He is more likely to have been\u00a0in the youth justice<strong> <\/strong>system, and almost certainly has connections\u00a0to organised crime.<\/p>\n<p class=\"_1g_Rg\">He is serving an 11-year sentence in jail for a serious firearms-related crime.\u00a0<\/p>\n<p class=\"_1g_Rg\">And he knows a guy that can get you a gun.<\/p>\n<p class=\"_1g_Rg\">It&#8217;s a portrait of the average Australian who operates\u00a0in the country&#8217;s illegal firearms market, built from the findings of a 2022 Deakin University study.<\/p>\n<p class=\"_1g_Rg\">In the study, criminology professor\u00a0David Bright and his colleagues conducted 75 interviews with prisoners across 16 correctional facilities\u00a0comprising\u00a0drug traffickers, members of organised crime gangs and armed robbers.<\/p>\n<p class=\"_1g_Rg\">The researchers were attempting to build a\u00a0picture of the illegal gun trade in the Australian underworld.<\/p>\n<p class=\"_1g_Rg\">They found\u00a0buying an illegal gun in Australia could be as easy as a trip to the supermarket\u00a0for those in the know.<\/p>\n<p class=\"_1g_Rg\">Figures show a deep\u00a0reservoir\u00a0of illegal firearms exists for criminals to tap into, with police measures only able to recover tiny fractions each year.<\/p>\n<figure class=\"_247xw _3qLh5 _sBMB _3pBTa\" role=\"group\" data-print=\"inline-media\" aria-labelledby=\"101315090\" data-component=\"Figure\" data-uri=\"coremedia:\/\/imageproxy\/101315090\">\n<div class=\"_3poXF\">\n<div class=\"_1Axyg\" style=\"--aspect-ratio:1.5\" data-component=\"AspectRatioContainer\"><img decoding=\"async\" alt=\"Guns seized by police on a table. \" class=\"jMqWO _1PHKk\" sizes=\"100vw\" src=\"https:\/\/live-production.wcms.abc-cdn.net.au\/f464642979d05e9d76a95a913f3cff99?impolicy=wcms_crop_resize&amp;cropH=2688&amp;cropW=4032&amp;xPos=0&amp;yPos=120&amp;width=862&amp;height=575\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/div>\n<\/div><figcaption class=\"_1EAJU _2_dbS _2L258 _14LIk _3pVeq hmFfs _2F43D\" id=\"101315090\" data-component=\"Figure__figcaption\"> <!-- -->Deakin University researchers say there has\u00a0been a dearth of study into Australia&#8217;s illegal firearm market.<cite class=\"_1EAJU _1ftZy _2L258 _14LIk _3pVeq hmFfs _2F43D\" data-component=\"Figure__cite\">(<span class=\"_1EAJU _1s6pr _2L258 _1BqKa _3pVeq hmFfs _2F43D\" data-component=\"Byline\"><span class=\"_1EAJU _2L258 _14LIk _3pVeq hmFfs _2F43D\" data-component=\"Text\"><span>ABC News: Jessica Moran<\/span><\/span><\/span>)<\/cite><\/figcaption><\/figure>\n<h2 class=\"_1EAJU hMmqO SYcM3 zwVFG _1BqKa _3AExf _3HiTE x9R1x pDrMR hmFfs _390V1\" data-component=\"Heading\">The underground world of illegal firearms<\/h2>\n<p class=\"_1g_Rg\">Professor Bright said most of the interviewees came\u00a0from backgrounds where criminal behaviour\u00a0and access to guns were the norm.<\/p>\n<p class=\"_1g_Rg\">More than half of the\u00a0prisoners had spent time in youth detention or were known to police before the age of 18.<\/p>\n<p class=\"_1g_Rg\">&#8220;Some of the stories were shocking, I suppose, in the sense of the violence that some of these men had either experienced or had\u00a0engaged in using guns,&#8221; one prisoner with family ties to outlaw motorcycle gangs said.<\/p>\n<div class=\"_14Wz0 _3qLh5 _sBMB\" data-component=\"EmphasisedText\">\n<p class=\"_1g_Rg\">&#8220;If I wanted one I would have got one \u2026\u00a0within probably half an hour. As long as it takes to drive somewhere, I could have gone and \u2026 picked one up,&#8221; another prisoner said.<\/p>\n<\/div>\n<p class=\"_1g_Rg\">The researchers uncovered\u00a0a world where respect and the word of someone who could\u00a0be trusted meant everything.