Credit: Submitted<\/span>\n<\/p>\n<\/div>\n<\/div>\n<p>Chris Robson, independent chair of NYJB, said: \u201cYoung people who are arrested or accused of offending are children first and foremost, and in many cases are victims themselves.\u00a0<\/p>\n<p>\u201cWe need to understand why they are behaving in a certain way and give them the support they need to flourish and make a positive contribution to society as they grow up into adulthood.\u201d<\/p>\n<p>Research by the <a target=\"_blank\" href=\"https:\/\/howardleague.org\/news\/child-arrests-in-england-and-wales-reduced-by-74-per-cent-in-a-decade\/\" rel=\"nofollow noopener\">Howard League<\/a>, a penal reform charity, has shown that the more a child comes into contact with the criminal justice system, the more crimes they go on to commit.<\/p>\n<p>Programmes to reduce child arrests help police \u201cdivert resources to tackling serious crime instead of arresting children unnecessarily\u201d, it said.<\/p>\n<h3><strong>&#8216;Meaningful&#8217;
