As a sociologist working with formerly incarcerated women, I study the harsh challenges faced by this group, including high rates of poverty, homelessness, physical and mental illness, and childhood and domestic abuse. Prison exacerbates these problems.<\/span><\/p>\n<p class=\"paragraph | gutter_20_0\"><span class=\"html-render\">Most of the <a target=\"_blank\" href=\"https:\/\/commonwealthmagazine.org\/criminal-justice\/report-backs-smaller-womens-prison-to-replace-mci-framingham\/\" rel=\"noopener\">approximately 175 women<\/a> currently at MCI-Framingham could be released under existing statutes, including the Primary Caretakers Act; a law prohibiting civil commitment of women to prison; and medical parole. Until now, all of these tools have been grossly underutilized.<\/span><\/p>\n<\/div>\n<div>\n<p class=\"paragraph | gutter_20_0\"><span class=\"html-render\">Healey has the power to address unnecessary and prolonged incarceration of women by appointing progressive administrators to the Department of Correction, selecting new Parole Board members with expertise in mental illness and other drivers of incarceration, and using her power to grant clemency.<\/span><\/p>\n<div class=\"newsletter | align_items_center border_bottom border_gray border_top border_1 container font_primary width_full margin_vertical_32 padding_vertical_24 standard is_article\">\n<div class=\"newsletter_cta | border_box width_full no_image\">\n<p><span class=\"title | bold font_secondary margin_bottom\">Get Today in Opinion<\/span><\/p>\n<p><span class=\"newsletter_widget_description\">Globe Opinion&#8217;s must-reads, delivered to you every Sunday-Friday. <\/span><\/p>\n<\/div>\n<\/div>\n<p class=\"paragraph | gutter_20_0\"><span class=\"html-render\">The overwhelming majority of incarcerated women are more likely to be victims than perpetrators of violence. The data show the insufficient access to education and rehabilitation for incarcerated people as well as the continued use of forms of solitary confinement despite the 2018 criminal justice reform legislation.<\/span><\/p>\n<p class=\"paragraph | gutter_20_0\"><span class=\"html-render\">Since most people will be released from prison and return to society, we need to prepare them to return ready to succeed. This improves public safety, saves taxpayer dollars, and keeps families intact. Nor has he provided any <a target=\"_blank\" href=\"https:\/\/apps.bostonglobe.com\/metro\/investigations\/spotlight\/2021\/08\/department-of-corrections-investigation\/\" rel=\"noopener\">accountability for a violent guard attack<\/a> at Souza-Baranowski Correctional Center in January 2020 <a target=\"_blank\" href=\"https:\/\/www.bostonglobe.com\/2022\/01\/10\/metro\/federal-lawsuit-accuses-state-officials-retaliatory-violence-against-souza-baranowski-prisoners\/\" rel=\"noopener\">reportedly on more than 100<\/a> incarcerated men who were not part of <a target=\"_blank\" href=\"https:\/\/www.bostonglobe.com\/2020\/01\/31\/metro\/brutal-crackdown-inmates-alleged-shirley-prison\/\" rel=\"noopener\">a group of inmates who had attacked three correctional officers.<\/a><\/span><\/p>\n<p class=\"paragraph | gutter_20_0\"><span class=\"html-render\">The people of Massachusetts need to know why Healey is keeping Reidy instead of finding someone else to run the Executive Office of Public Safety and Security. Let\u2019s include the county sheriffs while we\u2019re at it.<\/span><\/p>\n<p class=\"paragraph | gutter_20_0\"><span class=\"html-render\">Sheriffs incarcerate thousands of people who have been sentenced for up to two and a half years or who are awaiting trial. Many of these people are simply too poor to post bail. Sheriffs operate with even less oversight than the DOC, have a history of ignoring <a target=\"_blank\" href=\"https:\/\/www.mass.gov\/info-details\/the-massachusetts-sheriffs-association-did-not-ensure-the-consistency-and-accuracy-of-cost-per-inmate-reports\" rel=\"noopener\">mandatory reporting requirements,<\/a> and some <a target=\"_blank\" href=\"https:\/\/www.commoncause.org\/wp-content\/uploads\/2022\/01\/CC_PaidJailer_WEB_FINAL.pdf\" rel=\"noopener\">accept ethically dubious campaign donations.<\/a><\/span><\/p>\n<p class=\"paragraph | gutter_20_0\"><span class=\"html-render\">Their term of office is six years and they often run unopposed, limiting public scrutiny and accountability. Sheriffs\u2019 <a target=\"_blank\" href=\"https:\/\/correctionalfunding.com\/wp-content\/uploads\/2022\/01\/PLS-Testimony-1.14.22-Final.pdf\" rel=\"noopener\">budgets keep getting bigger<\/a> even as <a target=\"_blank\" href=\"https:\/\/commonwealthmagazine.org\/opinion\/corrections-data-raise-big-questions\/\" rel=\"noopener\">the number of people in their custody<\/a> <a target=\"_blank\" href=\"https:\/\/www.baystatebanner.com\/2021\/06\/02\/sen-chang-diaz-sees-progress-with-justice-reinvestment-bill\/\" rel=\"noopener\">continues to drop.<\/a><\/span><\/p>\n<p class=\"paragraph | gutter_20_0\"><span class=\"html-render\">Massachusetts is unusual because sheriffs operate at the county level but have no county government to answer to.