<\/p>\n<p class=\"_1g_Rg\">&#8220;When people know you, like you&#8217;re not an informant or anything, or you&#8217;ve got a good reputation, when people look up to you and stuff like that, they sort of want to deal with you\u00a0and it&#8217;s easy to gain access to guns. It&#8217;s just who you know,&#8221; one\u00a0prisoner said.<\/p>\n<p class=\"_1g_Rg\">While the study was conducted in South Australia and New South Wales, Professor Bright said he believed\u00a0all states in Australia would have similar underground cultures.<\/p>\n<p class=\"_1g_Rg\">&#8220;We don&#8217;t think that there&#8217;s any good reason\u00a0to believe that the findings would not generalise\u00a0to other states across Australia,&#8221;\u00a0Professor Bright said.<\/p>\n<p class=\"_1g_Rg\">Victoria Police confirmed with the ABC they had been in contact with Professor Bright _390V1\" data-component=\"Heading\">The source of illegal firearms<\/h2>\n<p class=\"_1g_Rg\">The Deakin University study identified the\u00a0main ways illegal firearms were procured in Australia.<\/p>\n<p class=\"_1g_Rg\">Very few criminals interviewed spoke of obtaining weapons through the internet or &#8220;dark web&#8221;, with them instead preferring to rely on personal connections.<\/p>\n<p class=\"_1g_Rg\">Guns are commonly obtained from friends and family, as well as from deals where a trusted party has vouched for the potential buyer.<\/p>\n<p class=\"_1g_Rg\">One prisoner was given guns on the condition that he attacked certain people to earn them.<\/p>\n<p class=\"_1g_Rg\">&#8220;I had to do two things to get the guns, but that was simple so I didn&#8217;t really have to do much,&#8221; they said.<\/p>\n<div class=\"_14Wz0 _3qLh5 _sBMB\" data-component=\"EmphasisedText\">\n<p class=\"_1g_Rg\">&#8220;I just had to shoot at people \u2026 I didn&#8217;t care \u2026 I was getting free guns out of it.&#8221;<\/p>\n<\/div>\n<p class=\"_1g_Rg\">Rural and regional properties where guns may be kept are often targeted by criminals for thefts, as are other criminals who may be keeping illegal guns.<\/p>\n<aside class=\"_3qLh5 _sBMB _1ilWc cj-aC\" data-component=\"RelatedCard\" data-uri=\"coremedia:\/\/article\/101311104\"\/>\n<p class=\"_1g_Rg\">Criminals told researchers\u00a0the theft of illicit firearms was also highly unlikely to be reported.<\/p>\n<p class=\"_1g_Rg\">Fake thefts are also common, with a &#8220;cleanskin&#8221;\u00a0\u2014 a person with no criminal record \u2014\u00a0asked to purchase a weapon before letting themselves\u00a0get robbed of it.\u00a0<\/p>\n<p class=\"_1g_Rg\">Thefts account for\u00a0a relatively small percentage of the illegal firearms market.<\/p>\n<p class=\"_1g_Rg\">The Australian Institute of Criminology reported\u00a0firearm theft increased in Australia by 15 per cent\u00a0between 2008\u201309 and 2018.<\/p>\n<p class=\"_1g_Rg\">On average, three firearms were stolen in each incident, resulting in 2,425 firearms reported stolen in 2018 \u2014\u00a0a fraction of the total number\u00a0of illegal firearms.<\/p>\n<p class=\"_1g_Rg\">It means much of the movement of legal guns into the illegal black market remains undetected by authorities.<\/p>\n<h2 class=\"_1EAJU hMmqO SYcM3 zwVFG _1BqKa _3AExf _3HiTE x9R1x pDrMR hmFfs _390V1\" data-component=\"Heading\">Scoping metropolitan gun crime<\/h2>\n<p class=\"_1g_Rg\">For people living in Australia&#8217;s two most populous states, the impact of illegal firearms is clear, with <a target=\"_blank\" class=\"u0kBv _3CtDL _1_pW8 _3Fvo9\" href=\"https:\/\/www.abc.net.au\/news\/2022-04-28\/police-investigating-man-shot-dead-southwest-sydney-greenacre\/101021006\" data-component=\"ContentLink\" data-uri=\"coremedia:\/\/article\/101021006\" rel=\"noopener\">numerous<\/a> <a target=\"_blank\" class=\"u0kBv _3CtDL _1_pW8 _3Fvo9\" href=\"https:\/\/www.abc.net.au\/news\/2022-07-12\/fatal-shooting-melbourne-fitzroy\/101232422\" data-component=\"ContentLink\" data-uri=\"coremedia:\/\/article\/101232422\" rel=\"noopener\">high-profile<\/a> <a target=\"_blank\" class=\"u0kBv _3CtDL _1_pW8 _3Fvo9\" href=\"https:\/\/www.abc.net.au\/news\/2022-08-15\/lametta-fadlallah-amy-hazouri-shot-dead-sydney\/101333514\" data-component=\"ContentLink\" data-uri=\"coremedia:\/\/article\/101333514\" rel=\"noopener\">shootings occurring this year<\/a>.