{"id":35832,"date":"2022-09-19T08:22:51","date_gmt":"2022-09-19T08:22:51","guid":{"rendered":"https:\/\/cjstudents.com\/?p=35832"},"modified":"2022-09-19T08:22:51","modified_gmt":"2022-09-19T08:22:51","slug":"scsd-community-debate-recent-security-increases-impact-on-students","status":"publish","type":"post","link":"https:\/\/cjstudents.com\/index.php\/2022\/09\/19\/scsd-community-debate-recent-security-increases-impact-on-students\/","title":{"rendered":"SCSD community debate recent security increase&#8217;s impact on students"},"content":{"rendered":"<p> [ad_1]<\/p>\n<div>\n<p style=\"text-align: left;\"><em>Get the latest Syracuse news delivered right to your inbox. <\/em><br \/><em>Subscribe to our newsletter <a target=\"_blank\" href=\"https:\/\/dailyorange.us5.list-manage.com\/subscribe?u=daefd1a21be88018926c9a8c2&amp;id=737851c5ca\" rel=\"noopener\">here<\/a>.<\/em><\/p>\n<p>Though they usually aren\u2019t in his classroom, Joe Bennett, a Syracuse City School District teacher and <a target=\"_blank\" href=\"https:\/\/directory.runforsomething.net\/candidate\/1588\/bennett-joseph\" rel=\"noopener\">candidate<\/a> for the Onondaga County legislature, said he\u2019s seen the way sentries and Student Resource Officers have policed students and observed the guards around the building. <\/p>\n<p>\u201cIt seems like they\u2019re usually not engaging as much unless somebody calls them but I think once you call them you risk criminalization,\u201d Bennett said. \u201cIt\u2019s better to call a social worker or somebody who can try to understand the issue instead of instantly criminalizing our students.\u201d<\/p>\n<p>In its <a target=\"_blank\" href=\"https:\/\/www.syracusecityschools.com\/tfiles\/folder12959\/DPS%20Update%20School%20Safety%20Districtwide%20Safety%20Committee%20Meeting%202022-23%20with%20updates%20%28002%29.pdf\" rel=\"noopener\">2022-23 District Safety Plan<\/a>, SCSD proposed an increase in sentries in schools. Following a period of <a target=\"_blank\" href=\"https:\/\/www.syracusecityschools.com\/districtpage.cfm?pageid=12957\" rel=\"noopener\">public comment<\/a> that ended in late August, the district added 40 sentries. <\/p>\n<p><span id=\"ezoic-pub-ad-placeholder-131\" class=\"ezoic-adpicker-ad\"\/><span class=\"ezoic-ad ezoic-at-0 box-3 box-3131 adtester-container adtester-container-131\" data-ez-name=\"dailyorange_com-box-3\"><span id=\"div-gpt-ad-dailyorange_com-box-3-0\" ezaw=\"300\" ezah=\"250\" style=\"position:relative;z-index:0;display:inline-block;padding:0;min-height:250px;min-width:300px;\" class=\"ezoic-ad\"\/><\/span><\/p>\n<p>Sentries are responsible for \u201call facets of safety and security\u201d within a school building, according to the plan\u2019s <a target=\"_blank\" href=\"https:\/\/www.syracusecityschools.com\/tfiles\/folder12959\/District%20Wide%20ERP-SP%202022-23%20Draft%20with%20revisions.pdf\" rel=\"noopener\">emergency management<\/a> component. Sentries are not police officers but uniformed security guards that the District Department of Public Safety employs, the plan writes. Sentries also screen students and their bags using a metal detector.<\/p>\n<p><center><br \/>\n\t<!-- \/1049231\/Square\/square-a --><br \/>\n<!-- \/1049231\/Square\/square-a --><\/p>\n<p><\/center><\/p>\n<p>Precious Walker, a parent of a fifth grader in the district and the moderator of a <a target=\"_blank\" href=\"https:\/\/www.facebook.com\/groups\/496894820409518\/\" rel=\"noopener\">Facebook group<\/a> for SCSD parents, said she and other parents are trying to figure out how the plan is going to help.<\/p>\n<p>Walker added that no effort can stop everything, and pointed to transportation to school as an area where added security could be more useful. <\/p>\n<p>\u201cIf you add more (sentries), well, can we add more bus aides? To like, kind of stop it at that layer?\u201d Walker said.