pb-md\">The sites include registration points, temporary holding facilities, interrogation centers and prisons for long-term detention.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"font-copy font--article-body gray-darkest ma-0 pb-md\">The scale of the filtration system is \u201csignificant,\u201d Nathaniel Raymond, executive director of the Humanitarian Research Lab, said at the same briefing with reporters on Wednesday. The lab\u2019s report is part of the Conflict Observatory, a State Department-supported initiative to document Russian war crimes in Ukraine.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"font-copy font--article-body gray-darkest ma-0 pb-md\">One of the locations identified by the report includes a school in Bezimenne, a village east of Mariupol. In May, The Washington Post <a target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/world\/2022\/05\/06\/ukraine-mariupol-russian-filtration-camp-video\/?itid=lk_inline_manual_21\" rel=\"noopener\">geolocated video clips<\/a> showing the school, where men forcibly taken from Mariupol were detained, made to sleep on the floor and threatened with torture and execution, according to a Telegram post accompanying the footage.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"font-copy font--article-body gray-darkest ma-0 pb-md\">Satellite images and videos also <a target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/world\/2022\/03\/27\/russian-camps-outside-mariupol\/?itid=lk_inline_manual_24\" rel=\"noopener\">verified by The Post<\/a> in March showed Russian-backed forces building a tent city in the area. Russian authorities described it at the time as a \u201clife-supporting\u201d center for refugees from Mariupol, while Ukrainian leaders accused Russia of taking residents to \u201cfiltration camps\u201d against their will.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"font-copy font--article-body gray-darkest ma-0 pb-md\">According to Human Rights Watch, some Ukrainians traveled to Russia voluntarily, including men who wanted to avoid martial law in Ukraine, which bars most military-age men from leaving the country.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"font-copy font--article-body gray-darkest ma-0 pb-md\">It remains unclear exactly how many Ukrainians have been deported to Russia, or even subjected to the \u201cfiltration\u201d screening process. In July, Secretary of State Antony Blinken <a target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/world\/2022\/07\/13\/ukraine-russia-forced-deportation-antony-blinken\/?itid=lk_inline_manual_27\" rel=\"noopener\">said<\/a> that Russia had deported 900,000 to 1.6 million Ukrainian citizens \u2014 and that many of those \u201cforcibly deported,\u201d including 260,000 children, have ended up in Russia\u2019s Far East.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"font-copy font--article-body gray-darkest ma-0 pb-md\">In late June, Ukrainian Deputy Prime Minister Iryna Vereshchuk put the number of Ukrainians forcibly moved to Russia at 1.2 million, while Russia has said nearly 2.5 million Ukrainian \u201crefugees\u201d had moved to the country.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"font-copy font--article-body gray-darkest ma-0 pb-md\">Still, much remains unknown about the filtration system, including how Russian authorities are using the data they collect and where many who were detained or transferred to Russia have ended up.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"font-copy font--article-body gray-darkest ma-0 pb-md\">\u201cThis report is really to serve as a foundation for further investigation, advocacy and hopefully access by the international community to these sites that constitute, to be clear, a human rights emergency,\u201d Raymond said.<\/p>\n<\/div>\n<div class=\"mb-lg-mod hide-for-print\" id=\"link-box\">\n<div data-qa=\"content\" class=\"linkbox-content\">\n<h3 class=\"font-md font-bold font--headline offblack lh-md pb-xs\" data-qa=\"linkbox-headline\">War in Ukraine: What you need to know<\/h3>\n<p class=\"font-xxs gray-darkest lh-md ma-0 pb-xs pt-xs mt-xxs mb-xxs linkbox-content-item\"><b>The latest: <\/b>Grain shipments from Ukraine are gathering pace under <a target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/world\/2022\/07\/22\/ukraine-grain-deal-turkey-russia\/\" rel=\"noopener\">the agreement<\/a> hammered out by Ukraine, Russia, Turkey and the United Nations in July. At least 18 ships, including loads of wheat, corn and sunflower oil, have departed.<\/p>\n<p class=\"font-xxs gray-darkest lh-md ma-0 pb-xs pt-xs mt-xxs mb-xxs linkbox-content-item\"><b>The fight: <\/b>The conflict on the ground grinds on as Russia uses its advantage in heavy artillery to pummel Ukrainian forces, which have sometimes been able to put up <a target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/world\/2022\/07\/27\/ukraine-war-russia-artillery\/\" rel=\"noopener\">stiff resistance.<\/a> In the south, Ukrainian hopes rest on liberating the Russia-occupied <a target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/world\/2022\/08\/12\/ukraine-kherson-battle\/\" rel=\"noopener\">Kherson region<\/a>, and ultimately Crimea, seized by Russia in 2014.