<\/p>\n<p class=\"_1g_Rg\">In the 12 months up to March 2022, NSW recorded 10 firearm murders and 84 firearm assaults, the deadliest year since 2018.<\/p>\n<p class=\"_1g_Rg\">As of September 1 this year, Victoria had recorded 10\u00a0firearm assault deaths.<\/p>\n<p class=\"_1g_Rg\">Eight months into 2022, that is already a 25 per cent jump on Victorian fatalities in 2020 and 2021.<\/p>\n<p><iframe src=\"https:\/\/datawrapper.dwcdn.net\/2z483\/3\/?abcnewsembedheight=400&amp;dark=false\" title=\"GRAPH: Melbourne shootings\" class=\"WRU2i _24PXN\" height=\"400\"><\/iframe><\/p>\n<p class=\"_1g_Rg\">Victoria Police believe the majority of the shootings in Melbourne were conducted with illegal firearms.<\/p>\n<p class=\"_1g_Rg\"><a target=\"_blank\" class=\"u0kBv _3CtDL _1_pW8 _3Fvo9\" href=\"https:\/\/www.abc.net.au\/news\/2013-08-21\/police-commissioner-announces-centralised-approach-to-gun-crime\/4902374\" data-component=\"ContentLink\" data-uri=\"coremedia:\/\/article\/4902374\" rel=\"noopener\">Jurisdictions\u00a0around Australia<\/a>\u00a0<a target=\"_blank\" class=\"u0kBv _3CtDL _1_pW8 _3Fvo9\" href=\"https:\/\/www.abc.net.au\/news\/2021-04-16\/tasmania-police-task-force-to-target-illegal-firearms\/100074078\" data-component=\"ContentLink\" data-uri=\"coremedia:\/\/article\/100074078\" rel=\"noopener\">have formed their own task forces<\/a>\u00a0to combat illegal firearms, while\u00a0<a target=\"_blank\" class=\"u0kBv _3CtDL _1_pW8 _3Fvo9\" href=\"https:\/\/www.abc.net.au\/news\/2022-02-10\/gun-amnesty-queensland-crime-stoppers\/100815586\" data-component=\"ContentLink\" data-uri=\"coremedia:\/\/article\/100815586\" rel=\"noopener\">a National Firearms Amnesty came into place on July 1, 2021<\/a>.<\/p>\n<p class=\"_1g_Rg\">The Victorian government also announced the formation of an illegal guns unit in January last year to proactively police illicit firearm trafficking.<\/p>\n<p class=\"_1g_Rg\">Police use firearms prohibition orders (FPOs)\u00a0to ban people they\u00a0believe\u00a0are linked to organised crime from coming into contact with guns.<\/p>\n<p class=\"_1g_Rg\">FPO orders were strengthened in NSW in 2013, while Victoria introduced them in 2018.<\/p>\n<p><iframe src=\"https:\/\/datawrapper.dwcdn.net\/WrZJx\/5\/?abcnewsembedheight=400&amp;dark=false\" title=\"GRAPH: Illegal guns pie chart\" class=\"WRU2i _24PXN\" height=\"400\"><\/iframe><\/p>\n<p class=\"_1g_Rg\">There are more than 1,550\u00a0FPOs currently active in Victoria,\u00a0but data since<strong>\u00a0<\/strong>their introduction in May 2018 does not necessarily point towards a reduction in serious crime.<\/p>\n<p class=\"_1g_Rg\">In 2019\u00a0\u2014 the year after FPOs were introduced\u00a0\u2014 Victoria recorded a nine-year high in firearm assault deaths.\u00a0<\/p>\n<p class=\"_1g_Rg\">But Victoria\u00a0Police believe the orders remain an effective tool to stifle crime.<\/p>\n<p class=\"_1g_Rg\">&#8220;We strongly believe that\u00a0FPOs are making a difference in relation to firearm-related crime,&#8221; a Victoria Police\u00a0spokesperson said.<\/p>\n<p class=\"_1g_Rg\">&#8220;As an example, in 2021 none of our non-fatal injury shootings were linked to [outlaw motorcycle gangs] and we believe\u00a0FPOs are a significant contributor to this.