<\/p>\n<p>Marsha Weissman, the author of \u201cPrelude to Prison: Student Perspectives on School Suspension\u201d and a parent in the district, said though the district has made improvements in recent years, using resources to increase police presence isn\u2019t moving in the right direction. <span id=\"ezoic-pub-ad-placeholder-109\" class=\"ezoic-adpicker-ad\"\/><span class=\"ezoic-ad ezoic-at-0 medrectangle-3 medrectangle-3109 adtester-container adtester-container-109 ezoic-ad-adaptive\" data-ez-name=\"dailyorange_com-medrectangle-3\"><span class=\"ezoic-ad medrectangle-3 medrectangle-3-multi-109 adtester-container adtester-container-109\" data-ez-name=\"dailyorange_com-medrectangle-3\"><span id=\"div-gpt-ad-dailyorange_com-medrectangle-3-0\" ezaw=\"290\" ezah=\"250\" style=\"position:relative;z-index:0;display:inline-block;padding:0;min-height:250px;min-width:290px;\" class=\"ezoic-ad\"\/><\/span><span class=\"ezoic-ad medrectangle-3 medrectangle-3-multi-109 adtester-container adtester-container-109\" data-ez-name=\"dailyorange_com-medrectangle-3\"><span id=\"div-gpt-ad-dailyorange_com-medrectangle-3-0_1\" ezaw=\"290\" ezah=\"250\" style=\"position:relative;z-index:0;display:inline-block;padding:0;min-height:250px;min-width:290px;\" class=\"ezoic-ad\"\/><\/span><\/span><\/p>\n<p>Though the district gets some say who gets placed in schools as a sentry, she said, sentries ultimately report to the police and are not school employees. <\/p>\n<p>\u201cWhat\u2019s disappointing is that the scarce resources are being directed to personnel that still help play a more law enforcement type role, even if they\u2019re not official police, rather than getting mental health counselors and social workers,\u201d Weissman said. <\/p>\n<p>In her research, Weissman \u2013 who is also an adjunct sociology professor in the Maxwell School of Citizenship and Public Affairs at Syracuse University \u2013 said increasing law enforcement measures and policing in schools is connected with higher rates of suspension in students. In SCSD and nationally, she said, suspensions for subjective behaviors are more common than suspensions for violent crimes.<\/p>\n<p>\u201cKids get suspended for things like being disruptive in class, \u2026 pushing and shoving. Digital Editor<\/p>\n<p>During an <a target=\"_blank\" href=\"https:\/\/dailyorange.com\/2022\/09\/syracuse-city-school-district-interim-superintendent-community-conversation\/\" rel=\"noopener\">SCSD \u2018Community Conversation\u2019<\/a> on Aug. 31, a series of events providing a platform for community input, SCSD Interim Superintendent Anthony Davis said sentries are intended to ensure students\u2019 safety, not to monitor them, in response to concerns that students will be overpoliced. <\/p>\n<p><span id=\"ezoic-pub-ad-placeholder-130\" class=\"ezoic-adpicker-ad\"\/><span class=\"ezoic-ad ezoic-at-0 box-4 box-4130 adtester-container adtester-container-130\" data-ez-name=\"dailyorange_com-box-4\"><span id=\"div-gpt-ad-dailyorange_com-box-4-0\" ezaw=\"336\" ezah=\"280\" style=\"position:relative;z-index:0;display:inline-block;padding:0;width:100%;max-width:1200px;margin-left:auto !important;margin-right:auto !important;min-height:400px;min-width:580px;\" class=\"ezoic-ad\"\/><\/span><\/p>\n<p>Even when figures like sentries or police are \u201cwell-behaved\u201d or don\u2019t overpolice students with respect to trivial matters, Weissman said, their presence introduces another side of the issue for students. <span id=\"ezoic-pub-ad-placeholder-111\" class=\"ezoic-adpicker-ad\"\/><\/p>\n<p>Weissman said she found that most students didn\u2019t view the sentries in their schools as helping figures after conducting interviews about students\u2019 experience with schools becoming more like prisons for her book.<\/p>\n<p>\u201cWhile there certainly were some kids who reported having developed a good relationship with the law enforcement folks in their school, for the most part, they did not,\u201d she said. \u201cKids aren\u2019t stupid, and they know the role and function of police.\u201d<\/p>\n<p>Walker said the way students perceive sentries in their schools as well as some of their insecurity starts with the entire community\u2019s relationship with police. <\/p>\n<p>\u201cThe community is going to have to trust them first, before you put them in the schools because if mama and daddy are afraid or don\u2019t like them, that\u2019s definitely gonna trickle down to that child,\u201d Walker said. <\/p>\n<p><span id=\"ezoic-pub-ad-placeholder-112\" class=\"ezoic-adpicker-ad\"\/><span class=\"ezoic-ad ezoic-at-0 banner-1 banner-1112 adtester-container adtester-container-112\" data-ez-name=\"dailyorange_com-banner-1\"><span id=\"div-gpt-ad-dailyorange_com-banner-1-0\" ezaw=\"336\" ezah=\"280\" style=\"position:relative;z-index:0;display:inline-block;padding:0;width:100%;max-width:1200px;margin-left:auto !important;margin-right:auto !important;min-height:400px;min-width:580px;\" class=\"ezoic-ad\"\/><\/span>Weissman