&#8221;<\/p>\n<p class=\"_1g_Rg\">Anyone served with an FPO must immediately surrender any firearms and they are liable to be searched by police at any time without a warrant if authorities have reason to believe they are in possession of a gun.<\/p>\n<p class=\"_1g_Rg\">NSW Police have conducted 118 of these searches this year and\u00a0seized 211 firearms.<\/p>\n<p class=\"_1g_Rg\">Last year, Victoria Police seized 1,045 illegal and imitation firearms.<\/p>\n<p class=\"_1g_Rg\">But it is just a drop in the ocean.<\/p>\n<figure class=\"_247xw _3qLh5 _sBMB _1ilWc\" role=\"group\" data-print=\"inline-media\" aria-labelledby=\"101309852\" data-component=\"Figure\" (ACIC) estimate there are at least 260,000 illegal firearms circulating in Australia.<\/p>\n<p class=\"_1g_Rg\"><a target=\"_blank\" class=\"u0kBv _3CtDL _1_pW8 _3Fvo9\" href=\"https:\/\/www.acic.gov.au\/sites\/default\/files\/2020-08\/illicit_firearms_in_australia.pdf\" data-component=\"ContentLink\" rel=\"noopener\">In its report<\/a>, it states the number of illegal firearms could be as high as 600,000 if estimation methods from\u00a0the\u00a0United Nations Office on Drugs and Crime were used.<\/p>\n<p class=\"_1g_Rg\">The figures were produced in 2016, but an\u00a0ACIC spokesperson said the commission\u00a0had\u00a0not observed a significant change in the market since the report was released.<\/p>\n<p class=\"_1g_Rg\">It means the seizures represent just a fraction of a percentage of Australia&#8217;s\u00a0illegal firearms market.\u00a0And for those convicted of serious gun-related crimes in SA and NSW, not much has changed.<\/p>\n<p class=\"_1g_Rg\">The insular nature of the illegal firearms market has led to increased caution among criminals when trafficking and carrying firearms, but the ease of access remains the same.<\/p>\n<p class=\"_1g_Rg\">&#8220;Honestly, the access is pretty easy. I could get access to a gun within an hour of walking out of jail \u2026\u00a0no problem at all,&#8221; one prisoner said in the Deakin report.<\/p>\n<div class=\"_14Wz0 _3qLh5 _sBMB\" data-component=\"EmphasisedText\">\n<p class=\"_1g_Rg\">&#8220;I&#8217;m telling you, within an hour someone&#8217;s f***ing sitting next to you going, &#8216;How much cash have you got?'&#8221;<\/p>\n<\/div>\n<h2 class=\"_1EAJU hMmqO SYcM3 zwVFG _1BqKa _3AExf _3HiTE x9R1x pDrMR hmFfs _390V1\" data-component=\"Heading\">Licensed\u00a0gun owners say laws are becoming too restrictive<\/h2>\n<p class=\"_1g_Rg\">With the increased pressure on the illegal firearms market, licensed\u00a0gun owners have said they feel unfairly caught in the crosshairs of policing.\u00a0<\/p>\n<p class=\"_1g_Rg\">National Shooting Council vice-president Peter Zabrdac said criminals should be the focus of police, not legal firearm owners.<\/p>\n<p class=\"_1g_Rg\">&#8220;There is a stigma\u00a0and shooters in Victoria, in particular, are feeling unfairly targeted, and there&#8217;s a lot of resentment out there,&#8221;\u00a0Mr Zabrdac said.<\/p>\n<p class=\"_1g_Rg\">He said despite the multitude of FPOs issued by Victoria Police, they appeared to have done very little to clamp down on gun crime in Victoria, while legal gun owners had suffered from heavy-handed policing.<\/p>\n<p class=\"_1g_Rg\">&#8220;Demonising us, targeting us and saying that licensed firearms owners are the problem and clamping down on us continually to the point of harassment, it&#8217;s no solution to the problem,&#8221; Mr Zabrdac said.<\/p>\n<div class=\"_14Wz0 _3qLh5 _sBMB\" data-component=\"EmphasisedText\">\n<p class=\"_1g_Rg\">&#8220;We&#8217;re not the problem. Criminals don&#8217;t respect firearm laws, they don&#8217;t respect FPOs.