also said students\u2019 impressions of sentries resembling officers in their schools stem from a larger community\u2019s dynamics. For students from communities that have experienced police abuse, she said, seeing \u201cbetter-behaved\u201d sentries that look like police at school isn\u2019t enough to reconstruct their perceptions. <\/p>\n<p>Kids who grew up in cities and overpoliced communities, Walker said, also have more emotional and mental health needs. Resources for counseling and therapy need to balance the increased police presence, she added. <\/p>\n<p>Walker said though the district is trying to keep students as safe as possible while deescalating trauma, it has its hands tied. <span id=\"ezoic-pub-ad-placeholder-113\" class=\"ezoic-adpicker-ad\"\/><span class=\"ezoic-ad ezoic-at-0 large-leaderboard-2 large-leaderboard-2113 adtester-container adtester-container-113\" data-ez-name=\"dailyorange_com-large-leaderboard-2\"><span id=\"div-gpt-ad-dailyorange_com-large-leaderboard-2-0\" ezaw=\"336\" ezah=\"280\" style=\"position:relative;z-index:0;display:inline-block;padding:0;width:100%;max-width:1200px;margin-left:auto !important;margin-right:auto !important;min-height:400px;min-width:580px;\" class=\"ezoic-ad\"\/><\/span><\/p>\n<p><a target=\"_blank\" href=\"https:\/\/dailyorange.com\/donate\" rel=\"noopener\"><img decoding=\"async\" class=\"alignleft wp-image-317495 size-full\" src=\"https:\/\/s3.amazonaws.com\/dailyorange\/wp-content\/uploads\/2021\/02\/21132908\/membership_button_new-10.jpg\" alt=\"membership_button_new-10\" width=\"100%\" height=\"auto\"\/><\/a><\/p>\n<p>Bennett, who is a member of The Syracuse Police Abolition and Radical Revisioning Coalition, said despite a few new hires, the district needs a lot more social workers and people who understand trauma. Bennett said if they\u2019re not already, the sentries need to be trained on trauma. <\/p>\n<p>According to the emergency management plan, sentries are trained to respond to physical altercations with approved de-escalation and physical restraint tactics, trained in CPR and the use of AEDs and have completed FEMA Emergency Management Institute training. <span id=\"ezoic-pub-ad-placeholder-117\" class=\"ezoic-adpicker-ad\"\/><span class=\"ezoic-ad ezoic-at-0 leader-1 leader-1117 adtester-container adtester-container-117\" data-ez-name=\"dailyorange_com-leader-1\"><span id=\"div-gpt-ad-dailyorange_com-leader-1-0\" ezaw=\"250\" ezah=\"250\" style=\"position:relative;z-index:0;display:inline-block;padding:0;width:100%;max-width:1200px;margin-left:auto !important;margin-right:auto !important;min-height:400px;min-width:580px;\" class=\"ezoic-ad\"\/><\/span><\/p>\n<p>The district, Bennett said, promotes dealing with issues in a \u201crestorative\u201d way in its  <a target=\"_blank\" href=\"https:\/\/www.syracusecityschools.com\/tfiles\/folder12959\/Code%20of%20Conduct%202022-23%20Highlighted%20DW%20ERP%20Exhibit%201.pdf\" rel=\"noopener\">code of conduct<\/a>. To Bennett, SCSD\u2019s approach is counterintuitive. <\/p>\n<p>\u201cRestorative to me means you\u2019re trying to discover root causes of issues and trying to repair harm,\u201d he said. \u201cI don\u2019t think there\u2019s a chance to repair harm and discover and solve root causes if you\u2019re just bringing in a sentry or bringing in a \u2026 student resource officer.\u201d<\/p>\n<p>SCSD\u2019s code of conduct refers to restorative justice as an intervention that \u201caddresses specific issues and behaviors which warrant the assignment of a consequence.\u201d<\/p>\n<p>Despite some specific emotional needs, Walker said, students in urban districts like SCSD are no different from kids in suburbs, but the district\u2019s issues are often amplified compared to suburban schools. <\/p>\n<p>Weissman also said that, contrary to the district\u2019s negative portrayal, its students are accomplished and doing essential work within the community. <\/p>\n<p>Walker said students need to be part of the conversation when it comes to implementing measures that ultimately affect them as much as security increases.<\/p>\n<p>\u201cThey\u2019re the ones who are going to be most affected by it. Get their opinion. It\u2019s not like they\u2019re oblivious \u2026 they are a lot brighter and smarter than we give them credit for. So even if it\u2019s a second grader, they maybe can\u2019t put it in words like a middle schooler.
